This paper contributes to the debate centering on the fight against aggressive tax avoidance practices through the release of international standards. We develop a model in which identical tax havens decide upon their compliance date while competing for onshore capital. The timing of these decisions depends on the effects of two opposing forces. One force is linked to the tax sensitivity of international capital and the other to the reaction of nearby potential capital. When the former force dominates, asynchronous compliance arises, which occurs even with identical tax havens and perfect information. However, when the latter force dominates, tax havens comply simultaneously. In any case, the loss of tax base within the onshore region is minimized when compliance is simultaneous and occurs at the earliest possible date. Surprisingly, compliance of just one tax haven is not necessarily better than no compliance at all.  相似文献

We empirically investigate the claim that multinational corporations (MNCs) suffer from a “home bias” in divestment decisions: MNCs prefer to divest from foreign subsidiaries because the “emotional involvement” and the commitment in divesting from domestic subsidiaries is larger. This issue has not been yet empirically explored in the economic literature, although it is quite recurrent in the political debate on MNCs and FDI. Using detailed company‐level data on the EU corporate groups during the economic crisis (2008–2014), we show that, in spite of prima facie empirical evidence of a home bias, the bias disappears when firm‐, country‐, and sector‐specific factors are accounted for.  相似文献

This paper examines the ways in which accounting has intervened in the process of reforming the original ‘reform’ of the Italian health care system. By stepping into an ongoing process accounting has been asked not only to foster efficiency, effectiveness and value for money, but to correct as well the ‘degeneration’ of the original reform, which subjected health care delivery to ‘democratic’ scrutiny and political control. The call for a greater accountability in the use of public resources has been thus interpreted as both a mechanism of surveillance and control and a way to resist the ‘over-politicization’ of health sector management together with the abuses, scandals and fraudulent behaviour it induced. In seeking to interpret the specificity of the Italian experience, the paper suggests that the range of ‘the contexts in which accounting operates’ should be broadened in order to gain a deeper understanding of its roles in those institutions, such as health care systems, which play a crucial role in modern societies. In order to move in this direction systematic and empirically grounded cross-national comparisons are called for, since, although accounting and management are involved in virtually all attempts to redesign health care services, consequences are likely to be different when conditions of possibility differ at the outset.  相似文献

Ratios of public debt to GDP are much discussed these days and questions concerning debt relative to taxation have long been explored by fiscal scholars. With respect to monarchical regimes, it seems reasonable to treat public debt as similar to personal debt, recognizing that a monarch is not an ordinary person. When public debt arises through parliamentary assemblies, however, the similarity of form between public and personal debt vanishes because a parliamentary assembly does not trade on its own account; to the contrary, it is a type of intermediary that brings together people who buy bonds and people who later pay the bondholders. In a republic there is no sovereign who is indebted to ruled subjects. The institutional framework of republican governance transforms public borrowing into a process of intermediation among citizens, which leads in turn to the alternative orientation toward public debt that this paper explores.  相似文献

Over the last two decades, work on the Post Keynesian theory of endogenous money has been flourishing, and has prompted a rethinking of the complex nature of money in modern economies. At the heart of the debate between what have now been labelled the accommodationist (or horizontalist) approach and the structuralist approach to endogenous money are the issues of the slope of the supply curves of reserves and of credit money, respectively. Using the distinction between a single period analysis and a continuation analysis, similarities and differences between those approaches are explained, and the suggestion is then made for retaining and re-interpreting them into a more general theory.  相似文献

In a recent note, Bhaduri and Harris (1987) showed that a discrete-time dynamic version of the ‘simple’Ricardian system (i.e. Blaug's (1978) popular version of Kaldor's (1955-6) representation of Ricardian distribution theory, which includes linear agricultural productivity) can be endowed with an unstable stationary state, and that the system can also exhibit “chaotic” orbits (cfr. Collet and Eckmann, 1980), even if these phenomena cannot appear when the adjustment process is continuous. This stationary state does not necessarily have to be unstable. A slightly generalized version of the ‘simple’Ricardian system (we dispense with the linearity assumption) is used in this paper to analyse a number of meaningful special cases in which the stationary state is stable.  相似文献

This paper focuses on environmental policies aimed at rising investment in pollution abatement capital. We assume that ecological uncertainty, i.e., uncertainty over the dynamics of pollution, affects firm investment decisions. Capital irreversibility is not postulated but endogenized using a quadratic adjustment cost function. Using this framework, we study the effects of environmental policies considering taxes on polluting inputs and subsidies to reduce the cost of abatement capital. Environmental policies promoted to enforce abatement capital may generate the unexpected result of reducing the abatement investment rate.  相似文献

This paper presents a principal-agent model in which the agent has imprecise beliefs. We model this situation formally by assuming the agent?s preferences are incomplete as in Bewley (1986) [2]. In this setting, incentives must be robust to Knightian uncertainty. We study the implications of robustness for the form of the resulting optimal contracts. We give conditions under which there is a unique optimal contract, and show that it must have a simple flat payment plus bonus structure. That is, output levels are divided into two sets, and the optimal contract pays the same wage for all output levels in each set. We derive this result for the case in which the agent?s utility function is linear and then show it also holds if this utility function has some limited curvature.  相似文献
