The aim of this article is to examine what the geopolitics of the Arctic look like as seen from the largest Arctic state. How are narratives about the development of the region received, reworked and produced in a Russian context? We find that Russian policy actors distance themselves from discourses of Arctic conflict and geopolitical competition, and examine how this approach may serve some of Russia's key interests in the region. We further argue that the key tension in the Arctic region is not along the conflict/cooperation axis, but rather lies in the tricky process of delineating between international cooperation and national sovereignty in tackling Arctic problems. In attempting to illustrate the various voices, ideas and interests that shape Russia's policy understanding of the Arctic and its challenges and opportunities, we draw upon a media analysis and a set of qualitative interviews with representatives of the five Arctic states.  相似文献

Customer satisfaction has been identified as an important relationship marketing outcome. As such, firms should continually track and assess customer satisfaction. The following study examines how four elements of corporate culture combine to form an optimal mix that encourages attention to and measurement of customer satisfaction. Culture is operationalized as a pattern of values and beliefs that aid individuals in understanding organizational functioning. A profile deviation analysis reveals that an optimal mix of the marketing corporate culture elements of adhocracy, clan, market, and hierarchy does exist and is positively related to customer satisfaction assessment activities. © 1997 John Wiley & Sons, Inc.  相似文献

As a consequence of recent food safety incidents, consumer trust in European food safety management has diminished. A risk governance framework that formally institutes stakeholder (including consumer) consultation and dialogue through a transparent and accountable process has been proposed, with due emphasis on risk communication. This paper delivers actionable policy recommendations based on consumer preferences for different approaches to food risk management. These results suggest that risk communication should be informed by knowledge of consumer risk perceptions and information needs, including individual differences in consumer preferences and requirements, and differences in these relating to socio-historical context associated with regulation. In addition, information about what is being done to identify, prevent and manage food risks needs to be communicated to consumers, together with consistent messages regarding preventative programs, enforcement systems, and scientific uncertainty and variability associated with risk assessments. Cross-cultural differences in consumer perception and information preferences suggest a national or regional strategy for food risk communication may be more effective than one applied at a pan-European level.  相似文献

Never before has there been so much organizational restructuring, in spite of consistently mixed results. This article argues that the reason organizational restructuring so often fails to increase productivity and profit is that it is not guided by business strategy. While most managers agree that structure should follow strategy, few have a process for moving from strategy to restructuring at the business level where most restructuring occurs. A number of businesses, however, have based restructuring decisions on a clear and well-understood strategy. This article describes what is common to the processes these businesses have followed. Human resource managers, whose role and competence should include the alignment of change processes with business needs, have often abdicated responsibility for ensuring that restructuring efforts are strategic and are competently implemented. © 1996 by John Wiley & Sons, Inc.  相似文献

This paper examines the present system of project paper preparation and project planning used by the U.S. Agency for International Development and many donor agencies. Three approaches for meeting the evident weaknesses of the system — a holistic approach to the planning problem, an operant-conditioning approach to implementation, and a ‘process’ approach to planning and implementation — are presented and critiqued. On the basis of the critique, an approach which is grounded in a search for an approximately appropriate technology which ‘twiddles the technical knobs’ — is supported; and a proposal for an appropriate technology evaluation system which would analyze alternative technologies, deliver information to the field level, supply needed information on technologies and implementation, constrain donor planners, reduce lag time, incorporate evaluations into future planning, and reduce dependence upon planners is presented.  相似文献

The concept of “social order” is fundamental to the stability of most social systems. In this paper, three dimensions of social order—drawn predominantly from the writings of Talcott Parsons—are analyzed in terms of how they are influenced by broadened marketing. The authors maintain that the widespread acceptance and application of broadened marketing,defined as marketing, is inconsistant with social order and could ultimately erode the reputation of all marketing practioners. Furthermore, such a series of events could lead to the severe regulation of marketing practices and the development of inhibitions by bright young students regarding the formal study of marketing.  相似文献

This paper descibes an approach to the problem of evaluation in the public sector. The schema, called technology scanning, was developed during 1968 to create a research and development priority program for the State of Connecticut. In late 1969, a second major application was initiated in the Cohoes, New York, Model Cities program. The basis of technology scanning is a grid on which the problems or system's goals are arrayed against the solutions. The socio-economic importance of the goals and the effectiveness of the solutions in meeting these goals are rated by panels made up of the system's members ranging from technical experts to concerned citizens. The grid is then solved to produce a list of the most important solutions. These solutions are later evaluated against their projected contribution as described in the grid. The process may be repeated cyclically to allow programs to be replanned on an annual basis.  相似文献

In this paper, we address the issue of food risk management as practised in Western Europe. We begin by considering how food risks are managed, and then go on to consider how well they are managed. There are multiple answers to the ‘how well’ question, which are related to the varied perspectives of the different key stakeholders – from the food risk managers and producers, to the general public and the media. Consequently, there is no clear answer to the question of quality. What our review does identify is two priorities relevant to our understanding of effective food risk management: first, a need for further research to determine the source and nature of the different evaluative perspectives, and second, a need for the key stakeholders to appreciate and understand the alternative perspectives in order to enhance the effectiveness of the food risk management process.  相似文献

We study the effects of securitization on renegotiation of distressed residential mortgages over the current financial crisis. Unlike prior studies, we employ unique data that directly observe lender renegotiation actions and cover more than 60% of the U.S. mortgage market. Exploiting within-servicer variation in these data, we find that bank-held loans are 26–36% more likely to be renegotiated than comparable securitized mortgages (4.2–5.7% in absolute terms). Also, modifications of bank-held loans are more efficient: conditional on a modification, bank-held loans have 9% lower post-modification default rates (3.5% in absolute terms). Our findings support the view that frictions introduced by securitization create a significant challenge to effective renegotiation of residential loans. We also provide evidence supporting the affordability focus of recent policy actions, such as the Home Affordability Modification Program.  相似文献
