Abstract : Developments in public-sector industrial relations during 1993 have raised questions about unions, pay determination and conflict resolution. This review explores some of the tensions in these areas created by new restrictions on pay increases, changes in reward structures and further market-testing across services. Where the different forms of pay determination buy industrial peace, the price may be too high in terms of the productivity and efficiency requirements gains now being demanded. But co-operation is needed too, and the dilution of the Whitley system of collective bargaining may be more likely to produce the very co-operation embodied in its philosophy, but not always present in its practice. The new 'superunion' UNISON will play a role here, as single-table bargaining and even single-union deals develop. These institutional developments will also be affected by pay flexibility measures which endeavour to improve individual performance at the front line of services, while in practice increasingly giving the rewards to management.  相似文献

This paper refutes the prevalent textbook notion that the reciprocal method of allocating service center costs is too difficult, elaborate, and costly. It presents a compact BASIC program capable of solving large problems even on a hand-held microcomputer; the program is self-contained, performing all matrix operations internally. After a brief discussion of the merits of the reciprocal method and the pitfalls of surrogate methods, an example is solved. As marketers attempt to place advertisements based on demographic profiles, the use of psychographic information becomes more important. The purpose of this research is to evaluate the validity of selected psychographic measures as well as to then relate these constructs to demographic segments. The analysis, using LISREL VI, assesses the constructs, which then, based on MANOV, are related to demographic segments. A Bayesian procedure is demonstrated that binds together multiple audit tests in a multiple-stage decision analysis. The analysis uses information provided by one test in the design of subsequent tests even when subsequent tests are directed at a different set of system characteristics. The analysis is applied to compliance and substantive tests undertaken to ascertain the fairness of a particular account balance. Although the analysis is not operational as presented, it provides a logical framework that clarifies the complex conceptual structure of the problem and enables the identification of impediments to its implementation.  相似文献

Six of the simpler ARMA type models are examined with respect to properties of a variety of proposed estimators of unknown parameters. The findings suggest that if only one estimation method were available to a researcher the choice should probably be maximum likelihood. Stationarity- and invertibility-restricted estimation would appear appropriate when parameters are thought to be within 5 percent of constraint boundaries.  相似文献
