The European Commission’s proposal for a Directive on the award of concession contracts has sparked vigorous public debate and intense opposition. This Directive is controversial because of the nature of the policy it proposes and because the sectors involved are highly sensitive. This article describes the application of alternative cost allocation methodologies to the Hull telephone system, which provides service to a small area of the UK independently of British Telecom. The article first discusses alternative uses of and methods for allocating costs among access, local usage and trunk usage. It then implements the fully distributed cost approach, using accountancy data provided by the company. In addition, several illustrative calculations are shown which cost individual services on a stand-alone basis using different technologies. The results broadly suggest that, on a full distributed cost basis, access costs exceed existing average tariff levels. Since the liberalization of European telecommunications markets,regulators at European and national level have been relativelysuccessful in forcing down the price of access to the historicmonopolists' fixed network. This has led, however, to the developmentprimarily of service competition in most of Europe,while infrastructure competition has been limited. As a consequence,investment levels are significantly lower than in the UnitedStates, particularly for the provision of broadband. Mobiletelephony has, however, diffused quickly in Europe comparedwith the United States, partly as a result of the successfulsecond-generation Global System for Mobile Communications (GSM)standard adopted, and partly as a result of the charging systemsemployed. These developments have, however, been imperilledby the cost and delays associated with third-generation mobiletechnology. A new regime for regulating communications is currentlybeing developed in Europe.
