森林资源分权管理及其效应探讨——以大土村的森林资源分权管理为例

近 2 0年来 ,森林资源下放给当地社区管理已成为世界的趋势。我国从 1980年开始林业“三定”以来 ,为发展林业 ,鼓励造林 ,出台了许多林业政策 ,也产生了多种形式的森林资源分权管理模式。如何系统地探索森林资源分权管理的效果及其影响因素 ,以期为当地的森林资源管理提供有效的信息 ,成为人们关注的热点。本文首先就系统地探索森林资源分权管理及其效应的体系进行了论述 ,然后以大土村作为案例 ,就有关内容进行了探讨     

Economic Performance, Trade Restrictiveness, and Efficiency

The paper addresses the question of whether trade restrictiveness impacts economic performance, via a trade restrictiveness index that is decomposable into a trade distortion and a domestic distortion component. The paper builds on the Anderson and Neary price index measure of trade distortion, in evaluating trade restrictiveness via a distance function approach. This is accomplished by adding a “dual” version to their trade restrictiveness price index, based on distance functions that scale output quantities. The authors compute the trade restrictiveness quantity index (TRQI) using a parametric frontier approach to model the production side of the economy, and a panel of information on the agricultural sector of a set of European Community countries. The results suggest that the use of TRQI makes a considerable difference to interpretations of the efficiency impact of agricultural trade policies in EC countries, as compared to policy‐oriented aggregates or result‐oriented measures of trade restrictiveness.     

关于修改《注册会计师法》的几点意见

随着我国社会主义市场经济体制的建立和不断完善,我国注册会计师行业也得到了迅速发展,出现了很多新情况、新问题,现行《注册会计师法》的很多内容已明显不适应注册会计师事业发展的客观需要,为此,我省财政厅专门成立了课题组,经过广泛调研,现对《注册会计师法》提出以下修改意见。 建立合理规范的注册会计师行业监管体系近年来,会计师事务所审计失败事件、验资纠纷事件时有发生,使得注册会计师行业受到社会的广泛关注和重视。由于《注册会计师法》对注册会计师行业的监管体制没有相应的规定,各相关职能部门的管理职责划分不清,没有问题的…     

Do regional trade agreements really boost trade? Evidence from agricultural products

We evaluate the impact on trade of regional trade agreements (RTAs) using a panel data approach at the detailed product level which exploits exports to third destinations and imports from third origins as benchmarks. This method is robust to both endogeneity and heterogeneity across agreements and across products, and allows differentiation between the impacts of tariff provisions and non-tariff provisions. The analysis covers agricultural and food products for 74 country pairs linked by an agreement entered into force during the period 1998–2009. Our estimate of the mean elasticity of substitution across imports at product level is slightly below four. Counterfactual simulations suggest that RTAs have increased partners’ bilateral agricultural and food exports by 30–40 % on average, with marked heterogeneity across agreements. Also, RTAs are found to increase the probability of exporting a given product to a partner country although this impact is small. Finally, we found non-tariff provisions have no measurable trade impact.

The Utilisation of Trade Preferences for Developing Countries in the Agri‐food Sector

Both the European Union and the United States grant non‐reciprocal preferences to developing countries under the Generalised System of Preferences as well as under several regional schemes. The benefits of these preferences have recently been questioned. Several authors have pointed out the under‐utilisation of these preferences due to the constraints attached. There have been claims that rules of origin requirements and administrative costs, as well as uncertainty on eventual eligibility, have deterred exporters from using preferential regimes. We calculate various indicators of the utilisation of preferences in the agricultural, food and fisheries sector. We conclude that only a very small proportion of the imports eligible for these preferences is actually exported outside a preferential regime. The rate of utilisation is therefore high. However, the flow of imports from the poorest countries remains very limited in spite of rather generous tariff preferences, which leads to questions over the overall impact of the preferential agreements. In addition, preferential regimes overlap, and in such cases some regimes are systematically preferred to others. We use econometric estimates of the (latent) cost of using a given preference to explain why particular regimes are used. We focus on possible explanations, such as the cumulation rules (that restrict the use of materials originating from other countries), fixed administrative costs and differences in the preferential margin.
