Rethinking the global food crisis: The role of trade shocks 总被引:1,自引:0,他引:1
Although fundamental factors were clearly responsible for shifting the world to a higher food price equilibrium in the years leading up the 2008 food crisis, there is little doubt that when food prices peaked in June of 2008, they soared well above the new equilibrium price. Numerous arguments have been proposed to explain overshooting, including financial speculation, depreciation of the United States (US) dollar, low interest rates, and reductions in grain stocks. However, observations that international rice prices surged in response to export restrictions by India and Vietnam suggested that trade-related factors could be an important basis for overshooting, especially given the very tangible link between export volumes and export prices. In this paper, we revisit the trade story by closely examining monthly data from Thailand (the largest exporter of rice), and the United States (the largest exporter of wheat and maize and the third largest exporter of soybeans). In all cases except soybeans, we find that large surges in export volumes preceded the price surges. The presence of these large demand surges, together with back-of-the-envelope estimates of their price impacts, suggests that trade events played a much larger and more pervasive role than previously thought. 相似文献

Using new data for all state and cooperatively-owned Bulgarian establishments and enterprises in 1988 and 1989 we portray key aspects of Bulgarian industrial organization. During 1988–89: state ownership became less dominant; there was an abrupt reversal in the twenty year trend towards bigger economic units; more than half of the largest firms were concentrated in certain sectors, notably engineering and construction; using official prices, only about 10% of enterprises made losses. These data and other new data for manufacturing products enable calculation of diverse measures of market structure as this may evolve under the policies introduced in 1991. Indices of market concentration typically show substantial concentration; usually about 50% of manufacturing output was produced in potentially competitive environments. While estimates of minimum efficient scale imply that MES does not constitute a significant barrier to entry for new competitors, the underdeveloped nature of the Bulgarian capital market probably greatly restricted entry. 相似文献

Wheat is the oldest and most important of the cereal grains in world food supply. In the last two decades the role of wheat in the world food economy has increased substantially, especially in the developing world. This article describes and analyses the role of wheat and highlights and interprets changes that have occurred in the last two decades of rapid change. Privatization in Estonia has produced varied ownership configurations. This enables hypotheses on the productivity effects of different ownership forms to be tested. Findings are based on fixed-effects production function models and are estimated using a large, random sample of firms. Depending on the particular specification (and relative to state ownership), (i) private ownership is 13–22% more efficient; and (ii) all types of private ownership are more productive, though managerial ownership has the biggest effects (21–32%) and ownership by domestic outsiders has the smallest impact (0–15%). The joint hypothesis that privatization coefficients are equal is rejected. Findings are robust with respect to choice of technology and the use of instrumental variable estimates. These results provide only partial support for the standard theory of privatization, but stronger support for theorists who argue that some forms of insider ownership may constitute preferable forms of corporate governance in some circumstances. 相似文献

There has been an increasing focus on the performance of workers through appraisal, performance-related pay and performance management and this emphasis on measuring performance has extended to the public sector—more specifically, to the teaching profession. This paper uses research commissioned by the DfES to investigate the operation of capability procedures introduced to deal with the perceived problem of incompetent teachers. It revealed that the procedures suffered from a number of defects both in modus operandi and style and there was little evidence that their application resulted in either improved performance or dismissal when satisfactory performance was not achieved. 相似文献

This paper examines whether firms that voluntarily recognize stock option expense in their financial statements manage that expense downward more than firms that do not recognize the expense by adjusting option‐pricing model assumptions. To examine this issue, I collect option‐pricing model assumptions from fiscal year 2002 for both a sample of firms that voluntarily recognize stock option expense (“recognizing firms”) and a sample of control firms that do not (“disclosing firms”). The empirical results suggest that recognizing firms manage the recognized stock‐based compensation expense reported in their financial statements downward more than do firms that only disclose the expense. Additional analyses reveal that recognizing firms assume a lower level of volatility than disclosing firms in the option‐pricing model calculations; however, I find no evidence that recognizing firms manage the dividend yield and risk‐free interest rate assumptions more than disclosing firms. The Financial Accounting Standards Board (FASB) recently issued Statement of Financial Accounting Standards No. 123(R), which requires the expensing of the fair value of stock options, so these results may be of interest to capital‐market participants and the FASB as they assess the reliability of stock option expense as determined by option‐pricing models. 相似文献

The social norm literature in law and economics fails to account for the differences between the two major conceptions of
property rights. The differences between the two conceptions affect people’s utility function by affecting how increases in
property rights are perceived. This paper discusses how the modern, in rem, conception evolved from an older, in personam, conception; it also discusses how economics has absorbed the modern, in rem, conception. The paper demonstrates that if people do not perceive the benefits of modern property rights, they will follow
their social norms if the government or planner imposes modern property rights on them. In the end, this allows one to make
a fuller discussion of why norms economize information. This discussion has various consequences ranging from developmental
economics to financial market economics and cannot be ignored.
