Regardless of the latest tax reform the fiscal drag brings an additional tax burden of € 6.2 billion for the period 2016-2021 to Austrian taxpayers. In 2021 alone this fiscal drag will levy an additional € 2.17 billion. The study in hand gives an overview how other countries control the fiscal drag and analyses the effect of such adjustments in the Austrian tax system. Depending on the adjustment model, the range of the fiscal drag by 2021 lies between a tax burden of € 4 billion (tax brackets adjusted once the cumulative inflation reaches the 5 percent threshold) and between a tax reduction of € 1.6 billion (the tax system is adjusted to the development of nominal wages). In the latter case an adjustment leads to an over-compensation of the fiscal drag yielding a constant tax burden relative to income. For the entire elimination of the fiscal drag an annual inflationary adjustment of the tax brackets, tax credits and deductibles is necessary. 相似文献

In this paper we propose a model to analyse the motivation of academic entrepreneurs that comprises six dimensions: personal,
relating to the entrepreneurial opportunity, to scientific knowledge, to the availability of resources, to the incubator organization,
and to the social environment. The model is tested based on information from a survey administered to 152 Spanish academic
entrepreneurs. Our results show that entrepreneurial opportunity is not part of the entrepreneurial motivation, but is of
the utmost importance to academic entrepreneurs. Also, we find the scientific knowledge is the main driver of entrepreneurial

Integrating Layer of Protection Analysis (LOPA) with Hazard and Operability Analysis (HAZOP) has many advantages over performing these studies separately. The merits include: fewer actions from the combined effort compared to performing only a HAZOP; team continuity resulting from the combined effort as opposed to two separate teams having possibly differing points of view; and, ultimately, a time and cost savings realized by the combination. This integration defines the risk associated with a given scenario, enabling better decisions that impact business assurance. By using the Center for Chemical Process Safety guidelines to define the independent protection layers upfront, the gray areas can often be reduced or eliminated; thereby enabling a more thorough LOPA. Examples include taking credit if a unit has two independent operators (outside and inside) responding to critical alarms, or taking credit for centralized control rooms that may allow immediate operator interaction and response. Onshore wind energy utilisation in Germany has developed very dynamically in the last decade. This has mainly been driven
by the renewable energy laws that systematically support the expansion of renewable energy in the electricity sector. In 2009
a revised law with increased feed-in tariffs for wind energy has come into force. Existing studies already predict a wide
range of development patterns under the Renewable Energy Sources Acts 2000 and 2004. This paper investigates the long term
impact of different feed-in tariffs implemented by the legislative authorities and it provides corresponding future development
patterns of onshore wind energy utilisation in Germany. The underlying System Dynamics model considers technical as well as
economic conditions and constraints. The approach and the model’s results are contrasted with other published predictions
qualitatively and quantitatively. This comparison shows that the model’s outcome lies in the range of predictions by existing
studies, but also shows some interesting differences.
Zusammenfassung Die Entwicklung der Windenergienutzung in Deutschland wahrend der letzten Dekade verlief sehr dynamisch. MagBgeblich dafur war die systematische Forde-rung mittels der Erneuerbare Energien Gesetze (EEG) bzw. deren Vorlaufer. Vom Jahr 2009 an gilt ein uberarbeitetes Gesetz, welches u.a. erhohte Einspeisever-gutungen furWindenergie beinhaltet.Vorliegende Studien, die sich mit derzu-kunftigen Entwicklung auseinandersetzten, zeigen bereits deutlich unterschied-liche Szenarien fur die Entwicklung unter dem EEG 2000 und 2004. Diese Arbeit setzt sich mit den langfristigen Auswirkungen der verschiedenen vom Gesetz-geber festgelegten Einspeisetarife auseinander und stellt entsprechend unter-schiedliche Ausbauszenarien fur die deutsche Onshore Windenergienutzung dar. Das zugrunde liegende System Dynamics Modell berucksichtigt dabei sowohl technische als auch okonomische Parameter. Der Ansatz sowie die Ergebnisse werden anderen veroffentlichten Prognosen gegenubergestellt. Die Ergebnisse liegen innerhalb der Spannbreite der anderen berucksichtigten Studien, zei-gen jedoch auch interessante Unterschiede.相似文献

This paper compares the spatial structure of car accessibility to towns and to railway stations during peak and off-peak hours in Belgium for the country’s 2616 municipalities. A clustering method is applied. It is shown that in a highly urbanised country, the situation is far from being spatially equitable in terms of accessibility, and some areas are more favoured than others. Congestion increases spatial inequalities, differently according to absolute or relative measures of change. By means of examples, this paper shows that even simple accessibility indicators could be useful to support decisions taken by planners and politicians (e.g. as regards the development of residential, industrial and business park areas). Maps indicate the spatial inequalities in terms of accessibility to urban centres and transport nodes, and the impact of congestion on these inequalities. The absolute and relative time losses due to congestion affect different areas in different ways. The location of new developments further increases the congestion problem and the spatial disparities. This paper also insists on the caution that should be adopted when measuring and interpreting “accessibility”, its measurements, its inputs, its temporal changes in absolute and relative terms as well as the need for spatially disaggregated data. 相似文献

In a hierarchy of project objectives, strategic objectives will often be principally different from the operational ones. Operational objectives concern the project outputs/results, and strategic objectives concern the project goal and purpose. In this study, risks are categorized as risks to operational, long‐term, or short‐term strategic objectives, and, by studying a dataset of some 1,450 risk elements that make up the risk registers of seven large projects, we examine how operational and strategic risks are distributed in the projects. The study strongly indicates that risks to a project's strategic objectives rarely occur in the project's risk registers, though project success and failure stories indicate their importance. 相似文献

This paper proposes a framework to analyze the effects of scientific and commercial incentives in R&D organizations. We build a simple repeated model of a researcher capable of obtaining innovative ideas. Although they reduce the time spent on research, we show that commercialization incentives also affect the choice of research projects. Commercial rewards induce a more intensive search for (ex post) path-breaking innovations, which are more likely to be generated through (ex ante) riskier research programs. We derive the organization's optimal incentive scheme in terms of the researcher's characteristics. We show that organizations should use a high level of commercial incentives for scientists who have strong or weak intrinsic preferences for research. For those with strong preferences, the organization needs to induce development, whereas for those with weak ones, it needs to induce effort. 相似文献

Given the potential that environmentally oriented anti-consumption (EOA) has in achieving environmental sustainability, the authors draw upon marketing, management, environmental, and psychology studies to conceptualize and delimit EOA, differentiating it from other (related but distinct) phenomena. In addition, the authors review the available literature at the individual (micro) level and summarize research on the antecedents and meanings of broad and specific/strict EOA practices with different targets. Furthermore, the authors propose an agenda for future research, which reflects on EOA not only at the individual (micro) level, but also lays out new opportunities for EOA work at organizational (meso), industry, and national (macro) levels. The work presented here hopes to spark multilevel research on EOA, its antecedents and consequences, and reactions to EOA phenomena. 相似文献
