The beliefs about work of managers and blue-collar workers in the U.S.A. and Scotland were determined through a questionnaire. Both managers and blue-collar workers strongly endorsed humanistic beliefs and were indifferent to the work ethic. Blue-collar workers endorsed more strongly than managers beliefs about worker exploitation and the value of participation. In Scotland, there was a wide difference in the perceived value of leisure between managers and workers. It appears that the Scottish respondents hold fewer independent beliefs than their U. Despite the increasingly multinational nature of the workplace, there have been few studies of the convergence and divergence
in beliefs about ethics-based leadership across cultures. This study examines the meaning of ethical and unethical leadership
held by managers in six societies with the goal of identifying areas of convergence and divergence across cultures. More specifically,
qualitative research methods were used to identify the attributes and behaviors that managers from the People’s Republic of
China (the PRC), Hong Kong, the Republic of China (Taiwan), the United States (the U.S.), Ireland, and Germany attribute to
ethical and unethical leaders. Across societies, six ethical leadership themes and six unethical leadership themes emerged
from a thematic analysis of the open-ended responses. Dominant themes for ethical and unethical leadership for each society
are identified and examined within the context of the core cultural values and practices of that society. Implications for

This note comments on a recent article in this journal by Hollander. The principal points made are two. First, if Hollander's regressions are interpreted as representing the determinants of non-wage share of value-added, no evidence is provided by these regressions that monopsony power transfers income from factors in one industry to factors in another. Second, the interpretation of the regressions as representing the determinants of non-wage share of value-added is itself challenged. It is common to analyse poverty data broken down by household or economic status. Implicitly, it is assumed that people change state (for example, single, married, children, no children) for exogenous reasons. If we bring economic behaviour into the problem, then such transitions become endogenous. The data are then insufficient to identify the claims made from them. The distribution of the characteristics of the individuals in the states will be endogenous, and the state average poverty rate will depend on the composition of the individuals in the state as well as on the economic impact of being in that state per se. In this paper, we set out a simple model with endogenous transitions to make our point, and apply this to Family Expenditure Survey data for Britain. Weproceed to characterize generational preferences over alternativeseniority equilibria. We explore the aggregation of these preferencesby embedding the public-goods provision game in a voting frameworkand solving for the majority-rule equilibria.
