A community-based impact assessment of the Wild Coast spatial development initiative, 1997–2004

Much of the debate around the spatial development initiatives (SDIs) in South Africa is based on economic theory. To add the community perspective, an evaluation of local economic development on the Wild Coast followed a baseline in 1997 with comparable surveys in 2000 and 2004. Apart from an increase in access to piped water and a reduction in unofficial payments for health services, there was little community evidence of development over this period. Residents reported decreasing knowledge of the SDI and there was no increase in numbers considering small business ownership. In the investment-intensive ‘anchor’ areas, as in the SDI as a whole, there was no significant increase in employment and more households received remitted incomes from migrant workers. In an SDI for small businesses in tourism and agriculture, there was a dramatic fall-off in food production. No more households had loans in 2004 than in 1997, but more were taking loans from loan sharks. Other spatial planning initiatives might learn from the Wild Coast, not least through the perspectives gained from community-based impact assessments.     

The New Accountability? Devolution and Expenditure Politics in Scotland

Devolution is seen to be a means for enhancing democratic control and accountability in the British political system (Scottish Office, 1997). Proponents of such change have presented it as offering the prospect of a more consensual, transparent and inclusive form of governance, in effect a 'new politics', with less executive dominance than at Westminster. This would be delivered in part by proportional representation, by strengthening the role of the legislature, and by adopting a more consultative approach to decision-making (Scottish Constitutional Convention, 1995). This article focuses on expenditure politics in the budget and audit processes of the Scottish Parliament.     

Variable Specific Factors and the “X-Efficiency Cost” of Protection *

This paper analyzes the effects of protection on X-efficiency using a general equilibrium Ricardo-Viner model with variable sector-specific effort. As in earlier models, it is found that protection only reduces effort if the income effect is sufficiently strong. It is also shown that, provided the correct compensated import demand curve is used, all welfare effects attributable to changes in effort are captured in the standard “triangle” measure of deadweight loss. Moreover, any protection-induced fall in effort will reduce the overall cost of protection, suggesting that policy-induced “X-inefficiency” may be beneficial.     

The Nature of Business Planning Undertaken by General Practitioner Fundholding Practices in the North West Region

This article focuses on a central feature of the former Conservative Government's approach to the National Health Service (NHS), the introduction of General Practitioner Fundholding. It examines the nature of business planning undertaken by fundholding practices in the North West Region by looking at the participation of various stakeholders in the business planning process, the business planning techniques adopted and the extent to which fundholding practices set and monitor their objectives.     

Honesty, Individualism, and Pragmatic Business Ethics: Implications for Corporate Hierarchy

The boundaries of honesty are the focal point of this exploration of the individualistic origins of modernist ethics and the consequent need for a more pragmatic approach to business ethics. The tendency of modernist ethics to see honesty as an individual responsibility is described as a contextually naive approach, one that fails to account for the interactive effects between individual choices and corporate norms. By reviewing the empirical accounts of managerial struggles with ethical dilemmas, the article arrives at the contextual preconditions for encouraging the development of reflective moral agents in modern corporations.     

Lining Up for Star-Wars Tickets: Some Ruminations On Ethics and Economics Based on An Internet Study of Behavior in Queues

Queues may represent business ethics in microcosm: they provide an opportunity to study in a smaller package the fundamental ethical tension in economic activity between self-interest and civility in the context of uncertainty and stress. In May 1999 people began forming lines to purchase tickets to the new Star Wars movie "The Phantom Menace." This paper reviews responses to a questionnaire on the internet regarding experiences in those lines. It focuses on two behaviors threatening queue discipline – the formation of cooperative groups and "pre-scalping." It concludes that although queues are complex phenomena, exhibiting important ethical, economic, social, and psychological elements, the general organizing principle of "first-come-first-served" still provides the foundation for queues while at the same time making room for a variety of legitimate modifications. Second, this paper concludes that, as with queues, the thought that self-interest is the exclusive guiding principle for business behavior is likewise too narrow, inducing participants to neglect opportunities for personal enrichment and satisfaction.     

Duration and the price behavior of fixed-rate level payment mortgages: An analytical investigation

In this research we use a continuous payment formula for duration to examine the price behavior of a fixed-rate level payment mortgage. In the case where the mortgage is held to maturity, duration increases monotonically as term-to-maturity increases, regardless of changes in the market rate of interest. In the case where the mortgage is prepaid prior to maturity, there exists a unique market interest rate below which duration is a monotonically increasing function of time of prepayment, but above which duration has a global maximum at some time of prepayment prior to the term-to-maturity.
