The article explores the governance structures that would be needed to cope with extreme and unpredictable climate change. The impacts on the Netherlands of a Gulf Stream collapse in the Northern Atlantic are taken as a case. This hypothetical situation of serious risks and high uncertainties requires governance arrangements with high potentials for rapid and radical change. Using the metaphor of the flocking of birds, we characterize these arrangements as ‘institutional flocking’. Main features of institutional flocking are: (1) flexible opportunities for actors to swiftly respond to change through creative forms of collaboration and participation; (2) rapid and pervasive processes of learning and institutionalization of new knowledge among actors; (3) strong and institutionalized care for coherence and solidarity, to bind the various parts of the ‘flock’. We illustrate and articulate these features for two sectors in Dutch society, urban infrastructure and rural planning. 相似文献

We investigate whether issuers that choose to forgo a bond rating suffer an interest cost penalty greater than the cost of
the rating. We use estimated ratings provided by Moody’s Investor Service to proxy for what the rating would have been if
it had been purchased. We find that the primary factors associated with an issuer’s decision to purchase a rating are the
rating expected by the issuer and the extent to which an issue is marketed locally. After controlling for self-selection bias,
we find that the issuers that forgo a rating do not suffer an interest cost penalty.

Business strategy is a complex subject and is usefully examined from several perspectives. This paper applies the lenses of governance and competence to the study of strategy. Both the governance and the competence perspectives have had the benefit of distinguished antecedents. They have also had to deal with tautological reputations. I begin with the governance perspective, with emphasis on the six key moves through which it has been operationalized. I then examine the competence perspective in these same six respects. Governance challenges the competence perspective to apply itself more assiduously to operationalization, including the need to choose and give definition to one or more units of analysis (of which the ‘routine’ is a promising candidate). The research challenges posed by competence to which governance can and should respond include dynamic transaction costs, learning, and the need to push beyond generic governance to address strategy issues faced by particular firms (with their distinctive strengths and disabilities). Scholarship at the intersection of transaction cost economics (TCE) and marketing has enjoyed an impressive record of growth
over the past three decades, and the future promises more of the same. Following Erin Anderson’s perceptive uses of TCE in
her 1982 dissertation, the field of marketing has made many constructive uses of and contributions to TCE, where the latter include
broadening the reach of TCE, posing important challenges, and identifying opportunities still to be addressed. Given this
history, we advance the proposition that the relation between TCE and marketing has been and should be a two-way street. In
considering the scope for future research, we give special attention to issues of asymmetric costs, the dynamics of governance,
and disequilibrium contracting. We also discuss the four precepts of pragmatic methodology, with special emphasis on prediction
and empirical testing. The Appendix provides added perspective on the evolving “science of organization” of which TCE is a

Using daily data spanning 10 years, we establish a statistical relationship between episodic particulate-matter \((\hbox {PM}_{2.5})\) concentrations and vehicle trips in Cache Valley, Utah, and estimate an average gas-price elasticity for the region. We also estimate the benefits and costs associated with a seasonal gas tax set to reduce vehicle trips during the winter-inversion season and thereby lower health costs through concomitant decreases in the \(\hbox {PM}_{2.5}\) concentrations. We find a strong positive relationship between vehicle trips reduced and associated reductions in \(\hbox {PM}_{2.5}\) concentrations. Further, we estimate a mean gas price elasticity of approximately \(-\)0.3 in what we call a “high price variability environment.” Incorporating these results, cost-benefit analysis suggests that the social net benefit for Cache Valley associated with the imposition of a seasonal gas tax during the winter-inversion season is highly dependent upon the type of benefit estimation method used. 相似文献

This article uses an insight from the French scholar Michel de Certeau to the effect that all stories are travel stories involving spatial transference and the theories of the Russian folklorist Vladimir Propp, as elaborated in his classic work Morphology of the Folktale, to argue all heroes are travelers of one sort or another. We develop a simple model in which firm-specific advertising has cooperative and predatory effects. Our model is set in a static market where firms are naturally segmented into two distinct submarkets: several large firms located in the core, with small firms operating as a fringe. We test the net effect of opposing market size (cooperative) and market share (predatory) effects of both fringe and core firm advertising on the advertising decisions of large firms in several US consumer industries. Empirically, fringe firm advertising leads to an increase in advertising efforts by large firms, implying strategic complementarity. On the other hand, increased advertising by core firms in an industry decreases advertising expenditures of other core firms, indicating they are strategic substitutes. More than 120 municipalities (cities, towns, and counties) have introduced living wage ordinances. These laws mandate that certain employers in their jurisdiction pay their workers wages that are above federal and state minimum levels. The opponents of these laws argue that these ordinances have adverse impacts on local labor markets. This study considers rates of growth of employment and unemployment trends in a sample of these cities before and after they introduced their living wage ordinances. It finds that while a few cities have had negative labor market experiences after introducing their living wage law these cities represent the exception rather than the rule. 相似文献
