绿色创新生态系统生成机制研究

推动绿色创新生态系统生成是区域经济高质量发展的重要举措。通过分析绿色创新生态系统内涵和结构，基于超循环理论，探讨绿色创新生态系统生成过程，并利用江联重工集团案例分析，明确绿色创新生态系统形成动力要素。结果表明：绿色创新生态系统具有绿色发展性、生态性、动态演化性、高风险性和复杂性特征；绿色创新主体之间的相互作用关系，催生共生竞合、动态演化的超循环，而超循环体系能够加强绿色创新主体相互作用，推动绿色创新生态系统生成；资源配置与匹配效应、环境规制与市场导向、用户交互与敏捷响应、共生竞合与跨界整合是绿色创新生态系统生成的重要驱动因素。     

简述九江银行对IPv6的探索实践

随着移动互联网、物联网、工业4.0等新兴产业的迅速发展,为了解决IPv4资源枯竭等问题,全面落实《关于金融行业贯彻<推进互联网协议第六版(IPv6)规模部署行动计划﹥的实施意见》文件精神,作为地方性银行,九江银行积极主动开展从IPv4到IPv6演进的探索和应用,制定了原则、目标和措施,通过比对,优化实施方案,并逐步推进,取得了一定的成效。本文简要介绍了该行在IPv4演进到IPv6实践中的一些做法,以供同行探讨和参考。     

Resource conflict detection and removal strategy for nondeterministic emergency response processes using Petri nets

Correctness of an emergency response process specification is critical to emergency mission success. Therefore, errors in the specification should be detected and corrected at build-time. In this paper, we propose a resource conflict detection approach and removal strategy for emergency response processes constrained by resources and time. In this kind of emergency response process, there are two timing functions representing the minimum and maximum execution time for each activity, respectively, and many activities require resources to be executed. Based on the RT_ERP_Net, the earliest time to start each activity and the ideal execution time of the process can be obtained. To detect and remove the resource conflicts in the process, the conflict detection algorithms and a priority-activity-first resolution strategy are given. In this way, real execution time for each activity is obtained and a conflict-free RT_ERP_Net is constructed by adding virtual activities. By experiments, it is proved that the resolution strategy proposed can shorten the execution time of the whole process to a great degree.     

Industry competition in China: an external governance mechanism or an external incentive

We focus on the impact of industry competition on earnings management in listed companies in China. Empirical analysis reveals the following: (1) When competition within an industry is relatively low, it lowers the extent of earnings management; (2) when competition is relatively high, earnings management is promoted.; (3) within an industry, the more intense the competition, the more companies manipulate earnings when in an inferior competitive position; and (4) state‐owned enterprises that are at a competitive disadvantage within an industry rely more on real earnings management strategies, whereas these effects are insignificant in private firms.

基于竞争态模型的安徽省FDI来源地地域结构研究

运用竞争态模型对安徽省外商直接投资(FDI)资金市场2001-2010年统计数据进行深入分析,揭示安徽省FDI资金市场来源地地域结构时空演替规律,研究发现:安徽省FDI资金市场竞争态在时间维度上呈现出"复苏-衰退-跳跃-稳定-衰退"的复杂波动演替态势,空间维度上表现为明星市场缺失,金牛市场稳中有降,瘦狗市场和幼童市场波动较大的特征。据此,提出稳定和拓展安徽FDI资金市场若干针对性策略。     

从瑞幸事件看新证券法下强化财务造假监管

证券法此次修订大幅提高了对财务造假行为的惩戒力度,并新增域外效力条款,将证券法管辖范围延伸至境外发行和交易活动。对于中概股财务造假,管辖权的主张应在遵守国际礼让原则的前提下,结合境内市场和投资者利益受影响程度审慎为之。在发行注册制改革的背景下,提高发行上市企业质量的关键还是在于强化事中事后监管,特别是要提高民事和刑事追责力度,积极推进退市市场化、常态化。     

人行广州分行创新开展县支行自安全网络部署试点取得成效

常规的网络防御理念往往局限在网关级别、网络边界等方面的防御,而内部网络安全成了防御的空白地带。当前人民银行系统地市中支及县市支行普遍存在科技人员匮乏、身兼数职、技术水平有限等情况,日常计算机运维、网络管理压力较大。为提高辖区内网络安全管理水平,降低科技运维管理难度,人民银行广州分行针对辖区内网络管理现状,积极探索,通过前期调研、深入分析、反复测试等方式,在辖区内人民银行南雄支行创新开展了自安全网络部署项目,实现了对设备可视化的监控管理,降低了网络维护方面的技术水平要求和人员投入,极大地增强了网络的安全性与稳定性,并取得实效。
