I reexamine the key results from the literature on the size and number of countries under different political institutions in a simple dynamic model. I find that the canonical static results that democracies lead to too many too‐small countries and that Leviathans lead to too few too‐large countries no longer necessarily hold. The key dynamic element that drives the new results is that public goods are modeled as public capital; this changes the incentives to unify or divide countries. I also show that there are hysteresis effects on the size and number of countries; that is, arbitrary initial configurations of national boundaries may tend to persist because of the initial public capital location decisions they promote. 相似文献

Despite globally increasing interest in restoring local-level management of natural resources, few studies examine differences between residents’ and tourists’ place connections and implications for community-based natural resource management. This article reports findings from a survey (n = 264) in Haena, Kauai, Hawaii, where resource management is shifting from state-level government to local residents. Tasked with creating new, local-level rules governing use of coastal resources, Haena community members must consider the perspectives, resource use, and values of residents as well as of multiple, diverse user groups including the burgeoning tourist population. We found significant differences in how residents and tourists learn about the area; the activities in which they engage; their perceptions of resource health; who they think is responsible for caretaking of resources; and their views of personal responsibilities to the place. The findings have implications for local-level resource management and use of popular tourist destinations including the importance of guidebooks in mediating visitor perceptions of a place, the possibility of concurrent but separate visitor and resident use of the same area, visitors’ and residents’ sense of responsibility to mitigate impacts of their actions, and the potential of engaging residents’ place caretaking preferences toward more organized community-based resource management efforts. 相似文献

While the adoption of e-commerce in the purchasing of leisure travel is gaining momentum, higher levels of adoption can be achieved if greater knowledge of the market for e-commerce is obtained. This research uses two variables, involvement with computers for leisure purposes and purchasing leisure travel over the Internet, as a means of segmenting the market with regard to the adoption of e-commerce in the purchasing of leisure travel. A sample of residents of a suburban borough of Lisbon (Portugal) was surveyed and hierarchical clustering was performed on 225 usable questionnaires. The four resulting clusters of residents that emerged were quite different from one another in relation to the adoption of e-commerce in the purchasing of leisure travel and in supporting the internal and external validity of the clustering procedure. One segment that has not been reported in the literature before was identified, comprising those who have moderate involvement with both innovations (the moderate enthusiasts). In this paper we test the hypothesis that bookmakers display superior skills to bettors in predicting the outcome of sporting events by using matched data from traditional bookmaking and person-to-person exchanges. Employing a conditional logistic regression model on horse racing data from the UK we find that, in high liquidity betting markets, betting exchange odds have more predictive value than the corresponding bookmaker odds. To control for potential spillovers between the two markets, we repeat the analysis for cases where prices diverge significantly. For much of the last 50 years, a key platform animating public sector reform in Canada and elsewhere has been that efficiency
and effectiveness can be achieved by adapting private sector financial management methods and practices. We argue that the
recent re-establishment of the Office of the Comptroller General (OCG) of Canada represents a key element of a program of
strengthening financial accountability that has emerged within the Canadian Federal Government. Although this program is longstanding
and is associated Canada’s implementation of new public management initiatives, it has recently drawn particular sustenance
from the sponsorship scandal in Canada. We demonstrate that the reincarnated OCG, re-established amid a rhetoric of “modernization”
and of “strengthening” accountability, has a wide-ranging mandate to enhance financial and audit controls, create financial
standards, nurture professional development, and oversee government spending. We explore some of the consequences of this
development and of the broader financial accountability mechanisms introduced in response to the Sponsorship scandal within
