Institutionalism versus Orthodoxy

A bstract . Orthodox economics has been quite effective in exploiting equilibrium methodology; equilibrium as a heuristic device, as a theoretical norm, and as a prototype of the scientific method. Also, orthodoxy has contrived the dichotomy of equilibrium-anti-equilibrium to depict institutional thought as being muddled and unscientific. Institutionalists have not successfully countered these attacks, nor have they adequately articulated a comprehensive methodological alternative to orthodoxy. Institutionalists have paid too much attention to the methodological components of institutionalism and have neglected the articulation of a guiding, overall methodology. It is proposed that institutionalists recast the methodological debate by expanding the arena from equilibrium-anti-equilibrium analysis to the broader context of closed versus open systems analysis. This would both help expose the methodological weaknesses of orthodox economics, and demonstrate the relevance and power of institutionalism for socioeconomic investigation.     

AN ETHICAL ASSESSMENT OF THE USE OF ECONOMIC SANCTIONS AS A TOOL OF FOREIGN POLICY

This paper is the third in a series of articles that examines the shortcomings of economic sanctions. Drawing on Mill's utilitarianism, Kant's categorical imperative and Rawls's theory of justice, the conceptual frameworks of consequentialism, deontology and contractualism are used to demonstrate the unethical nature of this increasingly popular instrument of foreign policy.     

Thorstein Veblen's Theories of Governmental Failure: The Critic of Capitalism and Democracy Neglected Some Useful Insights, Hindsight Shows

A bstract . In T he T heory of B usiness E nterprise , Thorstein Veblen introduced a general theory of governmental failure in constitutional democracies based on the common man's delusion that policies benefiting businessmen also benefited him. This general theory runs consistently through Veblen's later works and was developed more fully in T he V ested I nterests and the C ommon M an . But other elements of an economic theory of government introduced in T he T heory of B usiness E nterprise were less durable. A briefly sketched economic theory of political parties was never mentioned again in any of Veblen's subsequent writings. A concept of governmental officials pursuing their own self interest did reappear in Veblen's wartime works, but was completely missing in A bsentee O wnership . The concept of a Leviathan-type government which pursued policies detrimental to the interests of both the common man and businessmen was repudiated in T he N ature of P eace . The conditions for its existence had been eroded by the influence of modern industrial technology on military operations

An approach to the display and analysis of multiobjective problems

In all operations research applications, the problem of implementation rests on the information conveyed to the decision maker. The presentation of results is a critical link in the success of a project. An ineffective transfer of information will reduce the chance of decision maker acceptance. This final step in the analysis is particularly difficult in multiobjective analyses, where the amount of relevent information increases with each performance measure.This paper will describe an alternative to the typical graphical approach to multiobjective display, which is adaptable to any number of objectives. A real world example is given and some theoretical insights are developed.     

Economics at the Antitrust Division: 2017–2018

This article describes some of the work of Antitrust Division economists over the past year, with a focus on modeling. It begins by illustrating the mapping from evidence to prediction using tools for assessing the effects of mergers using Bertrand, Cournot, and auction models. It then turns to two hot topics in competition policy: the implications of claims of increasing margins for merger enforcement and the validity of claims of increasing concentration. Finally, it considers how mergers affect prices in bargaining models.
