This paper is based on research carried out in an EU Framework project, concerning the better integration of mobility management (MM) with land use planning. The objective of the paper is to analyse how, and how far, policies in this field of action can transfer from one member state to another, and to compare this to the theory of policy transfer put forward by Dolowitz and Marsh (2000), using their theory as an analytical framework, but also informing that theory. After providing a definition of this form of integration, the paper explains how far MM and land use planning are currently integrated in the EU member and other states covered in the research (Sweden, Germany, Spain, Lithuania, Poland, Slovenia, Switzerland, the UK, as well as Ireland and the Netherlands). It then presents the results of planning simulation workshops in five of these countries, where a group of planning professionals from each state considered real development sites and how MM could be integrated with the development. It shows that there is scope for transfer but concludes that barriers such as language, differing planning traditions, and the problem of transferring a new policy idea within a country will limit the scope of policy transfer significantly. Car ownership is generally considered an important variable in car travel behaviour research, but its specific role is often not well understood. Certain empirical studies consider car ownership as the dependent variable explained by the built environment, whereas other studies deem it to be one of the independent variables explaining car travel behaviour. This paper takes note of the dual influence car ownership has in explaining car travel behaviour by assuming that car ownership mediates the relationship between the built environment and car use. Importation of drugs into the US may soon become legal. Since prices of drugs are lower in most other countries than they are in the US, importation would result in a decline in US drug prices. The purpose of this paper is to assess the consequences of importation for new drug development. First, the author presents a simple theoretical model of drug development which suggests that the elasticity of innovation with respect to the expected price of drugs should be at least as great as the elasticity of innovation with respect to expected market size (disease incidence). Then, the cross-sectional relationship between pharmaceutical innovation and market size among a set of diseases (different types of cancer) exhibiting substantial exogenous variation in expected market size is examined. Two different measures of pharmaceutical innovation are analysed: the number of distinct chemotherapy regimens for treating a cancer site and the number of articles published in scientific journals pertaining to drug therapy for that cancer site. Both analyses indicate that the amount of pharmaceutical innovation increases with disease incidence. The elasticity of the number of chemotherapy regimens with respect to the number of cases is 0.53. The elasticity of MEDLINE drug cites with respect to cancer incidence throughout the world is 0.60. In the long run, a 10% decline in drug prices would therefore be likely to cause at least a 5–6% decline in pharmaceutical innovation. The issues of fair trade and in particular fair price policies, have been neglected in most international trade courses. The authors show how the latter can be explained to undergraduate students applying the simple graphical methods normally used in general equilibrium trade theory.
