ABSTRACT

The article studies the dynamics of fiscal consolidation and public sector reforms in Italy and Spain under the EU governance that took shape as a reaction to the Eurozone crisis. We show how three types of EU pressure – fiscal and economic coordination rules, conditionality, and back-room diplomacy have operated in conjunction. We also show that Italy was more willing than Spain to resist EU pressure. Based on a Two-Level Game framework, we argue that this can be explained by the greater opposition to European integration that has developed in Italy compared to Spain.  相似文献

This paper investigates the distributional properties of TFP growth rates for countries in the G7 group. Our findings lend support to the hypothesis that multifactor productivity shocks can be plausibly fitted by a symmetric non-Gaussian stable distribution model. Several indices measuring hunger and progress in achieving hunger eradication have been proposed in the literature. This paper reviews existing hunger indices and critically assesses their quality against a number of desirable properties. Hunger indices are found to be unsatisfactory in a number of ways: they ignore distributional issues; they neglect the occurrence of food and health shocks; and are sometimes based on unreliable data. Anthropometric measurements, stunting in particular, emerge as powerful indicators of hunger and are ideal for addressing a number of policy relevant issues. The paper also introduces a conceptual framework for an index measuring country commitment to fighting hunger. The constitutive elements of this index are illustrated: political will, anti-hunger policies and programmes. Suggestions are made on how a commitment index can be built and what are the data requirements.  相似文献

We studied the distribution dynamics of the demand for books in Italy. We found that for each of the three broad sub-markets into which the book publishing industry can be classified – Italian novels, foreign novels and non-fiction – sales over a three-year sample can be adequately fitted by a power law distribution. Our results can be plausibly interpreted in terms of a model of interactions among buyers exchanging information on the books they buy.  相似文献

Building on motivation crowding theory (MCT), this article contributes to the human resources management (HRM)-innovation debate by examining the potential trade-offs between HRM practices targeted to increase employees' intrinsic motivation, such as direct employee voice (EV), and the presence of extrinsic incentives in the form of individual and collective performance-related pay (PRP). The results of the analysis on more than 22,000 European establishments show support for the positive relationship between EV and a firm's organizational innovation, and that this relationship is weaker in companies that adopted individual PRP schemes (piece-rate plans). Moreover, while we found that collective PRP (profit-sharing) does not moderate the relationship between EV and organizational innovation, a positive and significant moderation effect emerged when the combined presence of individual and collective PRP was considered. By advocating that the coexistence of multiple forms of PRP could overcome the crowding-out effect of individual PRP on EV, the study contributes to the HRM debate by also calling for a better understanding of the potential contingencies between different HRM practices when innovation is focus of the analysis.  相似文献

Recent research shows employer associations strategically responding to external challenges, from collective bargaining decentralisation, by altering their offerings of “selective” goods (to directly address threats to membership levels) and of “elective” goods (to revenues). Implicit is that traditional “collective goods” are irrelevant for achieving sustainability. That literature also suggests that territorial associations are more vulnerable than sectoral ones. In this qualitative, longitudinal comparative case study, we explore why and how two territorial associations, the largest each in Italy and Australia, have pursued sustainability by also innovatively enlarging their collective goods activities. This has involved shifting from bargaining leadership to promoting economic dynamism within their territories. Using metaorganisation theory and the resource‐based view, we explain how these associations realised their strategic advantages. Our evidence suggests that innovatively developing new collective goods may be another important way associations can improve their competitive positions.  相似文献

The problem of dating the business cycle has recently received many contributions, with a lot of proposed statistical methodologies, parametric and non-parametric. In general, these methods are not used in official dating, which is carried out by experts, who use their subjective evaluations of the state of economy. In this work we try to apply some statistical procedures to obtain an automatic dating of the Italian business cycle in the last 30 years, checking differences among various methodologies and with the ISAE chronology. The purpose of this exercise is to verify if purely statistical methods can reproduce the turning points detection proposed by economists, so that they could be fruitfully used in official dating. To this end parametric as well as non-parametric methods are employed. The analysis is carried out both aggregating results from single time series and directly in a multivariate framework. The different methods are also evaluated with respect to their ability to timely track (ex post) turning points.  相似文献

We assess the influence of workforce churning on the relationship between organisational human capital and labour productivity. Building on collective turnover research and human capital theory, we examine how the components of workforce churning (i.e., voluntary turnover, involuntary turnover, and new hires) influence the relationship between existing human capital and labour productivity. Further, we examine how this influence varies according to a firm's technological intensity. Our data come from 1,911 Italian manufacturing firms and reveals that collective voluntary turnover negatively affects the relationship between organisational human capital and labour productivity regardless of an organisation's level of technological intensity. In contrast, collective involuntary turnover enhances the relationship between human capital and labour productivity, and its effect is even stronger for organisations with more technologically intensive operations. Finally, our results suggest that the integration of new hires disrupts the relationship between human capital and productivity, particularly for firms with technologically intensive operations.  相似文献

This paper investigates alternative methods to account for preference heterogeneity in choice experiments. Heterogeneity can be explained by assuming its influence to impact the systematic component of utility, the stochastic one or both. Seven different models were estimated to search for heterogeneity along the three dimensions described. The comparison based on model performance and willingness to pay measures shows that methods to search for heterogeneity are not independent one from the other and might produce substantially different results giving rise to different policy implications.  相似文献

We present new evidence on the uncertain nature of nonstationarity – that is, trend stationarity vs. difference stationarity – of aggregate per capita real output, by submitting to a composite testing procedure a 20-country sample over an historically relevant time span. We find that the degree of uncertainty associated with the presence of a unit root appears to be well exceeding that shown by other studies conducted so far on cross-country historical data. For almost all the countries in our sample, inference appears to be strongly dependent on the type of test one makes use of, so that conclusions reached at early stages of a composite confirmatory testing procedure have to be frequently discarded at subsequent stages. Our reading of these findings points towards rejecting the assumption of temporal homogeneity of per capita GDP time series over long time spans, a prerequisite implicitly assumed in all studies looking for invariant statistical properties like stochastic or deterministic nonstationarity.First version received: October 2002/Final version received: September 2003  相似文献
