In the case of emission of non-uniformly dispersed pollutants such as SO2 the negative effects depend on the location of the sources. A unit increase at one source must be compensated by either a larger or smaller reduction at another source to keep the negative effects at the same level. Emission trading between countries is possible under the Second Sulphur Protocol. Exchange rate trading and third party problems are studied within a simultaneous model facilitating impositions of various environmental constraints. Simulations based on the negotiated emission quotas are offered. Results indicate potential cost savings of 19%.  相似文献

This paper focuses in particular on the 1992 tax reform in Norway. In this reform the top marginal tax rates were cut considerably. We find that the impact on overall labor supply is rather modest, but these modest changes shadow for stronger sectoral changes. The tax reform stimulated the women to shift their labor from the public to the private sector and to work longer hours. A calculation of mean compensated variation, calculated within the framework of a random utility model, shows that the richest households benefited far more from the 1992 tax reform than did the poorest households.  相似文献

To secure their membership in a popular group, individuals may contribute more to the group's local public good than they would if group formation were exogenous. Those in the most unpopular group do not have this incentive to contribute. This may result in substantial differences in individual effort level between groups. Our model thus provides one explanation for the existence of group‐specific behavioral norms. A principal will prefer exogenous or endogenous group formation depending on whether he prefers high or low levels of the local public good. We analyze two stylized examples: social interaction in schools, and multiple‐task teamwork.  相似文献

Relationships between the Federal funds rate, unemployment, inflation and the long‐term bond rate are investigated with cointegration techniques. We find a stable long‐term relationship between the Federal funds rate, unemployment and the bond rate. This relationship is interpretable as a policy target because deviations are corrected via the Federal funds rate. Deviations of the actual Federal funds rate from the estimated target give simple indications of discretionary monetary policy, and the larger deviations relate to special episodes outside the current information set. A more traditional Taylor‐type target, where inflation appears instead of the bond rate, does not seem congruent with the data.  相似文献

Corporate social responsibility can improve firms’ ability to recruit highly motivated employees. This can secure socially responsible firms’ survival even in a highly competitive environment. We show that if both socially responsible (green) and non-responsible (brown) firms exist in equilibrium, workers with high moral motivation, who shirk less than others, will self-select into the green firms. If unobservable effort is sufficiently important for firm productivity, this can drive every brown firm out of business—even in the case where many workers have no moral motivation whatsoever.  相似文献

Home renovation is generally asserted to be a highly effective means to increase residential energy efficiency and thereby contribute to climate protection from reduced energy consumption. As part of a larger package of measures in the residential sector, the German government is consequently providing financial support for home audits from recognized energy experts who provide advice on retrofitting options. To date, the question concerning the effectiveness these home audits has largely escaped empirical scrutiny. The present paper fills this void by providing evidence for considerable free-rider effects within the home audit program, yielding serious reservations with respect to both the effectiveness of the program and its fiscal costs. Moreover, given the substantial differences between the gross- and net effects of home audits that are revealed by this analysis, the program’s contribution to climate protection and thereby the central justification for the associated government outlays is called into question. The social benefit of the program emerges only from those retrofits that would not have been undertaken in the absence of the home audit.  相似文献

Indirect taxes on transportation activities that pollute can correct externalities and close the gaps between private and social costs. However, policy makers often find such Pigou taxes difficult to implement because of political resistance due to possibly adverse affects on equity. For this reason it is important to assess the distributional aspects of environmental levies. This article estimates properties of the demand for transportation in parametric and non-parametric analyses of Consumer Expenditure Surveys for the United States and finds patterns in the resulting set of Engel curves. Private transportation using air flights and new cars has Engel elasticity above unity while public transportation via mass transit has Engel elasticity below unity. The findings can be interpreted in an important way since they show that a differentiated scheme of environmental taxes on transportation may function progressively. A Pigou scheme with larger taxes on modes of transportation that pollute more appears to coincide with larger levies on luxury modes preferred by richer households.  相似文献

Consumers use combinations of goods to produce experiences. In order to produce outdoor experiences, consumers include environmental amenities as production factors in addition to purchasable instruments such as equipment. While amenities are not marketed, equipment is. Inspecting consumer purchases of the latter may uncover attitudes towards the former. Purchases of equipment are realized money outlays in a market and constitute lower bounds for the willingness to pay for one factor in outdoor experience production. This study investigates income and demographic effects in the demand for outdoor equipment over time in Norway, and examines the proportion of purchasing households for each year. Results show that equipment is a luxury item, and that it becomes more popular over time. The findings are relevant to policymakers in two ways since use of equipment may entail environmental degradation, but purchases of equipment may reflect a willingness to pay for environmental standards.  相似文献

Trade unions have a rational incentive to oppose the adoption of labour-saving technology when labour demand is inelastic and unions care much for employment relative to wages. Trade liberalisation typically increases trade union technology opposition. These conclusions are reached in a model of unionised international duopoly with two-way trade. We also find that the incentive for technology opposition is stronger in the more technologically advanced country and in the country with the larger home market, complementing earlier explanations for technological catch-up and leapfrogging.  相似文献
