The linking of emission trading systems (ETS) is a widely discussed policy option for future international cooperation on climate change. Benefits are expected from efficiency gains and the alleviation of concerns over competitiveness. However, from trade-theory it is known that due to general equilibrium effects and market distortions, linking may not always be beneficial for all participating countries. Following-up on this debate, we use a Ricardo-Viner type general equilibrium model to study the implications of sectoral linking on carbon emissions (‘leakage’), competitiveness, and welfare. By comparing pre- and post-linking equilibria, we show analytically how global emissions can increase if one of the ‘linked’ countries lacks an economy-wide emissions cap, although in case of a link across idiosyncratic sectors a decrease of emissions (‘anti-leakage’) is also possible. If – as a way to address concerns about competitiveness – a link between the EU ETS and a hypothetical US system is established, the partial emission coverage of the EU ETS can lead to the creation of new distortions between the non-covered domestic and international sector. Finally, we show how the welfare effect from linking can be decomposed into gains-from-trade and terms-of-trade contributions, and how the latter can make the overall effect ambiguous. 相似文献

This paper examines unemployment, wages, and voters' demand for redistribution policy under three different labour market structures: laissez–faire, wage–setting by company or industrial unions, and wage–setting by a central union. Decisions on the level of taxes and benefits are made by majority rule. Taxes, wages, and unemployment are lowest under competitive wage–setting and highest with decentralised unions. A higher degree of centralisation of union wage–setting implies lower unemployment and taxes because a fiscal externality is internalised. Under some conditions about the composition of the population, the political–economic equilibrium can further be improved upon by cooperation between the government and the central union. This seems to have happened in the Netherlands where the unions and the government agreed to cut taxes and restrain wages, which has led to the 'Dutch Miracle'. 相似文献

This paper centers on Keynes' theory of money and his attack on the classical model. Keynes criticized the self-correcting model of the British orthodoxy along two separate lines. In the first, in which Keynes' theory of money was crucial, he took the institutional variables as given and examined the functional relationships. Keynes' burden was to undermine what he termed the "classical dichotomy," where money was a veil, playing no role in determining output and employment. Two key features of the orthodox model were loanable funds and quantity theories, and Keynes' theory of money emerged from the rejection of these theories. The key to his attack on the classical dichotomy was the speculative demand for money, which he presented as an indirect, unstable function of the interest rate. Hence, Keynes linked money demand to the interest rate. The interest rate was thus determined by monetary variables rather than real factors, contrary to British orthodox opinion. We analyze the effects of corruption and institutional quality on the quality of business regulation. Our key findings indicate that corruption negatively affects the quality of regulation and that general institutional quality is insignificant once corruption is controlled for. These findings hold over a number of specifications which include additional exogenous historical and geographic controls. The findings imply that policy makers can focus on curbing corruption to improve regulation, over wider institutional reform. 相似文献

Although service recovery has become an increasingly-studied topic in the operations management literature, robust theories and accompanying empirical studies have only begun to emerge. For example, while many authors have identified and measured the specific activities that are perceived by consumers as effective ways to recover from failure, much less attention has been directed at the systematic structuring of recovery efforts to consistently ensure customer satisfaction and achieve improved, long-term organizational outcomes. Building on recent research that identified the principal constructs of service recovery, this study seeks to explore the relative effectiveness of an integrated service recovery system. Data from 158 service organizations are used to explore the relationship between the system and its associated recovery outcomes. Results indicate that a complete recovery system defined by seven distinct dimensions (formalization, decentralization, comprehensiveness, accessibility, influence, human intensity, and system intensity,) significantly impacts internal capability improvements as well as externally-perceived outcomes (i.e., speed, employee empathy, and recovery effectiveness) while both of these outcomes have a significant impact on customer satisfaction and market performance attributed to service recovery 相似文献

This paper introduces the idea of “robust political economy.” In the context of political economic systems, “robustness” refers
to a political economic arrangement's ability to produce social welfare-enhancing outcomes in the face of deviations from
ideal assumptions about individuals' motivations and information. Since standard assumptions about complete and perfect information,
instantaneous market adjustment, perfect agent rationality, political actor benevolence, etc., rarely, if ever actually hold,
a realistic picture and accurate assessment of the desirability of alternative political economic systems requires an analysis
of alternative systems' robustness. The Mises-Hayek critique of socialism forms the foundation for investigations of robustness
that relax ideal informational assumptions. The Buchanan-Tullock public choice approach complements this foundation in forming
the basis for investigations of robustness that relax ideal motivational assumptions.

Summary. Combining a strategy model, an inference procedure and a new experimental design, we map sequences of observed actions in repeated games to unobserved strategies that reflect decision-makers’ plans. We demonstrate the method by studying two institutional settings with distinct theoretical predictions. We find that almost all strategies inferred are best responses to one of the inferred strategies of other players, and in one of the settings almost all of the inferred strategies, which include triggers to punish non-cooperators, are consistent with equilibrium strategies. An Austrian interpretation of the New Keynesian small menu cost model of the business cycle is proposed. Austrian and New
Keynesian business cycle theories share the feature that the cycle is generated by rigidities which prevent the economy from
adapting instantaneously to changing conditions. Austrian business cycle theory is capital-based, focusing on credit expansion
which artificially lowers interest rates and causes an investment boom and unsustainable business expansion. In contrast,
the New Keynesian small menu cost model of the business cycle is based on nominal rigidities which prevent markets from clearing.
Small menu costs introduce dichotomous behavior, where firms find it locally optimal to avoid instantaneous output price adjustments
in the face of the cost, but this local optimum results in economy-wide output and employment fluctuations which are much
greater in relative magnitude. The small menu cost model of the business cycle is extended and reinterpreted in light of Austrian
business cycle theory with heterogeneous, multiply-specific capital, thus providing a rigorous formalization of the Austrian
business cycle. The Austrian interpretation of this New Keynesian model fortuitously addresses several of its shortcomings.
