This paper develops and tests a public finance theory of tariff behavior. Tariffs are viewed as being part of the optimum revenue raising tax package so that tariff revenue is closely tied to government spending. A key implication of the theory is that tariff rate movements should be consistent with tax-smoothing behavior. The test focuses on the United States during the years 1869–1916. Research on networks emphasizes the importance of bonds between actors. Social reciprocity strengthens network bonds, which is assumed to have positive effects on business relationships between firms. However, the importance of weak ties is also stressed in network research. An important policy issue is therefore if more attention should be devoted to the creation of bridges to other social groups and loosening bonds between network actors. The difficulty in doing so is described and analyzed in this article focusing on a regional strategic network, which is viewed in three network perspectives. Interview data were collected from all participating managers in a regional strategic network in 2004 and 2010. The findings shed light upon the paradox of using a regional strategic network to counteract over-embeddedness and freeing the involved actors from existing network lock-ins instead of further strengthening such social institutions. 相似文献

Employing labor-supply theory to measure the reward value of electrical brain stimulation 总被引:1,自引:0,他引:1
A model drawn from labor-supply theory is shown to provide a good account of time-allocation decisions taken by rats working for rewarding brain stimulation. The model makes it possible to infer, from behavioral data, the growth of the rewarding effect as a function of stimulation strength. Measurement of this function provides information about the stage of the reward circuitry where drugs or lesions alter the rewarding effect. The labor-supply model is used to illustrate how approaches drawn from economics, psychology, and neuroscience can inform each other. The model is linked to a set of psychological processes, including those responsible for transformation of the transient neural signal produced by the rewarding stimulation into an enduring record of payoff, estimation of a mean effort price, delay discounting, and estimation of the substitutability of work and leisure goods. Assuming that people care not only about what others do but also on what others think, we study respect in a labor market context where the length of the employment relationship is endogenous. In our three-stage gift-exchange experiment, the employer can express respect by giving the employee costly symbolic rewards after observing his level of effort. We study whether symbolic rewards are used by the employers mainly to praise employees or as a coordination device to build relational contracts by manipulating the balance between labor demand and supply in the market. We find that a high proportion of long-term relationships have been initiated by the assignment of symbolic rewards. However, the assignment of symbolic rewards decreases when it becomes clear that the relationship is durable, suggesting that employers mainly use symbolic rewards as a coordination device to initiate relational contracts. Compared to the balanced market condition, assigning symbolic rewards in initial relationships is less likely when there is excess demand in the market and more likely when there is excess supply, i.e., when the relationship is more valuable. Receiving symbolic rewards increases the employees’ likelihood of accepting to continue the relationship with the same employer. It also motivates them to increase their effort further but only when the market is balanced. Overall, the ability to assign symbolic rewards does not give rise to higher profits because it is associated with lower rents offered to the employees on average, leading to lower effort levels. 相似文献

This research documents the long term impacts of delayed cleanup on property values in communities neighboring prominent Superfund
sites. The research examines the sale prices of nearly 34,000 homes near sites in three metropolitan areas for up to a 30-year
period. To our knowledge, no other property value studies have examined sites in multiple areas with large property value
losses over the length of time used here. The results are both surprising and inconsistent with most prior work. The principal
result is that, when cleanup is delayed for 10, 15, and even up to 20 years, the discounted present value of the cleanup is
mostly lost. A possible explanation for these property value losses is that the sites are stigmatized and the homes in the
surrounding communities are shunned. The results suggest that expedited cleanup and minimizing the number of stigmatizing
events would reduce these losses.

A number of studies of the positively-framed voluntary contribution mechanism (VCM) public goods game have examined the role of context on participant behavior. Relatively little attention, however, has been given to the effects of context in negatively-framed VCM games even though this setting is relevant to a wide array of real world challenges, such as common pool resource use and pollution externalities. This study uses a carefully-controlled laboratory experiment to investigate the degree to which the context in which decisions are made influences decision making in a negatively-framed VCM laboratory experiment. The context treatments that we evaluate vary communication, voting, and the status quo of the initial endowment. Results indicate that providing groups the opportunity to communicate and vote significantly reduces choices that impose external costs. Importantly, the pro-social effects of communication and voting are strongest when the status quo endowment is the private account, which generates costs on other participants. This result suggests that the effect of the status quo endowment is a function of whether the social dilemma is framed positively or negatively when communication between participants is allowed. 相似文献

Stigmatization of products and technologies can lead to large monetary losses even when there are no associative risks. This paper reports on experiments that provide insight into the behavioral responses of disgust from an economic perspective. We use a dead sterilized cockroach to ‘contaminate’ drinking water and generate willingness-to-pay (WTP) and willingness-to-accept (WTA) measures of participants’ reactions. These results are contrary to previous results from research not involving financial incentives, as most participants’ WTP and WTA values are near zero for drinking cockroach contaminated water. Additionally, filtration of cockroach water leads participants to become significantly more likely to request compensation compared to spring water, but it does not result in requesting significantly more money to drink it. Finally, WTP and WTA differences can be explained by participants’ decision on whether or not to request compensation and not by the amount of compensation. 相似文献

The world economy has been subjected to numerous real shocks in recent years. In addition, purchasing-power parity seems to have collapsed. Critics of the monetary approach to the exchange rate have been quick to draw attention to these facts. This paper extends the basic framework of the monetary approach so that it provides a useful tool for explaining the impact of real shocks on the exchange rate and so that it is compatible with the existence of significant deviations from purchasing-power parity. The real shocks that are discussed include changes in commercial policy, the terms of trade, and productivity. It is demonstrated that real shocks influence the exchange rate through two distinct channels—a real-income channel and a deviations from purchasing-power-parity channel. 相似文献

When managerial compensation is restricted to be constant below a certain target output level, and underlying effort is unobserved, a recent article by Liu suggests that the optimal sharing rule should be smooth and locally convex at the target. This is incorrect. If minimum payments are set exogenously, the optimal sharing rule for a risk-averse manager will be kinked at the target. If penalties are unbounded, the principal can approach the first-best full-information outcome by offering a constant payment under normal conditions but imposing a severe punishment for extremely unlikely low outcomes, i.e., by “speaking softly but carrying a big stick.” 相似文献

This paper describes the history of the true and fair requirement in Australia, considers various meanings which have been attributed to the concept and examines the merits of eliminating the qualitative standard of the true and fair view. Special attention is given to auditors' definitions of the term, and how they design their audit testing of truth and fairness, as distinct from compliance with applicable accounting standards and other statutory disclosure requirements. 相似文献
