An original model is put forward in this article to explain and consider the behavior of some of the most important public services in Spain. The cost function approach and the input distance function approach are used to estimate the existence of overcapitalization as a result of rate of return regulation. The results show that overcapitalization generated by this regulation is too significant not to be taken into account.  相似文献

We investigate the interplay between environmental policy, incentives to adoptnew technology, and repercussions on R&D. We study a model where a monopolistic upstream firm engages in R&D and sells advanced abatement technology to polluting downstream firms. We consider four different timing and commitment regimes of environmental tax and permit policies: ex post taxation (or issuing permits), interim commitment to a tax rate (a quota of permits) after observing R&D success but before adoption, and finally two types of ex antecommitment before R&D activity, one with a unique tax rate (quota of permits), the other one with a menu of tax rates (permit quotas). We study the second best tax and permit policies and rank these with respect to welfare. In particular, we find that commitment to a menu of tax rate dominates all other policy regimes.  相似文献

During the last decade of the 20th century the US economy experienced the longest economic boom since World War II. Information and communication technologies (ICT) are seen as one of the main reasons for this development and it is still an open question how ICT will affect growth and employment in the future. To evaluate this process Kaldors growth laws, especially Verdoorns law are reconsidered. It will be discussed which changes in the Verdoorn-Coefficient (VC) and the employment threshold (ET) can be expected due to ICT. Induced technical progress and increasing returns to scale could make future economic growth to be less labor-intensive. A simple OLS estimation using data for the US non-farm sector indicates that the VC increased in the second half of the 1990s. It is conjectured that if the government has a distributional objective and formulates tax policy with a view to equitable treatment of households, then adopting the scale that is implicit in transfer policy should identify only reranking that has no equity foundation. This motivates the question: can the reranking‐minimizing scales be identified as those implicit in the transfer system? The analysis presented in this study suggests that the equivalence scale which minimizes reranking, while not necessarily equal to the tax implicit equivalence scale, is nevertheless in its vicinity.  相似文献

Life-cycle direct public fiscal contributions and transfers are studied using longitudinal income tax data from 1982 to 2016 and administrative files for immigrants landed in Canada from 1980 to 2016. Relative to a comparison group comprising the Canadian-born and immigrants landed before 1980, immigrants since 1980 have a lower average net direct fiscal contribution (NDFC) during their working years due to their lower taxes and social security contributions but a higher average NDFC after 65 years of age because of reduced public pension eligibility and entitlement. Immigrants who landed at younger than 19 years old have much higher direct fiscal contributions than other age-at-arrival groups and reach their peak of contributions around 10 years earlier in life than other age-at-arrival groups. Immigrants whose age at arrival is above 65 have a less negative average NDFC than other age-at-arrival groups over the above-65 life cycle. These life-cycle age𠄁at-arrival trajectories are stable for immigrants in different landing cohorts. We apply the life-cycle estimates to project the present discounted value of lifetime NDFCs for immigrants who landed in 2016. For each landing age group, refugees and family class immigrants have negative or zero average present values of life-cycle NDFCs, much below that of economic immigrants.  相似文献

We present a meta-analysis of cycle periods in historical socio-economic data found in the K-wave literature. The literature on stochastic and deterministic cycles in variables such as the consumer price index, employment, interest rates, commodity prices, GDP, war and hegemony is huge and scattered. However our meta-analysis reveals various commonalities. Our key finding is that there is a common set of cycle periods that is common across most socio-economic variables.  相似文献

This article is geared toward shedding some more light on what may be the next space race and its contours.Space flight is undoubtedly a human achievement of the second half of the 20th century, and probably the most audacious one of the past century. The space race started suddenly in the 1950s and has grown explosively during the following two decades, but decreased steadily after the 1970s. After the 1990s, however, we have seen a shy rebirth of space-related activities, when many other actors (states) entered the stage, adding up to the agonizing role of the two-actor piece that we have witnessed during the so-called Cold War.The opening years of the 21st century provided a more complex narrative for space exploration. At the start of the new millennium a new technosphere [1] emerged, dominated by what is used to be called as the Information and Communications Technologies (ICT), with the Internet playing the leading role among the bandwagon of technological novelties that appeared during the twilight of space activities. In despite of the fact that artificial satellites represent the very backbone of the global communications system, space activities seem to play a secondary role amidst the apparently accelerated rate of change concerning the technological systems of the present technosphere. But, as it is demonstrated in this paper, things are changing, and very probably a renewed space race will unfold in the coming decades.A question may be placed: what happened? Why the Earth stood still with regard to the race toward the cosmos? Answer: futurists, even prestigious ones like Herman Kahn and Arthur Clarke, did not consider the existence of socioeconomic long waves (Kondratieff waves, or K-waves for short) with their two decades long economic downturn, which has contributed to the deceleration of space-related activities.Analyzing the worldwide evolving scenario of space-related activities during the last eighty years under the framework of the succeeding K-waves and applying some technological forecasting tools, namely the logistic analysis, technological surveillance and intensive data mining, scrutinizing more than 7500 events occurred in the period 1930–2010 related with space activities, it is demonstrated that the space race like the one that we have witnessed until now is a natural growth process that has saturated at the dawn of this century. The same analysis demonstrates that a new growth process in this field might be nowadays under way with contours very different from that imagined by futurists and science fiction writers sixty years ago. Also the main trends in the usage of launching vehicles and satellites are framed and discussed in this paper.  相似文献
