This paper provides a synthesis of the evidence on the patronage growth performance of bus improvement measures in urban settings. The evidence includes a summary of experience in Europe, North America and Australasia focusing on service improvement measures including network structure and service levels, bus priority measures, vehicles and stop infrastructure, fares and ticketing systems, passenger information and marketing, personal safety and security and synergy effects of measures. The source is the research literature and documented experienced from a series of studies undertaken by the authors over the last decade. It includes the results of an international bus expert ‘Delphi’ survey concerning bus improvement measures focussed on patronage growth. We explore the evolutionary nature of interactions between government policy, farm decision-making and ecosystem services in Shucheng County, Anhui Province, 1950–2015. Analyses of ecological, social and economic trends are complemented by interviews with local farmers. Since the Household Responsibility System started in 1980, there has been a trade-off between rising levels of provisioning services and falling levels of regulating services with evidence that critical thresholds have been passed for water quality. Using a Framework for Ecosystem Service Provision, we argue that farmers have acted only as ecosystem service providers and have not influenced the policies that have brought about the trade-offs. Over the period, ecological degradation is best described as an example of ‘creeping normalcy’ where cumulative conventional actions by individual farmers produce unsustainable losses in regulating services. The Chinese government should act to balance the various ecosystem services through valuation and national policy. In this respect, there is a need for agencies that can provide place-based advice to farmers that will allow them to maintain productivity levels while pursuing restorative actions. Even with new policies, the draw of urban employment, high production costs and an ageing population threaten the viability of farming in these marginal agricultural areas. 相似文献

Group Decision Support Systems (GDSS) is a relatively new area of Information Systems research, but some patterns have begun to emerge in the focus of this research and in the approaches to conducting it. This article represents a substantial review of a large body of GDSS literature and an analysis of that literature according to a specific classification scheme. The dimensions of the classification scheme include the age of the research publication, the general research approach, the philosophy underlying the data collection, the type of GDSS support, whether the research is longitudinal, and the primary focus of the research, as well as a few demographic variables such as author and source. The results of the literature analysis lead to recommendations to GDSS researchers by the authors of a need for greater use of the available research approaches and other data analysis philosophies, a greater emphasis on field work, more longitudinal research, and some changes in the focus of the research. 相似文献

Previous analyses of small samples of mining projects have found that feasibility studies tend to underestimate the as-built capital costs of the project. Our review of 63 international mining and smelting projects confirms that as-built capital costs are, on average, 14% higher than as estimated in the bankable feasibility study. There is little attenuation over time of this bias in capital cost estimation, appearing to reflect an absence of learning on the part of the project sponsor or the consulting engineering firm. We argue that this persistence of bias is instead intentional and rational, driven by a scarcity of project financing and the need by project sponsors to inflate the project economics in a bid to secure financing. We find some empirical support for our contention. A second phase of the analysis examines estimation error. Roughly half of all projects' as-built capital costs fall outside of the expected ± 15% of the feasibility study capital cost estimate, even after allowing for intentional estimation bias. Cost overruns of 100% or more happen in roughly 1 out of 13 projects. Smaller projects have less estimation accuracy than large projects. Finally, our analysis of the cost overrun data reveals that a shifted lognormal probability distribution should be used when modeling mining project capital costs in a Monte Carlo analysis. 相似文献
