Using a case study of a large public sector department the relationship between communication and change in a public sector department and the human resource implications of that relationship are considered. Senior administrators of the department signified their intention to change the culture from one that was considered to be bureaucratic, technically oriented and inward-looking to one more outward-looking, continually learning, more relationship-oriented internally and inclusive of broader ‘whole of government’ objectives such as commercialization, the environment, social justice and community relations. Findings from the research indicate that, despite an objective of shifting to a state of continual change with the mode of communication becoming two-way and dialogic, the communication mechanism has faltered due to a failure to address the need of lower-level staff for a set vision and stated future direction. Implications of these findings are drawn for public sector organizations in general.  相似文献

A bstract The main argument presented here is that economics provides a necessary but not sufficient analysis of professionalism. A sufficient analysis can only be generated by recognizing the sociological significance of professionals, and in particular the institutionalization of a professional ethic. In this way we suggest that economics needs sociology to provide an effective conceptualization of professionalism as a form of organization and as a mode of behavior. Equally, however, sociology needs economics, because while the sociological context provides an explanation of the way power is institutionalized, an economic focus is necessary to maintain a role for individual agency. These arguments are illustrated with a discussion of the historical and institutional complexities of professional organization; we look particularly at nursing and certain routinized areas of legal work and accountancy.  相似文献

The First World War is now slipping beyond the realm of lived experience, yet it continues to wield a profound fascination over the British modern imagination. The Western Front in France and Belgium, which was the decisive theatre of operations for the Allied troops, has fashioned its own mythology and imagery and has secured a firm place in modern memory. Although the unremarkable topography of the region now visually betrays little of the momentous nature of the battles fought across its expanses, thousands of British visitors travel to the area throughout the year. This paper explores the ways in which tourists embarking on commercial coach tours engage with the battlefield landscape by examining contemporary tourist performance. The role of exchange rate fluctuation on the pricing behavior of Canadian canola exporters to Japan, Mexico, and the U.S. is examined using a model identifying noncompetitive and exchange rate related pricing behavior. Price discrimination was identified for Canadian canola exports to the three destinations over the period of 1993–99. Results also suggest that Pricing to Market strategies were employed for Japanese imports. Canadian canola exporters used local currency price stabilization to dampen the effects of relative price changes in the Japanese currency, perhaps linked to the large size of Japanese imports relative to Mexico and the U.S.  相似文献

Water conflicts are intensifying as the population grows in the American West. Stakeholders seek a better understanding of households’ water knowledge, preferences, and willingness to pay (WTP) as they contemplate various water allocation initiatives. An Internet survey provides insight into western households’ perceptions and preferences regarding water use and management, their familiarity with water terminology, and their WTP a fee in support of eight potential water initiatives regarding water acquisition, conservation, and reallocation. Further analysis identifies factors that influence the decision. Just over half of all respondents express a WTP the fee, with an estimated median WTP among survey respondents of $15.65 per summer month. Respondents with higher self-reported water knowledge are more likely to support the fee. The probability of supporting the fee is also influenced by respondents’ demographic characteristics and attitudes toward water scarcity and management. Les conflits liés à l’eau s’intensifient à mesure que la population s’accroît dans l’Ouest américain. Les parties prenantes cherchent à découvrir les connaissances sur l’eau, les préférences et le consentement à payer des ménages étant donné qu’elles envisagent divers schémas d’allocation de l’eau. Un sondage en ligne a donné un aperçu des perceptions et des préférences des ménages de l’Ouest américain concernant l’utilisation et la gestion de l’eau, de leur degré de connaissance de la terminologie de l’eau et de leur consentement à payer une taxe pour appuyer huit projets éventuels d’acquisition, de conservation et de réallocation de l’eau. Une analyse plus détaillée a déterminé les facteurs qui influençaient les décisions. Un peu plus de la moitié des répondants ont indiquéêtre prêts à payer une taxe. Chez les répondants, le consentement à payer médian s’élevait à 15,65 $ par mois durant la saison estivale. Les répondants qui ont indiqué avoir de bonnes connaissances sur l’eau sont plus susceptibles d’appuyer l’imposition d’une taxe. Les caractéristiques démographiques et les attitudes des répondants envers la rareté et la gestion de l’eau influencent la probabilité d’appuyer l’imposition d’une taxe.  相似文献

The present paper uses data from the World Bank Enterprise Survey conducted in Turkey in 2005 to shed light on the firms that use intermediaries in international trade. It lends robust empirical support to recent theories which suggest that indirect exporters are mostly small firms that are not profitable enough to cover the high fixed costs of building an own distribution network abroad. Manufacturers who develop new products are more likely to use trade intermediaries, as are firms that produce low‐quality goods. In contrast, neither foreign ownership nor credit constraints are correlated with the choice of export mode. Moreover, firms that rely on trade intermediaries to sell their goods abroad also do so to source their foreign inputs, implying that the role of intermediaries in facilitating trade may be larger than previous studies suggest.  相似文献

The authors examined ‘perceived beneficiary’ of employee development (self, organization) for relationships with employee development activity. Perceived organizational support served as a moderator. The authors conclude that employees may engage in development activities to partly benefit their organization to the extent that a positive exchange relationship exists. Correlational data also show that development behavior is related to organizational citizenship behavior, and this is particularly true for work‐related development activity. This research links employee development with social exchange and organizational citizenship, providing implications for both research and practice.  相似文献

Previous research has shown that a touch or haptic element attached to a persuasive appeal can increase persuasion, particularly for individuals who have a clear preference for touch to enjoy its sensory feedback (high autotelics). This research extends previous work by including involvement in the context of an appeal by a nonprofit. We find, in an experiment where we manipulate involvement, that when a haptic element is present, high autotelics are more persuaded regardless of their involvement with the message. However, for low autotelics, a haptic element increases persuasion under conditions of low versus high involvement with the message. A second experiment measures involvement and finds that again, under low involvement conditions, both high and low autotelics are persuaded by a touch element. Finally, a field study with a local symphony orchestra is conducted in which involvement with the message is low but involvement with the company is high.
