In a democracy, public policies require majority support to be enacted, so politicians must enlist the support of others to
further their political agendas. Successful politicians are those who can negotiate in the political marketplace to steer
outcomes their way, and to succeed, politicians must be willing to set their principles aside and trade their votes away to
get something better. In contrast with the principled politician whose support cannot be bought, the unprincipled politician’s
support must be bought, so unprincipled politicians accumulate political IOUs that they cash in to advance their agendas.
Democratic politics by design reinforces unprincipled behavior and punishes principled behavior.

This paper applies a stochastic dynamic programming framework, incorporating links to hydrological and biophysical models, to assess the economic costs of environmental flows in an unregulated river system in the Namoi Valley of northern New South Wales, Australia. Structural adjustment decisions are included in the model to account for farmer responses to changes in environmental flows through the introduction of a water sharing plan. The results of the analysis indicate that the proposed level of environmental flows reduces water extractions by around 6 per cent, and imposes an opportunity cost of less than 1 per cent in terms of reduced net income over a 20-year period. 相似文献

The environment for most organizations today is global, complex, dynamic, highly competitive, and extremely volatile, and is likely to remain so for years to come. In addition to these external conditions, most organizations are also facing several global challenges including those related to: talent flow; the managing of two generations of employees, viz., older or mature workers and younger workers; and a shortage of needed competencies. One major result of these challenges for organizations is that they have to be global and that they have to be systematic in managing their human capital if they wish to have any hope of gaining and sustaining a competitive advantage in the years ahead. Many human resource practitioners and consultants (HR professionals) are now recognizing this, especially those that operate globally, the multinational enterprises. Academics are also showing a strong interest as evidenced by their work in the new area referred to as “global talent management”. In this article we review that academic work and attempt to organize that literature by creating an integrative framework for understanding and advancing further research in global talent management. To guide this research our framework highlights several selected challenges in global talent management, and several drivers of those challenges. It also highlights the potential role of IHRM activities in addressing those selected challenges. A discussion of possible criteria of global talent management effectiveness completes the framework. This study monetizes spillover effects of soil and groundwater contaminated sites using a quantile hedonic price model for different site types in Taoyuan City in Taiwan, which has 1664 sites, the highest number for any city in Taiwan. The results show that except for those living in the cheapest housing, most residents are willing to pay a higher price to live farther away from contaminated sites. Farmland makes up the largest share of the total contaminated site area and has the highest per square monetary spillover effects in Taoyuan City; remediation of farmland is one of the most urgent missions for the city. We analyze the response of tax evasion to the introduction of a flat tax in several transition economies. Using a novel estimator based on household level data, we show that in most of the countries studied there was no discernible effect on the measured size of unreported income following a flat tax reform. This may imply that decreases in marginal tax rates may frequently have been accompanied by a parallel deterioration in attitudes towards public services and the government in general. The countries that show a response to the flat tax reform appear to be those where satisfaction with government services increased. 相似文献

This study reveals the therapeutic origins of the “good mother” ideal in a rarely studied context, that of transracial adoptive mothering. Using a comparative discursive analysis supplemented by illustrative case analysis, we show that what it means to be a “good mother” in transracial adoptive mothering discourse differs significantly from the ideal established in mainstream mothering discourse. The key differences uncovered relate to publicly contested challenges to legitimacy, the experience of stigma for families adopting children of difference races, and a relative dearth of market‐based solutions to these challenges. We propose therapeutic ideology as a powerful macro‐level theoretical construct capable of explaining the self‐reinforcing cycle of mothers' anxiety, expert advice, and market‐mediated solutions. 相似文献
