In the arid zone of Northeast Mexico are located some of the most socially deprived and economically marginal communities in the nation. This paper analyzes the current status of their social and economic organization and suggests alternative techno-economic subsistence activities that could improve productive capacity while preserving the fragile ecological balance between communities and exploitable natural resources. It shows how recent advances in computer mapping, linear programming, and techno-social modelling (SOPA technique) can assist decision makers and planners in choosing the best mix of social, economic, and technical advantages from an array of scenarios of change. A major finding is that the use of cooperatives as a managerial format is not always the best one to utilize, given the variability of community cohesiveness and varying organizational requirements of different techniques of exploiting animal and plant resources.  相似文献

An attempt is made to determine empirically the basic criteria for the distribution of the available investment funds among claimants, i.e., among firms or sectors of the Hungarian economy. Time series of investments in the 1951–1980 period and behavioral equations show that investments were determined by two simple rules that were applied at the same time in virtually all sectors: (a) investments were adjusted instantaneously and unconditionally to macroeconomic tensions; (b) the sectoral distribution of investments remained relatively stable.  相似文献

This article identifies and analyzes factors that affect the willingness of firms and consumers to develop and adopt cleaner technologies. Cleaner technologies is used as a general term for pollution abatement technologies, re-use systems, and environmentally sound consumer products and materials. The article also contains the findings of three case studies on cleaner technologies (CFC substitutes, low-solvent paints and coatings, and membrane technology), in which the importance of the identified factors is investigated. From the case studies some general conclusions are drawn about these factors, and the way in which policy instruments can be used to stimulate innovation in and diffusion of cleaner technologies. No single policy instrument is considered to be optimal. Instead a policy mix is needed, involving a much wider use of economic instruments.This paper is based on a research project for the Ministries of Economic Affairs and the Environment in the Netherlands, and is a revision of an earlier paper Policy Instruments to Stimulate Cleaner Technologies, which was prepared for the EAERE conference in Stockholm, June 11–14th, 1991. This article tests the pro‐competitive effect of trade in the product and labour markets of UK manufacturing sectors between 1988 and 2003 using a two‐stage estimation procedure. In the first stage, we use data on 11,799 firms from 20 manufacturing sectors to simultaneously estimate mark‐up and workers' bargaining power parameters according to sector, firm size and period. We find a significant drop in both the mark‐up and the workers' bargaining power in the mid‐1990s. In the second stage, we relate our parameters of interest to trade variables. Our results show that imports from developed countries have significantly contributed to the decrease in both mark‐ups and workers' bargaining power.  相似文献

Conclusion The privatisation and liberalisation steps referred to are an expression of the endeavour to accompany stabilisation efforts as quickly as feasible with the institutional and systemic changes as well as with policies for restructuring, to change the behaviour patterns of economics agents. Until this change takes place, the more effective the restrictive policies are in the financial sphere, the higher the costs incurred in the real sphere will tend to be.The achievement of the desirable trade-offs between the conflicting aims of the macroeconomic development is thus linked with the degree of success in the changes of behaviour of economic agents. The macroeconomic stabilisation will therefore in the longer run depend on the extent to which the regime actually changes, on the positive destabilisation of economic agents and on the progress in their restructuring.In Czechoslovakia there does not therefore seem to be as clear-cut a distinction, as in other reforming countries, between the phases of stabilisation policies, institutional and systemic changes and those of the restructuring policies.The measures to transform the Czechoslovak economy and the implementation of these measures represent an attempt to proceed on a wider front, to take coordinated steps in all the relevant spheres, implying a greater degree of simultaneity. This is a reflection of the strategy chosen which aims at a qualitative change to be accomplished rapidly, taking into account the fact that the individual steps in the various spheres of the transition process are closely interconnected. The approach followed could thus be considered a strategy to introduce groups of complementary policy measures, that is to say, to make several reform packages and to implement them sequentially.  相似文献

Most developing countries are just beginning to takeenvironmental protection seriously. In some cases it is common tocopy regulations from developed countries; however, determininghow much protection is required is difficult, ideally requiringthat the costs and risks be considered to propose a realistic andeffective policy. Chile has serious problems with arsenicpollution associated to emissions from its copper smelters. Toregulate these emissions, a strict ambient concentrationstandard, applicable to the whole country, is being proposed thatreduces risks to an acceptable level. However, little is knownabout the exposure and health effects associated to currentemission levels, and the corresponding costs of reducingemissions. The results of a three-year project that combinesengineering, economics and health information sheds light onthese costs and risks for different values of ambient standards.These show that there are ``win--win' options that obtainsignificant health improvements at low, even negative, costs.However, costs quickly increase as the concentration standardbecomes more stringent, with few additional health benefits. Inmany locations naturally high background levels of arsenic makeit very costly or even impossible to reach the desired goal.These results make it necessary to examine the use of a case-by-caseregulation for each source, rather than a general one basedon a unique ambient quality goal. They also suggest that copyingstandards or risk criteria used in developed contexts can beextremely expensive.  相似文献

This paper explores the role of underground economic activities as an explanation of differences in registered aggregate fluctuations. In order to do so, we introduce an underground economy sector in an otherwise standard Real Business Cycle model and calibrate it to the USA economy. We find that, at low frequencies, Europe fluctuates more than the USA, while its participation rate is smaller. The existence of underground activities rationalizes the negative relationship between participation rates and fluctuations of registered output. Our model accounts for 44.3% of the differences in aggregate fluctuations between the USA and European economies. Finally, the model generates implied sizes of the underground economy of 3.2% and 7% of the American and European output, respectively, which are in the range of those found in the empirical literature.  相似文献
