How policy-makers engage with academics is both a current ‘hot’ topic and a perennial problem. Policy initiatives such as the Research Excellence Framework's (REF) so-called ‘impact agenda’ have ‘pushed’ academics towards seeking more such engagement, whilst others ‘pull’ towards it, such as ‘open policy-making’. Apart from some biographical accounts and case studies, surprisingly little is known at a more general level about how policy-makers do actually engage with academic research and expertise. Analysis of these policies, as well as empirical evidence from the British civil service, suggest these engagements may be generating more ‘endarkenment’ (to use Weiss's term) than enlightenment. 相似文献

In spite of the growing popularity of talent management in practice, there has been a distinct lack of theoretical attention paid by scholars to such a strategically important innovation. To address this shortfall, we conducted an in-depth case study of a multinational enterprise to examine and conceptualise the rhetorical underpinnings of its efforts in implementing a talent management programme. Based on our findings, we propose the notion of rhetorical obfuscation to conceptualise the intentional use of persuasive language to selectively project and communicate organisational agenda as a means of directing and reinforcing relevant stakeholders' commitments and conforming behaviours. In particular, we found that rhetorical obfuscation was used extensively in the case organisation to cover up inconsistency in practices and lack of legitimacy during the institutionalisation of talent management. Our contributions are threefold. Firstly, this study has provided a necessary theoretical grounding to conceptualise talent management. Secondly, by introducing the theory of rhetorical practice to human resource (HR) innovation research, our account has demonstrated the usefulness of rhetorical practice and created a launch pad for other HR researchers to build upon. Thirdly, by exploring the rhetorical underpinnings related to the adoption of talent management, we have added to the rich intellectual tradition of rhetorical practice by presenting the notion of rhetorical obfuscation. 相似文献

The percentage of women economics majors has stagnated for decades. This is creating a bottleneck in the pipeline of female economists. The Committee on Economic Education (CEE) of the American Economic Association (AEA) is charged with fostering economic understanding and effective teaching. An examination of its structure, membership and activities over the past 35 years, however, suggests that it has narrowed the scope of economic ideas presented in introductory economics and has not convinced instructors of the benefits of a more active learning environment. The task of engaging students in the search for greater knowledge has largely been left to heterodox “visionaries,” members of the profession who have tried to find ways to make economics courses more interesting and inviting to all students, and especially to under-represented groups. In this paper we provide a commentary on the article in this Special Issue by Thunnissen, Boselie, and Fruytier on the relevance of context to the field of talent management. We concur that a more critical, pluralist approach to talent management scholarship is needed, that talent management should go beyond a mere economic exchange between talent and their employer, and that further research is needed to explore the link between macro, meso and micro level considerations. Thunnissen, Boselie, and Fruytier pose insightful questions about the contribution of talent management to the social and moral development of society and legitimating talent management at meso level. For us, these questions raise issues about the extent to which individual agency in ethical issues is possible in environments designed to regulate and control talent. We suggest that underexplored notions of strategic exchange and individual identity provide a richer picture of the talent employment relationship and raise a number of possible directions for future talent management research. 相似文献

The continuing gender and race/ethnic pay gaps continue to be a matter of considerable concern. Using detailed NLSY data we examine the effects of a number of variables often thought to explain a large part of these gaps. Because the new variables explain some of the differentials our results provide no justification for ascribing all the remaining differentials to discrimination.
