This paper discusses the role of governments in broadband. It is divided into five sections. Following an introduction in section one, section two discusses the diffusion of broadband Internet. Section three deals with competition-based and public-goods views on regulation and the corresponding roles and issues for governments. To gain deeper insights into the role of government in broadband, section four analyses market regulation and public activities in furthering broadband deployment in the US, Korea and Europe. These insights are evaluated in relation to the theoretical considerations established in section three. Section five closes with a discussion of our results and some conclusions. It becomes obvious that national broadband strategies benefit from considering both public good and competition-related aspects. 相似文献

In this paper we respond to the useful comments made by J. J. Bissell 2017, on our paper Garnett et al 2015. We use this opportunity to explain in more detail our use of agent based modelling of historical processes, and how it can raise interesting and thought provoking questions that could be answered by additional historical research. In this case, questions around the possible relationship with the size of the British banking sector and the formation of new banks. We also take the opportunity to present further data on on the possible reasons for the rise and fall in the population of British banks, and suggest that the 'tipping point' might not have been such a radical change. 相似文献

This paper uses job turnover data to compare how job creation, job destruction and net job change differ for small and large establishments in the Canadian manufacturing sector. It uses several different techniques to correct for the regression-to-the-mean problem that, it has been suggested, might incorrectly lead to the conclusion that small establishments create a disproportionate number of new jobs. It finds that net job creation for smaller establishments is greater than that of large establishments after such changes are made. The paper also compares the importance of small and large establishments in the manufacturing sectors of Canada and the United States. The Canadian manufacturing sector is shown to have both a larger proportion of employment in smaller establishments but also to have a small establishment sector that is growing in importance relative to that of the United States. 相似文献

Using a new historical data set on the ‘population’ of British Banks for the last 200 years, we consider why, since its peak of approximately 1100 banks 1810, the population of British banks has declined to its present day population of less that 100. We hypothesise that amalgamation became an advantageous way for banks to expand, and use an agent-based simulation to test this hypothesis against the baking data. We are unable to falsify the hypothesis and show that the simulation reproduces many aspects of the real data with the minimum of assumptions. 相似文献
