Following review of definitions of New Public Management (NPM), the paper assesses whether Canada has adopted the NPM, organized by Kernaghan and Charih's (1997) categories and using Loeffler's (1997) definition. Canada has reorganized the machinery of government, changed management methods and reduced the federal public sector substantially. Despite high debt, Canada's federal government reduced its expenditures and/or public service as much or more than the UK and New Zealand. Its expenditures as a proportion of GDP are now similar to those of the UK and New Zealand, the major proponents of NPM. 相似文献

Abstract Network-focused research in public administration has expanded rapidly over the past two decades. This rapid growth has created come confusion about terminology and approaches to research in the field. We organize the network literature in public administration using compact citation networks to identify coherent subdomains focused on (1) policy formation, (2) governance and (3) policy implementation. We trace how these domains differ in their approach to defining the role of networks, relationships and actors and to what extent the articles apply formal network analysis techniques. Based on a subsequent content analysis of the sample articles, we identify promising research avenues focused on the wider adoption of methods derived from social network analysis and the conditions under which networks actually deliver improved results. 相似文献

Principals who delegate tasks to agents face the perennial challenge of overcoming agency problems. We investigate whether feelings of ownership among senior managers in the absence of formal ownership can align agents' interests with those of principals, thus turning agents into psychological principals. Using a moderated mediation model, we find that psychological ownership is positively related to company performance through the mediating effect of individual‐level entrepreneurial behaviour. We also find that the effect of psychological ownership on individual‐level entrepreneurial behaviour and, ultimately, company performance is weaker for high levels of monitoring compared to low levels. These findings offer important contributions to agency, psychological ownership, and entrepreneurship literatures. 相似文献

In this paper, we explored how collaborative behaviours were related to the self‐concepts of creative workers. Our findings, derived from a qualitative study of corporate toy designers, showed that the personal (vs. social) identities of toy designers were most strongly related to collaborative behaviours. Further, collaborative behaviours defined as idea giving were most congruent with all toy designers' personal identities, while collaborative behaviours defined as idea taking were most incongruent with those identities. Finally, specific collaborative behaviours related to specific types of personal identities (e.g. the collaborative behaviour of ‘incorporating the ideas of others’ was especially incongruent with ‘artistic’ personal identities). Together, these results suggest that promoting collaboration among creative workers may require attention to not only idea‐giving behaviours and social identities (as suggested by most extant theories), but also to idea‐taking behaviours and personal identities. We discuss the implications of these findings for theories of creative collaboration and identity in organizations. 相似文献

This paper analyses the determinants of business income for rural households in Nicaragua. A sample of 1030 households was studied in order to assess the importance of material and behavioural factors that influence income from business activity. The households are involved in manufacturing, trade, services or have a mixture of businesses. They generally have a low income and asset value. Households supplement their income from wages and agricultural activities. To estimate non-farm business income per employed person we analyse the impact of resources, location, entrepreneurial experience and trust. Our results show that household resources and entrepreneurial experience are significant determinants for business income in all sectors. Trust is also important, particularly generalized trust. The contribution of other forms of trust, such as institutional trust, depends on the sector in which households participate. 相似文献

Mixed methods research is becoming an increasingly popular approach in several fields. However, its application in the field of entrepreneurship has not been studied. The authors reviewed the use of mixed methods research in three entrepreneurship journals and two leading generalistic journals that publish entrepreneurship research, examining the main purposes and designs. A total of 955 articles were reviewed and 81 mixed methods studies were identified. The analysis of these articles revealed opportunities associated with the application of this approach. Mixed methods may help to improve entrepreneurship research addressing challenges emphasized in earlier studies. Suggestions on why and how to use mixed methods research are offered, and recommendations are provided to guide future mixed methods studies to advance our understanding of the entrepreneurial phenomenon. 相似文献

This paper examines the role of external service linkages in the innovation and market peformance of small manufacturing firms (SMFs). Survey data from a technological cross-section of 146 Western New York SMFs are summarized. The data suggest a helpful role for consultants in the product development efforts of innovative firms, especially those that serve foreign export markets. Several multiple discriminant models are presented, each of which suggests an interactive connection between SMF commercial performance, externa) technical links, innovation propensity and in-house R&D. It is argued that innovative SMFs that exploit specialized technical services perform significantly better than comparably sized firms that rely solely on in-house resources. It is also argued that the quality of a region's producer service environment may have a significant bearing on the growth potential of its SMF population. The paper concludes by discussing the main academic and public policy implications that flow from the empirical results. 相似文献

In today's global shipping industry have management functions often been outsourced to separate companies and to overseas locations. With the appearance of socalled ‘flags of convenience’ the world shipping industry has increasingly registered commercial vessels overseas. Following this trend, human resource management functions have also been relocated, with the opening of recruitment offices and the use of HR agencies outside OECD countries. Recently, new German regulation has sought to attract previously outsourced HRM functions back to Germany. A case study of such a newly established firm, called ‘Reimarus’, will exemplify the impact of the new regulation on HR firms in shipping. Nationally representative data on family businesses are available in the 1998 Workplace Employee Relations Survey, alongside comparable information for other types of firms. We use these data to compare differences in the use of different consultation and communication procedures. We cover such practices as the use of direct communication schemes (e.g. briefings; the provision of information on financial performance to the workforce) as opposed to indirect methods such as the use of joint consultative committees. There is an a priori expectation in the literature that family-owned businesses are either more likely to use direct forms of communication (vis-à-vis indirect forms) or that they will not be involved in direct communication or consultation with their employees, and we test this using multivariate techniques. Finally, we consider whether the type of consultation/communication structure matters in terms of establishment performance, and what differences exist with respect to family-owned businesses. In particular, this paper tests if those firms that consult directly with staff, as opposed to those that consult through joint consultative committees or trade unions, have higher productivity and/or other measures of performance. Concurrently we test whether there are separate ‘family business’ effects or whether it is generally establishment size that ‘matters’, by estimating a model for family-owned and non-family-owned establishments. In general, our results show that not only do family-owned establishments have lower levels of communication and consultation, but, when the latter is present, this does not generally translate into greater economic benefits (as is the case in non-family-owned firms). 相似文献
