Globalization presents threats to and opportunities for women working in the informal sector. The paper, which draws on the work of Women in Informal Employment: Globalizing and Organizing (WIEGO) Global Markets Program and of HomeNet, focuses on women home-based workers and analyzes, within the framework of global value-chains, the impact of globalization on labor relations and other market transactions. The chains reviewed are: manufactured goods (fashion garments); agricultural products (nontraditional exports); and nontimber forest products (shea butter). The paper shows how this form of analysis helps to identify the uneven distribution of power and returns within the chains – between rich and poor and between women and men. It concludes by emphasizing the importance of the work of the Self-Employed Women's Association (SEWA), HomeNet, and StreetNet in organizing home-based workers, both locally and internationally, as well as that of WIEGO in supporting them.  相似文献

This paper tests a multiple principal–agent model of the Internal Revenue Service. Using data for 33 IRS districts over six tax years, 1992–1997, we report evidence that the fraction of individual income tax returns audited is significantly lower in districts that are important to the president electorally and that have representation on key congressional committees. These findings suggest that the IRS is not a rogue government agency, but rather is an effective bureaucratic agent of its political sponsors. "Reforming" the IRS by subjecting it to an independent oversight board appointed by the president would therefore seem to be redundant.  相似文献

This article calls for the inclusion of multinational non-profit organizations in the research and pedagogy of strategic international human resource management. Multinational non-profit enterprise is increasingly influential, both economically and philosophically, as economic and socio-cultural boundaries become more interdependent. Yet the multinational non-profit sector has been ignored by international human resource management scholars. When research and pedagogy overlook practice, a concern exists with regard to their relevance. By outlining the international development of multinational non-profit enterprise, the article contextualizes strategic international human resource management in multinational intermediate private aid and development agencies. Some have suggested that the US food stamp program (FSP) should be revised with a view to combating obesity among the poor. In this paper, we assess the likely impacts of allowing FSP participants to purchase only healthy foods when using food stamps. Our results indicate that FSP participants would probably increase their consumption of healthy food, but the implications for their purchases of unhealthy food are not clear. Market-wide consequences are even less clear, because changing what may be purchased using food stamps would lead to higher prices for healthy foods and lower prices for unhealthy foods and these price effects would feed back into consumer decisions, with adverse effects on consumption patterns of both participants and non-participants in the FSP. In addition, more restrictive rules on the use of food stamps would discourage participation in the FSP. We conclude that, while reforming the FSP may indeed to lead to better diets among participants, it is likely to be an ineffective and inefficient instrument for bringing about desired nutritional outcomes unless accompanied by additional policy instruments.  相似文献

The management accounting literature borrows heavily and uncritically from neo-classical economics and its intellectual affiliates in organization theory. We review this theoretical legacy and offer an alternative, dialectical approach. This alternative theoretical structure addresses many of the deficiencies found in the existing literature by incorporating inter-organizational and social conflict, and by recognizing the social origins and social consequences of corporate control systems. A socio-historical study of General Motors' strategies of internationalization — spanning some 60 years — is used to illustrate the implications of the alternative approach for management accounting and organization theory.  相似文献

Four types of variables that affect the diffusion of home energy conservation measures are assessed. These variables are the information possessed by households, household attitudes, the economic and demographic characteristics of households, and the attributes of conservation measures. A causal model of behavior change is presented based on Fishbein's theory of reasoned action. The model is tested using panel data on 225 homeowners from Decatur, Illinois and two conservation practices: employing winter night-time thermostat setbacks and adding attic insulation. The results illustrate the importance of all four change mechanisms. Many nonadopters have erroneous information about the financial and other benefits of the two practices. The elderly and the poor are particularly ill-informed. Negative attitudes are closely related to discomfort (for night-time setback) and expense (for attic insulation). As expected, barriers and incentives differ across population subgroups and innovations.  相似文献
