Energy source diversity has become a fundamental principle of both US energy security and national security. The decision
of whether or not to approve a new power plant facility in the US involves complex group decision and negotiation processes.
These contentious, value-laden, and multi-faceted self organizing processes involve many decision makers (broad constituencies)
with conflicting priorities and dynamic preferences, high decision stakes, limited technical information (both in terms of
quality and quantity), and difficult tradeoffs. As population pressures and energy demands continue to mount, advances in
conflict resolution can help to improve power plant siting processes as well as US energy security and national security.
Specifically, this paper uses advances in the Graph Model for Conflict Resolution and its associated decision support system
(DSS) GMCR II to analyze strategic aspects of a multi-party energy dispute involving the co-management of a shared air shed
in the Fraser Lowland Eco-Region based on Sumas Energy 2 (SE2), a contentious power plant project proposed for the US side
of the international border between the city of Abbotsford, British Columbia and town of Sumas, Washington. GMCR II provides

Despite the potential benefits accruing from use of the rural landscape, access to farmland is a contentious issue with many landowners restricting public access. Within this context, this paper first explores general public preferences and willingness to pay for farmland walking trails in the Irish countryside. Second this paper examines farmers’ willingness to participate in a hypothetical walking scheme whereby the general public will be allowed access to specific trails. Results suggest that individuals are not a homogeneous group with regard to their preferences for farmland walking trails. From a supply perspective, this paper identified significant regional variations in farmers’ attitudes relating to public access. Tourism development in four difficult areas (Bradford, Bristol, Glasgow and Hamm) is analysed, and set against the national picture of tourism in the UK and FR Germany. Difficult areas are described as having small visitor receipts, unfavourable social or economic conditions, and a lack of tourism infrastructure. The potential of each area for tourism development is analysed, and strategies maximizing the unique features of each area are suggested. It is concluded that tourism development from a low base is feasible provided a definite target market segment is chosen. Design activities typically involve and culminate in the creation of models representative of new ideas and conceptions. The format is often dictated by the specific discipline, with ideas in design and technology education regularly being externalised through the use of computer aided design (CAD). This paper focusses on the realisation stage of a design process, specifically when conceptual ideas are being externalised through CAD. Acknowledging students as novices or quasi-experts with regards to their levels of technical expertise and recognising the limitations in the cognitive capacities of humans suggests merit in investigating problem solving strategies through the lens of heuristics. A comparative study was employed between two distinct CAD systems to examine students modelling behaviour. Considering the situational context of the problems encountered and the bounded rationality which the students are operating within, a number of insights are generated from the findings which are of importance from a pedagogical perspective within design and technology education. 相似文献
