A real options model to assess the role of flexibility in forestry and agroforestry adoption and disadoption in the Lower Mississippi Alluvial Valley

Efforts to restore the Lower Mississippi Alluvial Valley's forests have not achieved desired levels of ecosystem services production. We examined how the variability of returns and the flexibility to change or postpone decisions (option value) affects the economic potential of forestry and agroforestry systems to keep private land in production while still providing ecosystem services. A real options analysis examined the impact of flexibility in decision making under agriculture, forestry, and agroforestry and demonstrated that adoption of forestry or agroforestry systems is less feasible than would be predicted by deterministic capital budgeting models.     

Technology diffusion and environmental regulation: the adoption of natural gas-fired combined cycle generating units

Even though environmental policy can affect the path of technology diffusion, the economics literature contains limited empirical evidence of this relationship. This paper provides insight into the technology adoption decisions of electric generating firms. Specifically, the diffusion of combined cycle (CC) generating units is examined. This technology is ‘environmentally friendly’ in that, it is cleaner and more efficient than alternative generating units. The empirical model explores the decision to adopt a CC generating unit and the extent to which the technology is adopted in response to environmental regulations imposed on producers. Zero-inflated models are used to evaluate adoption decisions at the plant-level as well as the firm-level. This research shows that environmental regulation has a significant effect on technology choice and the extent of adoption in this industry. Findings suggest that the stringency of regulations that control the building of new generating units is particularly influential for established power plants.     

The function of governments and intergovernmental organizations in the international resource transfer — The case of the World Bank

Zusammenfassung Die Rolle von Regierungen und zwischenstaatlichen Organisationen beim internationalen Ressourcentransfer - Der Fall der Weltbank. - In dieser Arbeit wird die T?tigkeit der Weltbank beim internationalen Ressourcentransfer untersucht, und zwar unter ausdrücklicher Berücksichtigung von Pr?ferenzen und Motiven der Entscheidungstr?ger und nicht einer Wohlfahrtsfunktion für die gesamte Welt. Vier Verhaltensweisen, die bestimmte Anreizstrukturen implizieren, werden theoretisch abgeleitet und ?konometrisch getestet. Das Eigeninteresse der leitenden Weltbankbeamten als einer der vier Erkl?rungsans?tze schneidet am besten ab. Es besteht nur eine geringe Aussicht, das Verhalten der Beamten der Weltbank im laufenden politisch-?konomischen ProzeΒ zu beeinflussen. Wirkungsvoller w?re es zwar, die institutionellen Strukturen z. B. durch eine verst?rkte Konkurrenz zwischen den Kreditgebern oder durch einen gr?Βeren EinfluΒ der Kontrollinstanzen zu ver?ndern, aber das dazu notwendige übereinkommen der souver?nen Staaten ist schwer zu erreichen.

Résumé La fonction des gouvernements et des organisations intergouvernementales dans le transfert international des ressources - Le cas de la Banque Mondiale. - L’auteur rejette l’approche du ?bien-étre social mondial?, et il applique l’approche de l’économie politique en analysant l’activité du transfert international des ressources de la Banque Mondiale. Théoriquement il dérive quatre types de comportement qui impliquent des structures d’incitation très différentes et qui sont testées par des méthodes économétriques. Les meilleurs résultats s’ ensuivent du comportement intéressé des fonctionnaires supérieurs de la Banque Mondiale. Il y a peu de possibilité d’influencer ces fonctionnaires si le processus politique-économique est déjá mis en train. Le changement des structures institutionnelles, par exemple, par une concurrence plus forte entre les préteurs ou une surveillance plus forte par des offices de contróle est plus efficace mais il est difficile d’arriver á un accord international qui doit étre conclu entre les nations souveraines.

Resumen La funei?n de los gobiernos y organizaciones inter-gubernamentales en la transferencia internacional de recursos - El caso del Banco Mundial. - Se rechaza el enfoque de ?bienestar social mundial? y se adopta el enfoque de polftica económica para análizar la actividad de transferencia internacional de recursos del Banco Mundial. Se derivan teóricamente cuatro tipos de comportameinto que implican distintas estructuras de incentivos y se someten a prueba econométricamente. El comportamiento egoista de los funcionarios máximos del Banco Mundial da los mejores resultados. Hay escasa posibilidad de influenciar el comportamiento de los Banqueros Mundiales en el proceso polftico-econámico normal. Cambiando la estructura institucional, por ejemplo, aumentando la competencia entre los prestadores o exhortación estricta controlando las oficinas es más efectivo pero es dificil lograr el acuerdo necesario entre los actores internacionales soberanos.

Simulating Discount-Pricing Strategies for the GSM-Mobile Market

The article analyzes network effects on the German GSM mobile telephony market. The authors use an ACE-approach to examine how a new competitor can successfully gain ground in the market with a discount-pricing strategy. In particular they study the impact of several elements of a mobile phone contract like on-net-, landline- or off-net-fees on the competitor’s market share. It turns out that it is possible to successfully enter the market with a prepaid contract using a discount-pricing strategy where the single fees only marginally exceed the termination rates, which have to be transferred to foreign network operators. Zusammenfassung Formulierung und Test eines einfachen Modells für das Verhalten der Weltbank. -Um das Verhalten der Weltbank zu analysieren, wird ein einfacher theoretischer Ansatz entwickelt, indem angenommen wird, da? die Weltbank wie eine einzige Person ihren Nutzen maximiert. Die Argumente der Nutzenfunktion sind die Summe der Kredite an die Empf?ngerl?nder, die Einkommen dieser L?nder und der gesamte erwartete Zahlungsausfall beim Schuldendienst. Die Beschr?nkung der Funktion liegt im Gesamtbudget der Bank. Auf dieser Grundlage werden mehrere Hypothesen bezüglich der Kreditpolitik der Weltbank abgeleitet und getestet. Es zeigt sich, da? das Einkommen und Ausfallrisiko zu 37–40 vH die Varianz der Weltbankdarlehen, die 1981 und 1982 gew?hrt worden sind, erkl?ren k?nnen.

Résumé Une formulation et teste d'un simple modèle du comportement de la Banque Mondiale. -Les auteurs présentent un simple cadre théorique pour analyser le comportement de la Banque Mondiale en utilisant une approche d'acteur-unifié qui maximise son utilité. Les arguments de la fonction d'utilité sont les montants des crédits accordés aux pays destinataires, le revenue de ces pays et la suspension de paiements totale attendue. La contrainte de la fonction est le budget total de la Banque. Les auteurs dérivent et testent plusieurs hypothèses regardant les crédits accordés aux pays développants. Ils démontrent que le revenue et la risque des créances douteuses peuvent expliquer 37–40 pourcent de la variance des crédits de la Banque Mondiale accordés en 1981-1982.

Resumen Formulatión y test de un modelo simple del comportamiento del Banco Mundial. -En este trabajo se presenta un marco teórico simple para analizar el comportamiento del Banco Mundial, utilizando un modelo individual de maximización de utilidad. La función de utilidad contiene como argumentos el volumen de crédite otorgado a los países receptores, el ingreso de estes países, y el total esperado de crédites vencidos. El presupuesto total del banco constituye la única restrictión. Varias hipótesis sobre el otorgamiento de préstamos a países en desarrollo son derivadas y analizadas empíricamente. Se concluye que el ingreso y el riesgo de que un crédite venza pueden explicar del 37 al 40 por ciento de la varianza de los crédites otorgados en los a?os 1981 y 1982.

     

Der Marktplatz E-Energy aus elektrizitätswirtschaftlicher Perspektive

The E-Energy Market is the place in a future energy system that integrates the markets for energy and Information/Communication Technologies (ICT). From the economic perspective of electricity, business models and business cases can already be developed for sub-markets and sub-areas of network load management, wholesale marketing and energy-market regulations, which as core elements manage consumer load in the mass customer area. As it turns out, the expected surplus value for all business cases is still tightly assessed and the E-Energy Market is therefore no automatic process. It has been assumed that the costs of the necessary information and communication technologies either do not have to be observed or are relatively insignificant. Additionally, considerable fine-tuning of the design of the sub-markets and the regulatory framework is necessary in order to enable the possibility for the business cases to be implemented. In a larger perspective, however, this market will play an important role when it comes to optimizing the power system around fluctuating power generation.
