THE STATE OF LOGISTICS IN CUBA—NOT JUST SUGAR CANE ANYMORE

Cuba does not automatically come to mind when one considers supply chain and logistics thought leadership. There is, nevertheless, a strong and growing body of knowledge resident there. Although geopolitics and the state of the internal economy make practical application problematic, the long‐term potential for Cuba is both intriguing and attractive.     

Capital markets and capital allocation: Implications for economies in transition*

Recent work showing that a sounder financial system is associated with faster economic growth has important implications for transition economies. Stock prices in developed economies move in highly firm‐specific ways that convey information about changes in firms’ marginal value of investment. This information facilitates the rapid flow of capital to its highest value uses. In contrast, stock prices in low‐income countries tend to move up and down en masse, and thus are of scant use for microeconomic capital allocation. Some transition economy markets are coming to resemble those of developed economies, others those of low‐income countries. Stock return asynchronicity is highly correlated with the strength of private property rights in general and public shareholders’ rights in particular. Other recent work suggests that small entrenched elites in low‐income countries preserve their sweeping control over the corporate sectors of their economies by using political influence to undermine the financial system and deprive entrants of capital. The lack of cross‐sectional independence in some transition economies’ stock returns may be a warning of such economic entrenchment. Sound property rights, solid shareholder rights, stock market transparency, and capital account openness appear to check this, and thus contribute to efficient capital allocation and economic growth.     

CAPITALISM,SOCIALISM AND CALCULATION

The merits and demerits of what we call ‘capitalism’ have been a source of much attention since Adam Smith wrote his seminal treatise on the salutary effects of free commerce and before. We consider the criticisms of the capitalist system as stated most prominently by Karl Marx, and we evaluate Marx's proposed solution to the evils of capitalism – specifically, socialism. We also explore the contributions of Ludwig von Mises and Friedrich Hayek to the debate about whether Marx's proposed alternative was really an alternative. Mises and Hayek provide powerful critiques of Marx's socialist vision by addressing the problem of economic calculation and the inability of central authorities to acquire knowledge diffused and distributed across an entire society. We question whether Marx offered a solution and then consider more recent attacks on capitalism and its alleged destruction of cultural capital. The theoretical contributions of Mises and Hayek are supported by recent empirical contributions suggesting that liberal political economy is robust.     

Quantile interval estimation in finite population using a multivariate ratio estimator

A new method to derive confidence intervals for quantiles in a finite populations is presented. This method uses multi-auxiliary information through a multi-variate ratio type estimator of the population distribution function.     

The impact of creativity on performance in non-profits

• This article examines how creative climate affects learning orientation and its relationship to organizational performance. The study also assesses creativity's link with market orientation, entrepreneurial orientation, and organizational flexibility. Past research on creativity climate has explored areas such as the arts, high-tech, information technology, media, and the sciences. The focus of this study is to assess creativity's role in managerial decision-making in the non-profit sector. Sound use of creativity can improve planning, implementation, and control by non-profit organization executives.

Economic planning must be polycentric,not monocentric: Introduction to a symposium on Mises and Hayek on socialism and knowledge

The roaring (20-) 20s are a decade of anniversaries and milestones. 2020 was the 100th anniversary of Ludwig von Mises's seminal article “Economic Calculation in the Socialist Commonwealth” and the 75th anniversary of F.A. Hayek's seminal article “The Use of Knowledge in Society.” 2022 brought a series of significant anniversaries: the 100th anniversary of Mises's Socialism: An Economic and Sociological Analysis as well as the 60th anniversary of James M. Buchanan and Gordon Tullock's The Calculus of Consent: Logical Foundations of Constitutional Democracy, Milton Friedman's Capitalism and Freedom, and Murray Rothbard's Man, Economy, and State. It was also the 20th anniversary of Vernon Smith's Nobel Prize. The works and milestones celebrating anniversaries in 2022 owe much to Mises's and Hayek's pathbreaking contributions. This paper summarizes and contextualizes Mises's and Hayek's arguments about socialism and knowledge and introduces a Southern Economic Journal symposium on the anniversaries of “Economic Calculation in the Socialist Commonwealth” and “The Use of Knowledge in Society.”
