Research assessment exercises covering universities in the United Kingdom were established to produce quality ratings as a basis for allocating much of the research funding from central government. They represent some of the largest research management exercises ever undertaken. Amongst other aspects of university performance, the publications of all 'research active' UK academics are evaluated. This paper describes the way in which quality was assessed and funds were allocated as a result of the 1992, 1996 and 2001 exercises. It looks at how the exercises might continue to evolve and the value of a further exercise.
The strategies adopted by universities to maximise their ratings and their income are also considered. Universities have improved their research performance and their reporting methods in response to changes in the criteria and weightings used in the exercise. In parallel the HEFC (Higher Education Funding Council) has changed the ways in which funds have been distributed once the level of research performance has been determined.
The exercises have received much criticism as well as an acceptance that they have changed the culture of academic research. This paper considers the parallel evolution of trends in the management of R&D in business with trends in the management of university research via these exercises. There are underlying assumptions that seem to influence the transfer of policy design principles and management lessons between the two sectors.  相似文献

This paper examines benchmarking as a tool of the modernisation process in local government and the contradictory tensions in the Best Value scheme are explored. Benchmarking is shown to encapsulate the dichotomous nature of a modernising philosophy which espouses innovation and local solutions alongside the government's centralising tendencies. One consequence is the advancement of 'compulsory' and 'defensive' modes of benchmarking with local authorities benchmarking for external accountability reasons; issues of tangible improvement are secondary concerns. These tensions are viewed as irreconcilable, the implication is that local government will need to carefully manage and evaluate its benchmarking activities.  相似文献

Using a large panel from 46 countries over 20 years, we find that non-U.S. firms issue corporate bonds more frequently and at lower offering yields following an equity cross-listing on a U.S. exchange. Firms issue more bonds through public offerings instead of private placements and in foreign markets rather than at home, in both cases at significantly lower yields. Moreover, the debt-related benefits are concentrated among firms domiciled in countries with less private benefits of control, efficient debt enforcement, and developed bond markets, suggesting that equity cross-listings cannot completely offset the impact of weak home country institutions. The results support the notion that the monitoring, transparency, and visibility benefits brought about by equity cross-listings on U.S. exchanges are valuable to bond investors.  相似文献

This study constructs a new data set on unemployment rates in Latin America and the Caribbean and then explores the determinants of unemployment. We compare different countries, finding that unemployment is influenced by the size of the rural population and that the effects of government regulations are generally weak. We also examine large, persistent increases in unemployment over time, finding that they are caused by contractions in aggregate demand. These demand contractions result from either disinflationary monetary policy or the defense of an exchange-rate peg in the face of capital flight. Our evidence supports hysteresis theories in which short-run changes in unemployment influence the natural rate.  相似文献

Risk transfer is an essential element of the private finance initiative. It also makes an important contribution to value for money estimates. Indeed many PFI projects only achieve value for money because of the risk transfer contribution. A participant observation study was carried out to assess how risk was evaluated in a PFI project. Issues related to the lack of an evidence-based approach to risk assessment, the potential dominance of a very small number of risks and difficulties of imposing penalties on the contractor are discussed.  相似文献

This paper investigates whether the quantity and character of aggregate expenditures on foreign aid by donor governments are related to the cultural values held by the people of the donor countries. In particular, we study whether any association exists between three measures of donors’ foreign aid expenditures and two dimensions of culture. We find that the shares of national income governments spend on aid, the proportion of total aid provided in the form of grants, and the proportion of aid directed to humanitarian relief are all related in statistically significant and quantitatively important ways to the location of the cultural values of people in the donor countries on two continua, one from “traditional” to “rational” beliefs about social organization and authority, and the other from “survival” to “self-expression” as the focus of individual aspirations. These results contribute to our understanding of the political economy of aid, and to a growing literature on how culture shapes economic policies, institutions, and performance.  相似文献

Housebuilding firms vary across the world in size and in the scope of their activities. This variety may seem surprising in an industry with open technologies and ease of entry. While market and technological factors may go some way to explain such differences, much of the causes of variation lie in dissimilarities in regulatory and institutional frameworks. These themes are explored through a comparative analysis of the structure of the residential development industry in Australia, the UK and the USA and in analysis of firm size hierarchies. The firm concentration ratio is much higher in the UK than the other two countries and the reasons may lie in the geography of the country but also in the peculiarities of its planning system.  相似文献

The relationships between tourism and local economic development extend beyond conventional notions of jobs, diversification and income. The drive for tourism by local authorities and linked agencies, often through the creation of a local action plan, provides a valuable self-appraisal opportunity that may raise the awareness of local economic potentials. Moreover, it also nurtures productive team-building and partnership development within and between local authorities and outside agencies and organisations, and spins off into wider local economic benefits such as image enhancement and the attraction of inward investment.
