湖南水污染税的税制设计及征收效应的一般均衡分析 总被引:1,自引:0,他引:1
湖南省"两型社会"的深化建设、首批环境税的开征试点、湘江污染的重点治理等事件将湖南省水污染税改革推向了历史的舞台。借鉴国外水污染税开征经验,文章系统地设计了湖南省水污染税征收的基本框架,运用可计算一般均衡(CGE)模型模拟征收水污染税对宏观经济、产业结构、污染物减排等产生的影响。结果表明:开征水污染税宏观经济受损的长期影响要大于短期;对绝大部分行业都带来了不同程度的负面影响,其中短期合成材料制造业产出下降最大,而长期毛纺织和染整精加工业受损最大;然而征收水污染税减少重金属等污染物排放,氨氮、化学需氧量下降尤为显著。 相似文献

制造业企业的技术发展离不开适宜类型的金融支持。那么,我国以商业银行为主导的金融体系对其具有怎样的影响?本文从技术距离视角出发,通过构建熊彼特内生增长模型探究银行主导型金融体系对制造业企业技术进步的影响效应及作用机理,并运用中国工业企业数据库与城市数据库的匹配数据进行实证检验。研究发现:当制造业企业远离技术前沿时,银行主导型金融对其技术进步具有明显的促进作用,但随着企业接近技术前沿,该作用将由正转负。相较于国有和抵押资产丰富的制造业企业,银行主导型金融对技术进步的负向作用在非国有和抵押资产匮乏企业中出现较早。机制检验表明,在远离技术前沿阶段,银行主导型金融能够激励制造业企业创新从而促进其技术进步,但在接近技术前沿后,银行主导型金融难以通过激励企业创新驱动其技术进步。研究结论对如何深化金融供给侧结构性改革、增强金融服务制造业之功效具有一定的指导意义。 相似文献

As on-field success is nowadays the main objective of European soccer clubs, good management needs to extract the highest sport success from the squad talent at hand. Because teams differ in their quality, performance needs to be compared with the best practice of comparable units. One remarkable source of heterogeneity across teams is the squad composition, which can produce gains from diversity together with communication costs. The paper studies the efficiency in sporting performance of soccer teams, paying attention to how the number of foreign players relates to productive inefficiency. Using data for 146 teams in the top 5 European leagues during 10 seasons, we estimate a double heteroskedastic True Random Effects Stochastic Frontier team production function. We find that (i) the number of passes, ball recoveries, and shots from the penalty area improve team efficiency, and (ii) a higher number of foreign players increase inefficiency. Our findings suggest that gains from squad diversity might be offset by communication costs. 相似文献

There is no single ‘great’ commodity frontier whose exploitation under current socio‐technical conditions could fuel capital accumulation at the global scale. According to Jason Moore, this represents the ‘end of Cheap Nature’ and signals a terminal crisis for capitalism as we know it. In this article we complicate this assertion by showing how, in the context of global environmental governance frameworks of carbon control, a diverse range of actors situated at multiple scales are intensifying the use of cities and their hinterlands for the production/transgression of localized commodity frontiers. We draw on scholarship on uneven geographical development, state‐led restructuring and eco‐scalar fixes to present two case studies from different segments of the carbon cycle in the global South. The first case demonstrates how the introduction of waste‐to‐energy technology in Delhi facilitated the generation of ‘carbon credits’ while waste matter itself became a commodity. The second discusses attempts by the Brazilian state of Amazonas (Amazônia) aspiring to shift from rainforest exploitation to financialized conservation supported by the ‘green global city’ functions of metropolitan Manaus. These cases demonstrate that although the global carbon‐control regime may enable accumulation, implementation remains speculative, and localized commodity frontiers provoke social resistances that jeopardize their durability. 相似文献

This paper explores the dynamic relationship between stock market implied credit spreads, CDS spreads, and bond spreads. A general VECM representation is proposed for changes in the three credit spread measures which accounts for zero, one, or two independent cointegration equations, depending on the evidence provided by any particular company. Empirical analysis on price discovery, based on a proprietary sample of North American and European firms, and tailored to the specific VECM at hand, indicates that stocks lead CDS and bonds more frequently than the other way round. We study school choice markets where the non-strategy-proof Boston mechanism is used to assign students to schools. Inspired by previous field and experimental evidence, we analyze a type of behavior called priority-driven: students have a common ranking over the schools and then give a bonus in their submitted preferences to those schools for which they have high priority. We first prove that under this behavior, there is a unique stable and efficient matching, which is the outcome of the Boston mechanism. Second, we show that the three most prominent mechanisms on school choice (Boston, deferred acceptance, and top trading cycles) coincide when students’ submitted preferences are priority-driven. Finally, we run some computational simulations to show that the assumption of priority-driven preferences can be relaxed by introducing an idiosyncratic preference component, and our qualitative results carry over to a more general model of preferences. 相似文献

本文使用2001—2016年我国国家法律法规数据库中针对人才出台的地方性法规及部门规章对人才政策予以定量识别,并与上市企业数据进行匹配,实证检验了地方人才政策对企业全要素生产率的影响。研究发现,人才政策能够显著促进企业全要素生产率增长。具体而言,人才政策出台数量平均每增加1条,能够促进企业全要素生产率增长约0005。机制检验证明,人才政策通过提高企业技术创新水平和纠正人力资本在企业间的错配两条路径促进企业全要素生产率增长。此外,企业及行业异质性研究发现,人才政策对非国有企业及高技术产业全要素生产率的影响大于国有企业及非高技术产业。以上发现对于当前地方政府人才治理体系建设具有较大意义,对如何完善政府人才政策促进中国经济高质量发展也具有一定启示。 相似文献
