This article discusses suitable frameworks for long-range planning in the public sector. Specific attention is devoted to defence planning, because of the impact planning methodology in defence has had on other government sectors. Operations research, programme budgeting, and scenario techniques are cases in point. A number of different planning approaches are outlined, but the difficulty of transferring planning systems between different fields of application is emphasised. Even if programme budgeting is thought of as a long-range planning system, additional components and approaches, such as various types of futures studies, may be needed.  相似文献

A growing body of research explores human resource management practices that encourage employees to innovate. In this study, we examine the links between different sources of feedback (supervisor and coworker) and employees’ innovative behavior. Drawing on social exchange theory and the job demands‐resources theory, we first propose that work engagement and psychological contract breach mediate the relationship between supervisor feedback and employees’ innovative behavior. Second, we propose a moderated mediation model in which coworker feedback attenuates the relationships between supervisor feedback and employees’ innovative behavior through the mediating mechanisms of both work engagement and psychological contract breach. Using three waves of multisource data from 300 Chinese employees and their 64 supervisors, we found a dual‐mediation pathway by which employees’ work engagement and perceptions of psychological contract breach mediate the influence of supervisor feedback on innovative behavior. Our results also show that coworker feedback can be used to supplement the lack of supervisor feedback when required. Organizations are advised to ensure that employees obtain regular feedback from multiple sources because such feedback can promote employees’ work engagement and perceptions that the organization is upholding its side of the psychological contract, which fosters employees’ innovative behavior.  相似文献

We present a sequential approach to estimating a dynamic Hausman–Taylor model. We first estimate the coefficients of the time‐varying regressors and subsequently regress the first‐stage residuals on the time‐invariant regressors. In comparison to estimating all coefficients simultaneously, this two‐stage procedure is more robust against model misspecification, allows for a flexible choice of the first‐stage estimator, and enables simple testing of the overidentifying restrictions. For correct inference, we derive analytical standard error adjustments. We evaluate the finite‐sample properties with Monte Carlo simulations and apply the approach to a dynamic gravity equation for US outward foreign direct investment.  相似文献

We present a simple dynamic model of contributions to a public good. We test the model by conducting a public good game experiment and fundraising experiment among religious Jewish students for the procurement of sustainable supplies for their campus synagogue. The results of the experiments show a high level of cooperation; particularly, the results of the public good experiment show that contributions are above the predicted optimum. Nevertheless, in accordance with the economic theory, we find that the contribution path is upward sloping and contributions increase with the benefit of the public good. Our findings also suggest that the level of contributions and their path are affected by peer and gender effects.  相似文献

Due to technological convergence, complexes of interrelated industries are emerging. This paper presents a conceptual framework of the role different organizational forms and combinative capabilities play in the management of organizational knowledge integration in this context. The focus is on firms previously operating in one of the relatively stable constituting industries. We argue that a firm's organizational form has to be matched with appropriate combinative capabilities in order to integrate component knowledge into architectural knowledge that consequently serves as a platform for generating new product–market combinations. The framework is empirically illustrated using the example of two Dutch publishing firms moving into the multimedia complex, which is currently emerging around information and communication technologies. The empirical analysis shows that the framework offers strong potential for improving the understanding of the complex process of organizational knowledge integration, as the prerequisite for developing new business in an emerging industrial complex.  相似文献

The focus of this article is to test the trading cost hypothesis of price leadership, which predicts that the market with the lowest overall trading costs will react most quickly to new information. In an attempt to hold market microstructure effects constant and in contrast to previous studies, we examine intraday price leadership across the S&P 500, NYSE Composite, and MMI futures, and across the respective cash indexes—rather than between each futures and its associated cash index. We find that, among the futures, the S&P 500 exhibits price leadership over the other index futures, whereas among the cash indexes the MMI leads. This article critically evaluates the network‐centrism of much of contemporary world cities research and queries its capacity to unveil key accumulation processes under financialized globalization. Our object of inquiry is the world city archipelago (WCA), a material yet non‐contiguous space of world city ‘islands', which is (re)produced through the socio‐spatial practices of advanced producer services (APS) firms as they assist in constructing (financial) accumulation strategies for their clients. Scrutinizing the WCA with a singular focus on networks can veil dynamics that lead to internal stratification and hierarchy between world cities and their constitutive outside. Alternatively, these veiled dimensions are better grasped by territorial, scalar and place‐based abstractions. As an example, we unveil WCA space by studying the space of APS practices in three recent cases of Eurobond issuance. By comparing these three instances through an encompassing approach, a bounded geography of a financialized accumulation space is identified, which contains London and other world cities as a necessary space of dependence but also stretches out to various contingent spaces of engagement at the fringes of the WCA network: offshore jurisdictions and places of debt origination. We conclude by making the case for a heightened sensitivity in respect of core–periphery structures that exist between the WCA and its outside, but also within the WCA itself.  相似文献

In 2005 the Netherlands drafted a new innovation policy, consisting of a basic package for all entrepreneurs and a programme-based package aimed at supporting the Dutch industry in achieving global excellence in a limited number of (business) areas. The programme-based package is characterized by an integral approach, resulting in user-driven public–private innovation programmes. In the new approach, industrial foresight processes are integrated with actual policy implementation. In this paper, we include the lessons learned during the process that led to the first innovation programmes. Also, some unresolved issues in the new approach are discussed.  相似文献

In this article, we discuss the concept of territory from a decolonized perspective. We engage with the ongoing debate on decentralizing urban studies to outline the potential drawbacks of essentializing, generalizing or objectifying the urban. Through the socio‐territorial approach utilized here we seek to address these issues by shifting attention, first, to the social production of territory, and secondly, from an analysis of state strategies to the urban scale. We understand territory as being produced when subjects struggle over the practices, meanings and tenures of urban space. An example from Mexico City is employed to illustrate how territory becomes both the site and stake of social struggle. By focusing on the subjects involved in the production of territory, and on the way different subjects produce and reproduce hegemonic spaces and counter‐spaces, we emphasize three aspects in particular: first, a territory's specific material conditions; secondly, the imaginarios (social imaginaries) various actors inscribe into it; and thirdly, the communal land use form of the ejido as a unique territorial regulation. Finally, we argue for the empirical groundedness of the concept of territory with the aim of further pluralizing the field of urban studies. The socio‐territorial approach we propose explicitly focuses on power relations in the production of both urban space and knowledge.  相似文献

Industry has been upgrading its production processes through eco-innovation combining environmental and economic benefits, thus reducing some resource burdens which otherwise lie outside economic accounting. Some companies have shown interest in evaluating investment options for resource burdens and total value added across a whole-system value chain. Our EC research project developed a method for whole-system assessment of eco-innovation with multi-stakeholder cooperation. In three cases presented here, tensions arise among various aims, resource burdens, system levels, beneficiaries and timescales, thus complicating the concept of eco-innovation as a win–win strategy. Radical eco-innovation would depend on extra functions, value-chain actors and resource usages which can provide greater overall benefits. But such investment faces many systemic obstacles. Eco-innovation remains path dependent, thus limiting the scope to internalise environmental externalities. The tensions and difficulties cast doubt on an EC strategy emphasising uptake of eco-innovative technologies as the means to decouple economic growth from resource burdens.  相似文献
