We use lab experiments to study policies that address common pool resource overuse. We look at a price mechanism, specifically a Pigouvian subsidy, and four non-price interventions. The non-price policies are information alone, information with a normative message, communication alone, and normative messages with communication allowed. In all experiment sessions, no intervention occurs in the first seven and last seven rounds, allowing us to examine the effects of introducing and taking away a policy. The subsidy leads to near-efficient extraction, but surprisingly leads groups that were not over-extracting to also reduce extraction. This over-compliance decreases efficiency, although on net the subsidy is the most efficiency-enhancing intervention. Information provision, communication, normative appeals, and normative appeals combined with communication all reduce over-extraction (though by less than the subsidy) without exacerbating over-compliance; however, the effects of information alone and communication alone are small and not robust. The non-price policies cause a decline in over-extraction of from 0.549 (information) to 11.441 % (normative appeals with communication). These effects are of the same order of magnitude as the effects seen in major field studies of conservation messaging. The subsidy has the worst persistence properties (after the intervention ceases), while normative messages with communication have the best. 相似文献

We explore whether the introduction of mandatory third party certification in 2005 under the Responsible Care program has reduced the probability and severity of accidents in participating facilities in the U.S. chemical industry. Using a sample of 10,315 observations from 1136 facilities owned by 566 RC and non-RC firms between 1996 and 2010, we estimate the average treatment effect of third party certification. We find that the difference-in-difference estimate of the average treatment effect is statistically insignificant. This result is robust to various model specifications including the potential endogeniety of third party certification due to a firm’s self-selection into RC. 相似文献

Peter Boettke (2007) argues that economists need not act pluralistically in order for pluralism to thrive in the marketplace of economic ideas.
From a market process perspective, Boettke sees intellectual diversity and openness as catallactic outputs, not inputs—emergent
by-products of academic specialization and trade. To expect individual scholars to behave in a pluralistic manner is unnecessary
and “completely inappropriate” since it detracts from their central task: “to commit themselves to an approach and pursue
it doggedly, even in the face of great doubt and resistance by one’s peers” (Boettke 2007). This paper proposes a Smithian revision of Boettke’s position. The author argues that scholarly pluralism is best understood
as a constitutional rule of academic life—a virtue ethic that promotes learning and intellectual freedom by mitigating tyranny
and autarky in the republic of science. Drawing from the writings of Adam Smith, Friedrich Hayek, Deirdre McCloskey, Bruce
Caldwell, James Buchanan, Don Lavoie, and Boettke himself, the author argues that scholarly pluralism has been, and continues

Current literature has largely ignored the fact that some organizations are highly selective when admitting new agents while
others are more open. In addition, some organizations audit or sort agent behavior within the organization more aggressively
than others. One might expect a priori that closed, highly selective, organizations would always be more efficient because
they screen out the worst types, which could lead to better agent behavior. We show that this is not the case. Specifically,
when agent behavior in equilibrium is uniform across organizations (i.e., when the number of agents behaving the same way
is identical), closed organizations are inefficient. However, when agent behavior varies across organizations, closed organizations
may or may not be inefficient, depending on net payoffs to the organization and the agents. Our analysis implies that organizations
should choose the open type when screening or sorting costs are high, when there is a high frequency of good agent types in
the population, when agent misbehavior does not reduce output significantly, and when penalties for misbehavior are large.

The federally funded, HUD-administered Neighborhood Stabilization Program (NSP) was enacted in the wake of the financial recession to mitigate the underlying adverse neighborhood effects associated with foreclosed properties. We examined the neighborhood price impacts of NSP-funded foreclosure rehabilitation undertaken by Habitat for Humanity in Dallas County, Texas, using a difference-in-difference framework. Foreclosure rehabilitation projects in Dallas County produced an average 15% increase in neighborhood home prices that sold up to 30 months after the rehabilitated property sale and within 0.1 miles of the rehabilitated property. Foreclosure rehabilitation that involved significant exterior repairs was associated with the largest estimated effect sizes. Results suggest that NSP funding in Dallas County effectively targeted homes that had the potential to have the most severe neighborhood impacts and that rehabilitation was an effective means of reversing neighborhood price externalities associated with blighted foreclosed properties. 相似文献

We study how culture and social structure influence bargaining behavior across gender, by exploring the negotiation culture in matrilineal and patriarchal societies using data from a laboratory experiment and a natural field experiment. One interesting result is that in both the actual marketplace and in the laboratory bargaining game, women in the matrilineal society earn more than men, at odds with years of evidence observed in the western world. We find that this result is critically driven by which side of the market the person is occupying: female (male) sellers in the matrilineal (patriarchal) society extract more of the bargaining surplus than male (female) sellers. This paper considers the stability of tacit collusion in price setting duopolies with repeated interaction. The minimum discount factor above which tacit collusion can be sustained in a subgame perfect equilibrium is called the critical discount factor δ*. In addition, δ* is often used as an intuitive measure for the stability of a tacit cartel, assuming that a collusive equilibrium is more difficult to sustain when δ* increases. However, according to standard theory the distance δ − δ* between the actual and the critical discount factor does not matter for stability as long as δ > δ*. We model competition between two unregulated mobile phone companies with price-elastic demand and less than full market coverage.
We also assume that there is a regulated full-coverage fixed network. In order to induce stronger competition, mobile companies
could have an incentive to raise their reciprocal mobile-to-mobile access charges above the marginal costs of termination.
Stronger competition leads to an increase of the mobiles’ market shares, with the advantage that (genuine) network effects
are strengthened. Therefore, ‘collusion’ may well be in line with social welfare.
