Collective and individual forms of resistance in a public–private partnership: a case study of National Savings and Investments

This paper examines resistance at National Savings, which operates on two levels: firstly, the collective actions of the trade unions and their members, and, secondly, individual recalcitrance on the shop‐floor. It is argued that imposed organisational culture change has created more acrimonious employment relations.     

Pupils' attitudes to technology in key stage 3 of the national curriculum: A study of pupils in South Wales

This paper describes part of a continuing research project based at the University of Wales, Swansea, which is investigating pupils' attitudes to a range of national curriculum subjects. There has been no major national funded project to evaluate the national curriculum from pupils' perspectives. The market economy philosophy adopted by the present government is restricted in the meaning of choice given to consumers of education. Pupils' opinions are rarely sought out.The paper describes the results gained from a Likert-type attitude scale and subsequent follow-up interviews with a selection of pupils aged 13 and 14 years in secondary schools across South Wales.     

Filter Tests In Nasdaq Stocks

This study examines the performance of filter and dual moving-average crossover trading rules applied to Nasdaq stocks. We find that trading rules conditioned on a stock's past price history perform poorly, but those based on past movements in the overall Nasdaq Index tend to earn statistically significant abnormal returns. Since there is a high level of transaction costs in this market, these abnormal returns are generally not economically significant. However, there are indications that pursuing some of these strategies can be worthwhile in carefully selected subsets of stocks.     

MONETARY POLICY REGIME SWITCHES AND MACROECONOMIC DYNAMICS*

This article considers the determinacy and distributional consequences of regime switching in monetary policy. Although switching in the inflation target does not affect determinacy, switches in the inflation response can cause indeterminacy. Satisfying the Taylor principle period by period is neither necessary nor sufficient for determinacy when inflation responses switch; indeterminacy can arise if monetary policy responds too aggressively to inflation in the active regime. Inflation target switches primarily impact the level of inflation, whereas inflation response switches primarily impact the volatility. Expecting an inflation target switch has minor effects on volatility, whereas expecting an inflation response switch raises volatility more substantially.     

Modelling intervention options to reduce GHG emissions in housing stock — A diffusion approach

The building sector is regarded as having one of the highest benefit-cost ratios from greenhouse gas (GHG) emission reduction strategies. However, because of uncertainties around household behaviour patterns, it is very difficult to assess and compare the GHG reduction impacts of different intervention schemes for whole housing stock. Intervention schemes include policy instruments such as incentives or rebates for energy efficient appliances or renewable energy, and regulatory building code requirements for energy efficiency. This paper presents a decision support tool based on mathematical diffusion that evaluates the adoption levels of different schemes or pathways towards reducing GHG emissions in housing stock. It is an extension of the Bass diffusion model that accommodates financial and non-financial benefits, ceilings of adoption and interactions between intervention options. The model capability was tested using a case study of seven suburbs in Brisbane, Australia, comprising of 25,000 houses and units. Estimates of GHG emission reductions to 2019 of a household rebate scheme for solar panels and a rebate scheme for solar hot water compared to a base case of no rebates were presented and analysed. Modelling also allowed identification of important characteristics of adoption trends that could assist policy makers and industry to substantially improve the design of effective intervention options.     

A Financial Analysis of the National Air Traffic Services PPP

Recently, there has been little research published on overview and scrutiny. This article revisits the early literature. By restating and developing six conditions for the effectiveness of overview and scrutiny set out in UK government guidance in 2002, it demonstrates why success has been patchy but that scrutiny can work well when the conditions are met. The system exemplifies the doctrine of the separation of powers, in that the politicians who sit on overview and scrutiny committees are charged with holding to account another group of elected politicians who form the executive or cabinet. The practice of scrutiny could be strengthened if it was embedded as part of a wider process in which the full council holds the executive to account.     

The governance of the Boscombe Artificial Surf Reef,UK

The Boscombe Artificial Surf Reef (ASR) is the first ASR in Europe and is the flagship project of an ambitious scheme to regenerate Boscombe Spa, a resort-suburb of Bournemouth, UK. The Boscombe ASR therefore presents a unique coastal management challenge in Europe for which there is no precedent and little pre-existing management capacity. Through a multi-stage research process, this paper identifies the likely governance challenges that will face the Boscombe ASR. These were found to include overcrowding, a lack of surf skill and etiquette amongst visitors, conflict between different uses, and localism. Through a consideration of approaches to surf governance elsewhere, suggestions are identified for management interventions that may work in Boscombe. The paper concludes by identifying underlying tensions between the need to attract visitors to support the regeneration of Boscombe, the surf safety issues created by an influx of novice surfers, and the potential for the breakdown of the norms governing the self-regulation of surfing.
