The transitional recession in the new Central and East European members of the EU called for completely novel approaches to industrial policy in the nineties. A strong rejection of industrial policy could be observed only in some countries and during the first years of the transition process. Subsequently however, deteriorating competitiveness, soaring unemployment and the dramatic condition of key export sectors made the re-appearance of supply-side economic policy thinking inevitable in most Central East European Countries (CEECs), except for such small and open economies as Slovenia and Estonia. A wide variety of industrial policies implemented in the CEECs are compared in the study, with special emphasis on tools used in order to promote incoming foreign direct investment, technological development and the small and medium-sized enterprise sector. These elements of the industrial policy toolkit will keep their key role in most CEECs, albeit their industrial policies will gradually align themselves to the European mainstream. 相似文献

This paper contributes to the development of the field of international corporate entrepreneurship (ICE) by examining the influences that the time lapse between foundation and first international market entry may have on the development of an entrepreneurial orientation (EO). Moreover, the paper highlights the existence of a positive relationship between the development of an entrepreneurial orientation and both internationalization decision and dimensions (degree, scope) in established companies. Based on a sample of 155 Spanish firms, our findings suggest that an entrepreneurial orientation positively influences a firm’s propensity to internationalize activities. The results obtained confirm the idea that fast entry into foreign markets is positively related to the development of an entrepreneurial orientation in established firms, and that firms with a marked entrepreneurial orientation have higher relative international sales and operate in a greater number of foreign countries. 相似文献

The speed of internationalization of firms has attracted considerable research in the last few decades. However, with regard to a particular type of firm, university spin-offs (USOs), this line of research is still incipient. A majority of the studies on USOs highlights their main features but does not focus on internationalization. Based on the responses from 111 Portuguese USOs, of which 78 are exporters, econometric estimations indicate that: (1) the internationalization speed of USOs is critically dependent on support from technology transfer offices; (2) in line with the “learning advantages of newness” perspective, younger Portuguese USOs reveal higher levels of entrepreneurial spirit and entrepreneurial capabilities, being in a better position to internationalize earlier than older USOs; (3) USOs that operate in microelectronics/robotics internationalize faster and earlier than USOs operating in ICT/software/digital media; and (4) in contrast with the literature on born globals/international new ventures, greater involvement in R&D activities slows down the early internationalization process of USOs. 相似文献

ABSTRACT We investigate the role of the trade-weighted real exchange rate and foreign income on the export performance of Brazilian states, differentiating between Mercosur and non-Mercosur partners. The results indicate that state exports are price and income inelastic. There are differences in the influence of the different trade factors between the two groups of partners. One crucial difference is the relevance of the real exchange rate effect for non-Mercosur partners. This might be associated with the existence of specific rules for Mercosur that can overcome the usual effect of relative competitiveness associated with movements in the real exchange rate. 相似文献

A model for negotiation is developed upon the basis of a previous model called Fuzzy Negotiation Solution by Knowledge Engineering.
The new model, called Compensatory Negotiation Solution by Knowledge Engineering and FNSKE are based on the combination of
knowledge of experts in negotiation, rather than on classical notions of rationality. The experts in negotiation present four
propositions in a non-mathematical way and with a natural language, according to the theory of Knowledge Engineering. In the
CNSKE model, knowledge is represented through logic predicates, and the calculations are made using the Compensatory Fuzzy
Logic system. CFL is a system whose operators satisfy the axioms of Utility. The CFL operators, especially because of the
compensation property, are more adequate than the norm and co-norm’s operators to model human decision-making, according to
empirical results. The Good Deal Index in CNSKE is statistically estimated from the GDI in FNSKE. This is a quantitative index,
which provides the solution concept. The fuzzy function f(C) represents the likelihood the players of a coalition C to reach an agreement into this coalition. Counterpart Convenience Indexes 1, 2 allow each player to select the best coalition
for negotiation. The advantage of CNSKE over FNSKE is that the idempotency of conjunction and disjunction operators give every
membership function -obtained from the predicates- the possibility to be interpreted by itself. Hence, the truth-values of
the CNSKE membership functions can be semantically interpreted. In addition, CNSKE can be easily applied to solve real negotiation

The purpose of this study is to examine how workgroup diversity can be managed through specific strategic human resource management
systems. Our review shows that ‘affirmative action’ and traditional ‘diversity management’ approaches have failed to simultaneously
achieve business and social justice outcomes of diversity. As previous literature has shown, the benefits of diversity cannot
be achieved with isolated interventions. To the contrary, a complete organizational culture change is required, in order to
promote appreciation of individual differences. The paper contributes to this discussion by exploring the implications of
this change for human resource management, and explaining how the systems of practices should be changed when they are directed
to diverse groups. The model designed to test this notion includes: (1) demographic and human capital diversity as independent
variables, (2) group performance (measured as innovation outcomes) as the dependent variable and, (3) the orientation of the
strategic human resource management system as a potential moderator of this relationship. The main conclusion of the empirical
analysis developed is that different patterns of human resource management practices can be used, depending on the type of
diversity that the organization faces, and the specific effects that it wishes to manage. Concretely, three alternative management
systems are identified in this paper, with different moderating effects. This result has interesting implications for human
resource management professionals, explained in the last section. The limitations of this study are also discussed, as well

The cooperation of public and private sector organizations is a viable option for decision makers in the public sector for improving information technology (IT) infrastructures, acquiring innovation, and increasing management know-how. Effective partnering in public-private partnerships (PPP) is difficult though, because the involved stakeholder groups have divergent interests and organizational cultures. Using institutional logics as meta-theoretical lens, this exploratory, interpretive case study analyzes an IT PPP in Germany. The results reveal public- and private-side organizational culture differences and how the partners aligned their cultural differences by the development and legitimization of a partnership norm as well as the necessary partnership practices. The case analysis also illustrates how public sector and private sector organizations succeeded with the transition of public sector and private sector employees into a partnership organization and the management of different organizational cultures. 相似文献
