Citizenship in transition: Globalization,postindustrial technology and education

This paper explores the changes associated with the move from an industrial to a postindustrial society and discusses the corresponding shifts in education. After reviewing a number of contemporary responses to the present crisis within society, the paper examines some of the implications for the concept of citizenship and suggests that, while much remains unknown, the task of education in a postindustrial society will still be to furnish knowledge and skills that articulate with the requirements of social life.This paper is adapted from Royal Bank Lecture presented as a keynote address at the Annual Colloquium of the MSTE Group, Queen's University, Kingston, Ontario, Canada, April 7th, 1995. Strategic formulation of high technology projects using the support graph

The life cycle of technology projects comprises 10 phases: identification, conception, formulation, feasibility, evaluation, decision, realization, control, termination and post-evaluation. One of the most important phases is formulation, foar which an interdisciplinary tool, the 'support graph', was conceived and used for more than 200 high technology projects in such areas as chemicals, biotechnology, electronics, software (artificial intelligence), telecommuniocation, energy and aerospace. This paper descrones how to build an effective support graph. The general objective, the partial objectives, the tasks and the means are the principal components. The management of change during the implementation of high technology projects is largely facilitated by the use of the support graph. It also creates a common language between the technologists and the managers and gives information on when to alter the goals of a high technology project. Support graphs for an expert system and for a telecommunication project are used to illustrate the proposed approach.     

Henry George and Economic Intervention

A bstract . Henry George , the 19th century American economist and social philosopher , was recognized as an individualist. His Single Tax on the value of land and all natural resources would socialize the rent while preserving private ownership and use. His positions on industrial monoplies were not so clear. He urged the abolition of all special privileges but did not see clearly that this would end many such monopolies. He understated the effects of the single land value tax and the abolition of special privileges; they would go a long way toward ending all industrial monopolies.

The effect of GNP announcements on fluctuations of GNP growth

This paper is an empirical study of the degree in which perceptions affect the evolution of the economy. We study the effects of the announcements that the government makes on GNP growth. These announcements are subject to a substantial degree of noise and its accuracy improves with time. A revised number is published several years after the first announcement was made public. We consider that the final revision is the “true” value of GNP growth. We show that once announcements are taken into account, the true value of GNP growth at time t has no predictive power in determining growth at any future time. All the predictive power lies in the announcements, and not in the true level of growth. Actually, we show that the variable that determines future growth is the unexpected part of the announcements. We also show that announcements affect growth via aggregate investment.     

A comparison of the technical efficiencies of health districts and hospitals in Botswana

An attempt is made here to construct and present relative efficiency indices for the services rendered by health districts and specific hospitals in Botswana, using Stochastic Frontier Regression analysis and Data Envelopment Analysis. The analysis indicated that three districts - Kweneng East, Kgalagadi and Boteti - have efficiency scores below the optimum level. Among the 13 hospitals considered, Tsabong Primary Hospital was found to have an efficiency score of less than one. Since the health services involve a number of factors, these indices ought to serve as indicators for further scrutiny of those units (health districts and hospitals) that fall below the optimum efficiency level. The data used for the analysis are from the published material by the Central Statistics Office, Botswana for the year 1997. Health is considered one of the major concerns of the government of Botswana. As a consequence, the authors feel that this study will be useful to policy makers and health planners in giving them some kind of relative ranking among health districts and hospitals.     

Applying marketing strategy to private source grantsmanship

As funding opportunities for research and program development continue to decrease, faculty and administrators must understand, to be competitive, that a large part of grantsmanship is marketing. This paper discusses the rationale for seeking grant support, how faculty can identify potential funding sources, and how to target the final submission of the proposal. Understanding these topics will assist faculty in developing those skills required for competing successfully in an increasingly competitive environment.     

Efficiency of the office properties market

This paper reports the results of an efficient markets test of the Dallas-Fort Worth office properties market. ARIMA models using a comprehensive data set did not produce superior forecasts. The results provide further evidence of the efficiency of real estate markets.
