A common feature of federal systems is that tax bases are joint property. Consequently, state and federal tax setting decisions are interdependent. Our aim here is to put forward a rudimentary theoretical analysis of this phenomenon, and to use the theory as a framework for econometrically estimating the magnitude of the responses. We find that when the federal government increases taxes, there is a significant positive response of state taxes. For example, a 10-cent per gallon increase in the federal tax rate on gasoline leads to a 3.2-cent increase in the state tax rate.  相似文献

Organizations are creating virtual teams at an ever‐faster rate. Virtual team leaders and members from distant locations work together and communicate with each other using a variety of information technologies. Results from a survey of 440 training and development professionals identify current organizational training practices aimed at preparing leaders and members for virtual team assignments. Comparing organizations with more effective and less effective virtual team training programs allowed us to identify a set of “best practices.” We offer practical guidance regarding the effective use of training to promote high‐quality virtual team performance. © 2006 Wiley Periodicals, Inc.  相似文献

Abstract: R & D groups are knowledge-intensive organizations. As such, their principal assets are the men and women with scientific and technical training who constitute these groups. The raw materials that they work on and the products that they produce are ideas or information. The patents, papers, and hardware which emanate from these groups represent the physical manifestations of these ideas. One important concern for increasing productivity in R & D laboratories, therefore, is the facilitation of information flow into, within, and out of research group (Fischer, 1980). This paper considers an approach for improving the performance of an R & D group by increasing its information acquisition and processing capabilities and reports findings from a field study undertaken to examine this approach.  相似文献

This paper examines the Pareto and primacy measures of the size distribution of cities. The mean Pareto exponent for a sample of 44 countries is 1.136, somewhat greater than the exponent of one implied by the rank-size rule. We find that value of the Pareto exponent is quite sensitive to the definition of the city and the choice of city sample size. The significance of non-linear terms in variants of the Pareto distribution also indicate that the rank-size rule is only a first approximation to a complete characterization of the size distribution of cities within a country. The relatively low correlation between primacy and Pareto measures confirms the need for a variety of measures of city size distributions. This paper also suggests that large cities are growing faster than small cities in most of the countries in our sample. This is indicated by the positive coefficient on the first non-linear term introduced into the Pareto equation. Finally, variations in the Pareto exponent and measures of primacy are partly explained by economic, demographic, and geographic factors.  相似文献

We seek to provide an answer to the question, ‘How much is required to induce white teachers to teach in black schools?’ using cross section data from the Coleman Report for 1965. The conceptual framework underlying estimation is a model of the spatial distribution of teachers based on the theory of equal advantage. School characteristics, including student racial composition, intelligence of students, student motivational indicators and neighborhood hazards are found to be important sources of real wage variation in the teachers' market. The estimates imply that a minimum increment of $300 (and probably more) was required for average white teachers to accept average black teachers' school characteristics in 1965.  相似文献

In this article, we explore ethical perceptions of three product packaging issues as viewed by packaging professionals, brand managers, and ethically-interested consumers. We examine, differences between business practitioners and consumers with respect to ethical sensitivity, perceived consequences of business practices, and perceived industry norms. Additionally, we explore the prevalence of two types of values, pragmatic and moral, to determine if the use of these value-types differs among the three groups. We find that business practitioners exhibit less ethical sensitivity. Businesspeople also feel that the likelihood and severity of negative consequences resulting from a packaging practice is lower than do ethically-interested consumers. Finally, business practitioners do not differ from consumers with respect to moral values.  相似文献
