The information technology sector in Europe, comprising the production of computer hardware and software, is disproportionately located on the continent's western periphery. The vast bulk of computers sold in Europe in the 1990s were assembled either in Ireland or Scotland, while Ireland also accounted for over 40 per cent of all packaged software and 60 per cent of all business software sold in Europe. As the sector in both these locations is largely foreign owned, the question arises as to whether EU enlargement might impact on the geography of the sector by diverting information technology FDI from the western to the new eastern periphery. This issue is explored in the present paper by analysis of five individual sub‐segments: computer assembly and electronic components, R&D, mass‐market packaged software and the remainder of the software sector. The paper deems it likely that computer assembly operations will continue the shift seen in recent years from Ireland and Scotland to Central and Eastern Europe. The production of electronic components such as microchips represents a growing share of activity in most EU locations as well as in the CEE countries. Analysis suggests that this pattern of geographically‐dispersed growth will resume once the consequences of the collapse of the high‐tech bubble are played out. The distribution of R&D activity across Europe and globally is also considered unlikely to be much affected by enlargement. As for software, as long as localisation activities remain important, Ireland – the EU location in which most of this activity is carried out – seems set to be able to compete strongly, given the attractiveness of its English‐language environment and other attributes to the young continental Europeans upon which this activity relies. Most software services remain largely non‐tradable however. This sector will grow in the accession states as computer penetration rates converge on the EU average, but without displacing activity from the incumbent EU member states. For firms already competing in the tradable niche software segment, on the other hand, enlargement cannot but be beneficial because of its impact on the size of the market into which they sell.  相似文献

The debate concerning the emerging regulatory environment for employee voice continues apace, in particular the requirements to inform and consult employees as a result of the European Employee Information and Consultation Directive. This article examines the processes used to inform and consult employees across 15 case studies in the Republic of Ireland. It evaluates different voice arrangements using a conceptual framework that seeks to capture the dynamics of different employee voice schemes across union and non‐union companies. The findings suggest that participation is more robust when the channels for information and consultation accommodate both conflictual and cooperative processes. It is shown that robust forms of participation are more likely through processes that facilitate independent representation. The evidence also shows that some employers may devise their own counterbalancing forms of (pseudo) consultation, in an attempt to minimise the impact of regulatory rights for employee voice.  相似文献

We analyse the regionalisation of the European Union's production networks and the impact of enlargement by looking at trends in trade in intermediate and final products in different types of technology between 1995 and 2007. We find that enlargement has coincided with quite major changes in the structure of trade within and beyond the EU. Overall we find that the new member states of the EU12 have become a more important source of goods both for the sub-region itself and for the EU15.We look at trends in different types of products and technologies. We find that there has been greater regional consolidation of production networks in lower tech goods, while in high tech goods global sources of inputs - especially ASEAN + 3 - are becoming more important. Overall the EU12 is becoming a more important source of both intermediate and final products, especially within its own sub-region. This evolution makes the companies in the sub-region very dependent on the EU home market.  相似文献

Industry convergence, described as the blurring of boundaries between industries, plays an increasingly pivotal role in shaping markets and industries. Traditionally, this phenomenon has been discussed in respect to telecommunications, information technologies and electronics, but more recently also the chemical and its related industries find themselves affected by a larger convergence process. With the primary example of phytosterols in the two converging industries of Cosmeceuticals and of Nutraceuticals and Functional Foods, we analyze 7455 scientific and patent references in respect to first indicators for signs of convergence. Furthermore, we present and discuss a multiple indicator concept for monitoring convergence in an R&D-intensive field on the basis of publicly available data.  相似文献

This paper explores the recent evolution of Chinese investment in the wine industries in the Bordeaux region of France and Western Australia (WA). The study identifies variations in the nature of the investments undertaken, which are not always consistent with existing theory. We explore how these differences impact on the liability of foreignness (LOF) experienced (Eden and Miller, 2004; Zaheer, 1995). We find evidence of all three of the categories of hazards identified by Eden and Miller (2004), with unfamiliarity being particularly significant, especially for wholly owned investments. We postulate that differences in context between home and host countries are a key factor explaining both the observed difficulties and the differences in experiences. The findings of our work on LOF, in terms of its nature and mitigating strategies, resonate well with existing theory, although we also find evidence of a Country of Origin (COO) effect, both in terms of Liability of Origin (LOR) and Assets of Foreignness (AOF). The variations in entry mode and LOF, however, are less consistent with existing research and pose questions in relation to the interaction between the home and host contexts, company strategy and LOF.  相似文献
