Semi-parametric discrete choice measures of willingness to pay

A semi-parametric discrete choice method is proposed to recover welfare measures from individual choice data. The proposed method is compared with the traditional binary choice models in an application to measure benefits of recreation trips.     

Collaboration and innovation: An empirical study of Indian technological enterprises

In 2010, the Indian government declared 2010–2020 to be the ‘Decade of Innovation’ and established the State Innovation Councils and Sectoral Innovation Councils to encourage and facilitate innovation by technological firms. In this paper, we study the relationship between collaboration and innovation in a cross‐section of Indian firms, paying particular attention to the impact of the innovation councils. Our results suggest that domestic collaborations have an important impact on firm innovation, as do the innovation councils, but that the impact of the councils is less for firms that collaborate.     

Trade union education: its past and future

In this article the author examines how the TUC Education Service was established and assesses the achievements of its regional scheme in meeting the educational needs of trade unionists. The focus is on the problems of conflict and compromise over provision, together with the relationship between educational institutions, the state and trade unions.     

Productivity measurement for a distribution firm

The paper derives a consistent accounting framework for the treatment of inventories when measuring the productivity of a distribution firm. The average purchase price of an inventory item during an accounting period must be distinguished from its average selling price and these two average prices should be distinguished from the corresponding balance sheet prices. The accounting framework is implemented for a distribution firm which sold 76,000 separate items. The firm achieved a 9.6 percent per quarter total factor productivity growth rate over 6 quarters.The first author is a Professor of Economics at the University of British Columbia and a research associate of the NBER. Give peas a chance: Transformations in food consumption and production systems

Food production chains can be organised in a variety of ways. Conventional ‘industrial’ agricultural practices are based on advanced breeding techniques and major inputs of chemical fertilisers and pesticides. Food produced in this way is transport-intensive, requires high-energy processing, relies on modern retailing systems and demands high-tech kitchens. Many argue that the industrialised systems should be dismantled and replaced with alternative methods of agriculture, food processing and distribution that emphasise social and environmental sustainability. This paper looks at the environmental and social sustainability of different strategies for food systems by analysing the whole chain of production, processing, distribution and consumption activities of the production of frozen peas, a vegetable that is ‘symbolic’ of modern food systems and the UK diet.     

The application of Operation and Technology Roadmapping to aid Singaporean SMEs identify and select emerging technologies

In order to aid Singaporean SMEs identify and select emerging technologies for business benefit, a modified process of the Cambridge T-Plan methodology has been introduced and applied to a pilot sample of 30 companies in a variety of manufacturing sectors. This fast and simple process takes the company through five key steps to enable them to create their first Operation and Technology Roadmap (OTR). The paper explains the background to the approach and focuses on the initial benefits identified by a survey of the pilot companies.     

Reinforcing organizational defensive routines: An unintended human resources activity

Although human resources professionals are against the proliferation of defensive routines, they often design programs that reinforce them. This paper examines one organization in depth in order to illustrate how its human resources professionals acted in ways that unintentionally reinforced the very defensive routines that they were trying to reduce. Organizational defensive routines organized into self-reinforcing loops can result in lack of effective line leadership and increasing difficulty for management development, organizational development, education, organizational diagnosis, and compensation to achieve their objectives.     

Deposit insurance and bank regulation in a monetary economy: a general equilibrium exposition

Summary. It is commonly argued that poorly designed banking system safety nets are largely to blame for the frequency and severity of modern banking crises. For example, underpriced deposit insurance and/or low reserve requirements are often viewed as factors that encourage risk-taking by banks. In this paper, we study the effects of three policy variables: deposit insurance premia, reserve requirements and the way in which the costs of bank bailouts are financed. We show that when deposit insurance premia are low, the monetization of bank bailout costs may not be more inflationary than financing these costs out of general revenue. This is because, while monetizing the costs increases the inflation tax rate, higher levels of general taxation reduce savings, deposits, bank reserves, and the inflation tax base. Increasing the inflation tax rate obviously raises inflation, but so does an erosion of the inflation tax base. We also find that low deposit insurance premia or low reserve requirements may not be associated with a high rate of bank failure.Received: 2 January 2002, Revised: 1 March 2003JEL Classification Numbers: D5, E5, G1.B. The Effects of local Fair Housing Ordinances on Housing Segregation: Their Impact Is Small, But It's an Important Positive Change Toward Integration

Abstract . State and local fair housing ordinances, patterned after federal legislation, are promoted by federal policy. This study investigates whether these local laws have had any effect on levels of residential segregation between Whites and Blacks, 1970-1980, by comparing changes in segregation for 111 cities characterized by different types of fair housing coverage. Results show average declines of 9 points in the index of dissimilarity, with cities covered by both state and local laws declining slightly more than cities with no fair housing coverage. Declines are not greater in cities with laws that are “substantially equivalent” to Title VIII vs. cities with non-equivalent laws. When changes in segregation were examined by a variety of population, economic and housing variables that may affect segregation change, it was found that local ordinances continue to have a small, but statistically significant effect. This effect varies according to the pattern of segregation change under study; deconcentration of ghetto areas and integration of White areas are not affected by type of local fair housing coverage.
