Abstract Within public administration and policy sciences the concept of policy networks nowadays is well accepted. Not much attention has been paid so far to strategies aimed at institutional design. Therefore, in this article, we develop a conceptual framework to study institutional design more thoroughly. We do this by specifying the nature and variety of institutional rules that guide the behaviour of actors within networks. Given this categorization of rules, we identify possible strategies to change network rules. Next, we focus on the strategic context of attempts to influence the nature of institutional rules: the process of institutional design. We conclude with suggestions to apply the conceptual framework to empirical research into the forms, impacts and implications of attempts to change the institutional features of policy networks. 相似文献

This study explored the state of human resource (HR) outsourcing in the Asian context, a particularly important subject given its rapid proliferation in Europe and North America, the inconsistent and limited evidence from prior research, and its strategic importance to the human resource management (HRM) function. Drawing on both quantitative and qualitative data and the transaction cost, resource-based, and institutional perspectives, we found that although respondents were generally favourable towards outsourcing, that in practice its adoption and diffusion were in a nascent stage in Hong Kong. Decisions to outsource were, by and large, incremental and experimental and influenced by a range of contextual factors (e.g., availability of in-house expertise, skills and creativity, strategic priorities, legislation (coercive), availability of external service providers, and industry and peer (mimetic) influence). Despite considerable pressure to cut costs, instead of outsourcing in the first instance, firms placed greater emphasis on maximising internal resource utilization (insourcing). We consider a general control problem with two types of optimal regime switch. The first one concerns technological and/or institutional regimes indexed by a finite number of discrete parameter values, and the second features regimes relying on given threshold values for given state variables. We propose a general optimal control framework allowing to derive the first-order optimality conditions and in particular to characterize the geometry of the shadow prices at optimal switching times (if any). This study examines the culture of a medium-sized community bank based in the Western United States. The study aims to identify the organization's culture and then measure the level of cultural cohesion that exists three years after a major cultural campaign was launched. The cultural characteristics the organization valued most highly were integrity, willingness to serve the customer and teamwork - all components of the official bank document on culture. Interestingly, the analysis uncovered some significant value differences among different employee groups and also employees and management; differences which can affect firm performance levels. The analysis also revealed that changing the culture in an organization does not necessarily lead to cultural cohesion. 相似文献

We review one method for estimating the modulus of continuity of a Schramm–Loewner evolution (SLE) curve in terms of the inverse Loewner map. Then we prove estimates about the distribution of the inverse Loewner map, which underpin the difficulty in bounding the modulus of continuity of SLE for $\kappa =8$ . Few studies have investigated whether parents’, teachers’ and children’s responses to the strengths and difficulties questionnaire (SDQ) have equivalence. In this study, data from 854 matched questionnaires collected in Malaysia were subjected to tau equivalence confirmatory factor analysis, to assess if all three groups responded to the same target (the child) similarly. We first fitted Goodman’s (Journal of Child Psychology and Psychiatry, 38, 581–586, (1997a); Journal of Child Psychology and Psychiatry, 40, 791–801, 1997b) five factor model, but found that this did not fit the model despite attempts to improve and rectify model fit. We thereafter attempted to fit Dickey and Blumberg (Journal of the American Academy of Child Adolescent Psychiatry, 43, 1159–1167, 2004) three factor model, but similarly found a lack of fit. We then undertook an exploratory model with a random half of the data, obtaining a three factor solution, and tested this in a confirmatory tau equivalence model. The Unconstrained Model provided a fit to the data, revealing a similar structure across the three informant groups. As this fit was for the Unconstrained Model, it reveals that groups differ in the value they place on each of the variables but overall that held a similar underlying factor structure. The findings are discussed in relation to the possible cultural issues involved and the use of the SDQ. 相似文献

This paper analyses the presence of financial constraint in the investment decisions of 367 Brazilian firms from 1997 to 2004, using a Bayesian econometric model with group-varying parameters. The motivation for this paper is the use of clustering techniques to group firms in a totally endogenous form. In order to classify the firms we used a hybrid clustering method, that is, hierarchical and non-hierarchical clustering techniques jointly. To estimate the parameters a Bayesian approach was considered. Prior distributions were assumed for the parameters, classifying the model in random or fixed effects. Ordinate predictive density criterion was used to select the model providing a better prediction. We tested thirty models and the better prediction considers the presence of 2 groups in the sample, assuming the fixed effect model with a Student t distribution with 20 degrees of freedom for the error. The results indicate robustness in the identification of financial constraint when the firms are classified by the clustering techniques. 相似文献

The paper extends the Holmström-Milgrom [B. Holmström, P. Milgrom, Aggregation and linearity in the provision of intertemporal incentives, Econometrica 55 (1987) 303-328] analysis of intertemporal incentive provision to allow for the implementation of actions on the boundary of the feasible set. Boundary actions provide the principal with some freedom in choosing incentive schemes. This can be used to reduce premia. The paper characterizes optimal incentive schemes for the continuous-time Brownian-motion model and its discrete-time approximations. Linearity of incentive schemes in “accounts” is confirmed. However, for models with effort costs depending only on mean returns, the availability of boundary actions destroys the linearity of optimal incentive schemes in profits. 相似文献

Considerable effort has been exercised in estimating mean returns to education while carefully considering biases arising
from unmeasured ability and measurement error. Recent work has investigated whether there are variations from the “mean” return
to education across the population with mixed results. We use an instrumental variables estimator for quantile regression
on a sample of twins to estimate an entire family of returns to education at different quantiles of the conditional distribution
of wages while addressing simultaneity and measurement error biases. We test whether there is individual heterogeneity in
returns to education and find that: more able individuals obtain more schooling perhaps due to lower marginal costs and/or
higher marginal benefits of schooling and that higher ability individuals (those further to the right in the conditional distribution
of wages) have higher returns to schooling consistent with a non-trivial interaction between schooling and unobserved abilities
in the generation of earnings. The estimated returns are never lower than 9 percent and can be as high as 13 percent at the
top of the conditional distribution of wages but they vary significantly only along the lower to middle quantiles. Our findings
may have meaningful implications for the design of educational policies. 相似文献

We describe a Vickrey-Clarke-Groves auction for supply and demand bidding in the face of market power and nonconcave benefits in which bidders are motivated to bid truthfully, and evaluate its use for power and gas pipeline capacity auctions. The auction efficiently allocate resources if firms maximize profit. Simulations, including an application to the PJM power market, illustrate the procedure. However, the auction has several undesirable properties. It risks being revenue deficient, can be gamed by cooperating suppliers and consumers, and is subject to the information revelation and bid-taker cheating concerns that make single item Vickrey auctions rare. 相似文献
