While it is well established that high‐performance work systems (HPWSs) affect firm‐level outcomes within large, complex organizations, less is known about how they create benefits for firms within the small‐business sector. Using a knowledge‐creation perspective, this study examines the impact of HPWSs in small and medium enterprises and examines whether the impact observed depends on the small‐business leader's capacity to obtain additional HR knowledge from an external expert, as well as the leader's HR background and knowledge. Archival and survey data were obtained from 294 small‐business organizations, with survey responses obtained from both the small‐business leader and an HR consultant assigned to the small business. Findings suggest that leader perceptions of HR effectiveness are positively related to the use of HPWSs and that this relationship is moderated both by the communication patterns between the small‐business leader and the HR consultant assigned to the firm and the small‐business leader's HR knowledge. © 2012 Wiley Periodicals, Inc. 相似文献

ABSTRACTMeta-governance involves orchestrating the ‘rules of the game’ in public management. Arm’s-length bodies are particularly important vehicles for this. We consider the case of an arm’s-length body (NHS England) created to oversee the English NHS’ day-to-day operation, and remove ‘political interference’. Although mandated by the Department of Health it has increasingly operated as policy-maker, developing policies in tension with existing legislation, while Ministers have faded from public-facing accounts of service operation. This suggests NHS England operates as a meta-governor, insulating government whilst pursuing its own agenda, and raises crucial questions about governmental accountability whilst simultaneously making answers harder to obtain. 相似文献

We argue that donors could improve the effectiveness of foreign aid by pursuing complementary and coherent non‐aid policies. In particular, we hypothesize that aid has stronger growth effects if recipients receive more aid from donors who allow for (temporary) worker mobility and (more permanent) migration. We focus on overall remittances paid by the donor countries to proxy for worker mobility and migration. Our empirical results support the hypothesis that higher remittances paid by donor countries strengthen the growth effects of foreign aid. 相似文献

This study empirically investigates the effects of three destination consumptions (namely symbolic, experiential and functional) on tourists' destination attachment and satisfaction, and further on destination loyalty at a heritage tourism destinations. Using a sample of 512 international tourists visiting Angkor, Cambodia, results reveal that all three types of consumptions have significantly positive effects on destination attachment and satisfaction, which in turn positively affect destination loyalty. However, the effects of symbolic consumption and experiential consumption are greater than that of functional consumption. Although interorganisational collaboration is increasingly being accepted as a necessary, even desirable strategy for the tourism industry as a whole, there would appear to be a number of impediments to the implementation of collaborative initiatives among operators of visitor attractions. This paper focuses on the visitor attractions sector in Scotland, where such impediments are considered to be particularly serious. For a number of reasons, however, collaboration may represent a crucial strategy for visitor attractions in Scotland as they enter the new millennium. This paper sets out to assess the potential for intrasectoral, interorganisational collaborative strategies in enhancing the long‐term viability of the Scottish visitor attractions sector.
