Innovation, rule breaking and the ethics of entrepreneurship   总被引:2,自引:1,他引:1  
This article examines a feature of the ethics of entrepreneurship that is infrequently directly discussed, viz., rule breaking. Entrepreneurs are widely said to engage in rule breaking. Many examples of this appear in popular and academic literature. But how may this be integrated into an account of the ethics of entrepreneurship? One response would be that when entrepreneurs break legal and moral rules then what they do is wrong and ought to be condemned. There is a great deal to be said for this rule model of entrepreneurial ethics. However, this view is also mistaken. Instead, this article defends a virtue-based account of the ethics of entrepreneurship in which certain instances of rule breaking, even if morally wrong, are nevertheless ethically acceptable and part of the creative destruction that entrepreneurs bring not only to the economy but also to morality.  相似文献

This paper addresses two findings from the empirical literature testing uncovered interest parity (UIP): (i) more favorable results when interest differentials (IDs) are large and (ii) instability across samples. Simulations demonstrate that explanations of the results using large IDs based on the hypothesis of a “zone of speculative inactivity” are inconsistent with empirical evidence. Furthermore, it is shown that, if agents forecast IDs based on long-run values, coefficient estimates will be unstable if rates of decay in IDs vary significantly and, for ex post UIP to hold, IDs must decay in absolute value. This article provides some insights into how performance contracting works in practice in a developing country context, using the case of the Ghana Water and Sewerage Corporation (GWSC). Performance contracting has been a useful instrument for restructuring the state-owned enterprises (SOE) sector in Ghana, and the GWSC has made some moderate improvements since its introduction. However, the article highlights some of the institutional constraints and capacity issues that reformers will have to pay attention to, including overstretched capacity of the monitoring agency, a weak information management system and inconsistent compliance to contract by government. The findings also highlight the difficulty of separating politics from operational/management issues, especially in politically sensitive public services, yet performance contracting relies on such separation to be effective. Also it shows how informal behaviour undermines the formality of performance contracting.  相似文献

The objective of this study was to examine the effect of global–local interactions on food production and consumption in Ghana, and identify possible local solutions. Primary data were collected using a combination of quantitative‐qualitative methods, which included focus group discussions and one‐on‐one interviews. Approximately 450 household heads were randomly selected and interviewed between August 2007 and August 2008 in Eastern, Central, Upper East and Northern Regions of Ghana. Findings revealed increasing consumption of foreign rice as opposed to decreasing consumption of local rice and other staples like millet, sorghum and yam because of global–local interactions. However, opportunities exist to re‐localize production‐consumption patterns through the use of ‘glocal foods’ like improved ‘koose and waakye’. Referencing the situation in Ghana, the study recommends improved production and processing practices backed with appropriate technologies that reflect changing consumption dynamics in order to take full advantage of opportunities created as a result of global–local interactions.  相似文献

Detection of structural change is a critical empirical activity, but continuous ‘monitoring’ for changes in real time raises well‐known econometric issues that have been explored in a single series context. If multiple series co‐break then it is possible that simultaneous examination of a set of series helps identify changes with higher probability or more rapidly than when series are examined on a case‐by‐case basis. Some asymptotic theory is developed for maximum and average CUSUM detection tests. Monte Carlo experiments suggest that these both provide an improvement in detection relative to a univariate detector over a wide range of experimental parameters, given a sufficiently large number of co‐breaking series. This is robust to a cross‐sectional correlation in the errors (a factor structure) and heterogeneity in the break dates. We apply the test to a panel of UK price indices. Is Indonesia using the most effective possible strategies to derive revenue from its mineral resources? Auctions and work program bidding are the main ways of allocating mineral leases. In addition to the company taxes applied to all companies, governments can raise revenue from minerals owned by the state through auctions, royalties and rent taxes paid by private firms, and through dividends from state-owned firms. Indonesia uses work program bidding to allocate leases, and its production-sharing contracts are roughly equivalent to a rent tax at a high rate. This paper considers these options for raising revenues from mineral resources. It argues that efficiency and government revenue would both be increased if Indonesia relaxed direct controls on the operations of mining companies, and allocated leases by means of auctions, combined with a much lower rate of rent tax or, better still, a royalty.  相似文献

Within a New Keynesian framework, interest rate rules that respond to public expectations lead to determinate and expectationally stable solutions for any level of commitment, as shown by Waters (Macroecon Dyn 13(4):421–449, 2009). That paper also demonstrates gains to commitment, under least square learning, though over-commitment can lead to some very poor outcomes for some parameter values. This paper shows an identical outcome under rational expectations. The optimal level of commitment is unchanged if there are observation errors in the policymaker’s knowledge of public expectations, which is not the case under learning. However, if there is sufficient policymaker uncertainty about the parameter values, partial commitment is best.  相似文献
