Conclusion Federal programs have represented, at best, a series of ad hoc, piece-meal attempts to address a highly complex situation. Funding levels have been inadequate and there has never been any strong commitment to economic development on a meaningful scale. We have experienced a series of small, unconnected programs. In addition to HUD programs, so-called community development programs can be found at the Departments of Labor, Agriculture, Treasury, and the Economic Development Agency. But after two decades of poverty programs, revitalization efforts, and other efforts Blacks and other low income urban residents still, for the most part, live in substandard, segregated, and costly housing in conditions significantly worse than most other Americans.  相似文献

Based on the results of field work conducted during 1997 and 1998 in Beijing, Shanghi, Tianjin, Guangzhou and Ningbo, this paper sets out a modest agenda. It briefly reviews China's urban housing initiatives to date, then questions whether these form part of a coherent and comprehensive housing strategy. While focusing on issues rather than data; it ends by stressing that planning without adequate facts is problematic. The authors have not aimed to provide a detailed account of China's housing reform history, since this is documented extensively in numerous research studies. The spotlight is on questions that still need to be answered, rather than on the more ambitious task of prescribing a blueprint for simultaneously resolving all the issues at hand.  相似文献

Earnings management is the practice of makingdiscretionary accounting choices or timingoperating decisions to move reported earningstoward a desired goal. Prior research revealswide disagreement among both students andbusiness executives regarding the ethicalacceptability of earnings management. Thisstudy investigates whether gender and nationalorigin influence accounting students'perceptions of earnings management. Male andfemale accounting students from the U.S. andfive Asian countries evaluated thirteenvignettes describing earnings managementpractices. Very few differences were detectedbetween the responses of the male and femalestudents or between the students from the U.S.and the Asian countries, indicating that thepractice of earnings management was perceivedsimilarly across all the groups of studentsstudied.  相似文献

Managers seeking to respect local norms when operating in cross-cultural settings may encounter ethical dilemmas when faced with values that potentially conflict with their own. The question of whose ethics or values should be applied or whether a set of universal eth- ical norms should be developed often confronts managers in their international business dealings. This article explores the findings from a qualitative research study that examines critical ethical dilemmas confronting Australian managers in their international business operations and their responses to those dilemmas. For Australians managers in this study, bribery emerged as the major ethical dilemma confronting them in their international operations.  相似文献

Experienced firms act differently than newcomers, yet such differences vary with the context and with the type of experience. This research examines the effects of international experience on multinational enterprises’ (MNEs’) ownership strategy across a range of developed and developing economies. We distinguish competence-building and partner-selection effects of experience, which vary between general international experience and country-specific experience, and across host contexts. This contextualization of the theoretical arguments suggests that the predicted effects hold in some host countries, but not in others. In support of these arguments, our empirical study of subsidiaries of Taiwanese electronics forms finds that general international experience facilitates wholly owned operations in developed economies in Asia and Europe, while country-specific experience facilitates joint ownership in China.  相似文献

When Insurers Go Bust applies agency theory and the theories of adverse selection and moral hazard as the motivation for prudential regulation of insurance. The resulting scheme has strong flavors of verifiability, simplicity, consistency, and transparency. In consequence, ruin theory does not have an operational role. Theory is applied in familiar ways that are at best convenient shorthand for correct ideas and at worst acceptably suggestive. As in other sources, there is inappropriate emphasis on the general theory of excessive risk‐taking, which tends to deflect attention from the specific nature of insurance firms, but the theoretical excess is adequately counterbalanced by thoughtful case studies. This book is useful for the insurance scholar and feasible as a segment of an advanced undergraduate course.  相似文献

This research examines how the fit between employees moral development and the ethical work climate of their organization affects employee attitudes. Person–organization fit was assessed by matching individuals' level of cognitive moral development with the ethical climate of their organization. The influence of P–O fit on employee attitudes was assessed using a sample of 304 individuals from 73 organizations. In general, the findings support our predictions that fit between personal and organizational ethics is related to higher levels of commitment and job satisfaction and lower levels of turnover intent. Ethical P–O fit was related to higher levels of affective commitment across all three ethical climate types. Job satisfaction was only associated with ethical P–O fit for one of the three P–O fit variables and turnover intentions were significantly associated with two of the ethical P–O fit variables. The most consistent effect was found for the Conventional – Caring fit variable, which was significantly related to all three attitudes assessed. The weakest effect was found for the Preconventional – Instrumental fit variable, which was only predictive of affective commitment. The pattern of findings and implications for practice and future research are discussed.  相似文献

In industries populated by small and medium enterprises, managers’ good intentions frequently incur barriers to superior environmental performance (Tilley, Bus Strategy Environ 8:238–248, 1999). During the period when the U.S. wine industry was beginning to promote voluntary adoption of sound environmental practices, we examined managers’ attitudes, norms, and perceptions of stakeholder pressures to assess their intentions to implement environmental management programs (EMP). We found that managers within the simple structures of these small and medium firms are responsive to attitudes, norms, and pressures from internal stakeholders and that voluntarily established EMP increased the success of firms’ implementation of energy conservation and recycling practices. Applications of our findings to future research on small and medium enterprises as well as direct practical applications of our results are discussed.  相似文献
