In this paper we extend the standard approach of horizontal tax competition by endogenizing the timing of decisions made by the competing jurisdictions. Following the literature on the endogenous timing in duopoly games, we consider a pre-play stage, where jurisdictions commit themselves to move early or late, i.e. to fix their tax rate at a first or second stage. We highlight that at least one jurisdiction experiments a second-mover advantage. We show that the Subgame Perfect Equilibria (SPEs) correspond to the two Stackelberg situations yielding to a coordination problem. In order to solve this issue, we consider a quadratic specification of the production function, and we use two criteria of selection: Pareto-dominance and risk-dominance. We emphasize that at the risk-dominant equilibrium the less productive or smaller jurisdiction leads and hence loses the second-mover advantage. If asymmetry among jurisdictions is sufficient, Pareto-dominance reinforces risk-dominance in selecting the same SPE. Three results may be deduced from our analysis: (i) the downward pressure on tax rates is less severe than predicted; (ii) the smaller jurisdiction leads; (iii) the ‘big-country-higher-tax-rate’ rule does not always hold.  相似文献

This review article synthesizes Erin Anderson's academic contribution, with an emphasis on two path breaking aspects of her work, namely the operationalization of TCA in different contexts and the refinement of the theory. We review the measures that she developed to reflect key TCE constructs, and identify five contexts in which Erin Anderson's application of TCE concepts broke new paths. These are employee or representative salesforces, choice of foreign entry mode, new market entry and innovation, countertrade, and ethics. We highlight a number of ways in which her research integrates other theories to transaction cost economics, thereby deepening our understanding of key issues involving make or buy decisions. Finally, we draw attention to directions for future research identified through her work.  相似文献

In both developed and developing countries there is mounting evidence that clustering and networking help small- and medium-sized manufacturers to raise their competitiveness. The role of public policy in this process is less clear. The European experience suggests that local and regional government can play an important role. Equally, if not more, interesting experiences can be found in developing countries. Their analysis constitutes the core of this paper. The purpose of this study is to find empirical evidence for the assumption that trade liberalization unlocks the potential of the Transition Economies (TEs) to achieve technological upgrading, productivity progress and catching-up (in terms of income). The study examines the trade structure now emerging between the European Union (EU) and the TEs in the light of two sets of differently liberalized trade items identified by the European Agreements. The aim is to determine whether trade liberalization has helped to supersede the structures – reflected mainly in the low quality of products – inherited by the TEs from the command economy. The empirical results are interpreted in the light of the Flam-Helpman quality-cycle model. We find evidence of an ongoing division of labor between high quality products (EU) and low quality products (TEs) according to a cycle. The first stage comprises the already well established dominance of quality advantage products by EU countries producing and exporting high-quality products, which crowd out the TEs' production of similar products. The second stage is the exploitation of cost-advantages by TEs in less liberalized trade, and there they appear to achieve better results. All these results may be taken as support for an active government in TEs.  相似文献

We provide lab data from four different games that allow us to study whether people have accurate expectations regarding monetary sanctions (punishment/reward) and nonmonetary sanctions (disapproval/approval). Although the strength of the sanction is always predicted with some error (particularly in the case of monetary sanctions), we observe that (i) most subjects anticipate correctly the sign of the average sanction, (ii) expectations covary with sanctions, (iii) the average expectation is very often not significantly different than the average actual sanction, and (iv) the errors exhibit no systematic bias, except in those situations where rewards are frequent. In this line, we find some evidence that punishment is better anticipated than rewards.  相似文献

At the heart of green industrial policy is rent management: government creating and withdrawing opportunities for profitable investment. This paper asks what the key factors are for rent management to succeed. Drawing on a range of literatures, the paper first deals with the critical success factors for ‘normal’ rent management and then turns to one of the most pressing and controversial issues of our time: how to bring about the transition to green energy. This is extra challenging because technological uncertainties are high, time horizons for investment are long, yet action is required now.  相似文献
