A constitution will create mutual gains for all parties only if it is negotiated within an environment in which all parties possess viable exit options. The availability of exit options can substitute for a veil of uncertainty, which is difficult to operationalize in real-world settings. An efficient constitution also will be self-enforcing if it contains rules and principles geared to support political and market competition in the post-constitutional society. Again, the notion of exit is a useful way to characterize this condition for constitutional maintenance.  相似文献

The lack of adequate energy services imposes heavy social and environmental costs on poor rural households. The rural energy‐environment interface, however, is prone to oversimplistic analyses, especially in the case of the ‘fuelwood problem’, and to a lack of research. International experience suggests that deforestation is not necessarily an ‘energy problem’ resulting from the cutting of trees for fuelwood ‐ and therefore that it may not have an energy solution, like planting more trees for firewood. Instead, wood scarcity must be understood under multiple use of wood resources, and policies need to be multifaceted if they are to succeed. South African studies show that wood is becoming increasingly scarce in many areas; here fuelwood collection may contribute to deforestation more than suggested by international experience. In addition to the environmental effects of increasing wood scarcity and its social costs, borne largely by women, another serious problem arises from indoor air pollution caused by wood fires with social and health costs largely unaccounted for to date.  相似文献

Given the broad (economic, social and environmental) objectives of a green economy, and the limitations associated with mainstream measures of economic performance (such as gross domestic product), an alternative or expanded set of indicators is required for measuring progress toward a green economy. This article develops a composite index for measuring green economic performance, based on 26 indicators across the economic, social and environmental dimensions. The index will enable comparison of a country's green economic performance both over time and relative to other countries. Furthermore, the index is constructed in such a way as to allow for disaggregation (i.e. for scores on individual components to be seen at a glance), such that areas of specific concern can be easily identified and addressed, and progress in each area monitored over time. The index was tested on data from 193 countries, and the resulting country rankings were assessed.  相似文献

This article reviews the concept of innovation niches through three categories: strategic niche management (SNM), specialised markets and niches formed as a technology declines. In the literature, innovation niches generate interest from both innovation and marketing perspectives. This review focuses predominately on the former from which the niche types have been adopted and analysed. Mostly, contributions since 1980 have been included, representing the period of academic interest in innovative small firms, while both temporal and locational filters were applied to the study. It is noted that SNM has been proposed as a means to protect potentially useful innovations from full market competition, while specialist niches supply technologies to few customers in more stable environments. Incumbent technologies at the stage of decline may also retreat to niches where they can still remain competitive. Finally, it is suggested that further research on innovation niches would extend our understanding of technology dynamics.  相似文献

The fishing sector is a candidate for efficient climate policies because it is commonly exempted from greenhouse gas taxes and the fundamental problem of using a common pool resource is far from optimally solved. At the same time, fisheries management has other objectives. This study uses Swedish fisheries to analyse how the fishing sector and its climate impact are affected by regulations aiming at: (1) solving the common pool problem (2) taxing greenhouse gas emissions and (3) maintaining small-scale fisheries. The empirical approach is a linear programming model where the effects of simultaneously using multiple regulations are analyzed. Solving the common pool problem will lead to a 30 % reduction in emissions and substantially increase economic returns. Taxing greenhouse gas emissions will further reduce emissions. Policies for maintaining the small-scale fleet will increase the size of this fleet segment, but at the cost of lower economic returns. However, combining this policy with fuel taxes will reduce the size of the small-scale fleet, thus counteracting the effects of the policy. If taxation induces fuel-saving innovations, it is shown that this will affect not only emissions and fleet structure, but also quota uptake.  相似文献

This paper studies the use of discretionary rewards in a finitely repeated principal–agent relationship with moral hazard. The key aspect is that rewards have informational content. When the principal obtains a private subjective signal about the agent's performance, she may pay discretionary bonuses to provide credible feedback to the agent. In accordance with the often observed compression of ratings, we show that in equilibrium the principal communicates the agent's interim performance imperfectly, i.e., she does not fully differentiate good and bad performance. Furthermore, we show that small rewards can have a large impact on the agent's effort, provided that the principal's stake in the project is small.  相似文献
