Naked and dirty: rethinking (not) attending festivals

This article draws together critical tourism studies and events tourism literature offering insights into the diverse motivations for, and barriers to, attending the predominantly lesbian and separatist feminist festival, Michigan Womyn's Music Festival. Augmenting the literature on lesbian tourism, the article deploys a conceptualisation of festivals, such as gay pride, that seeks to contest dominant codes and norms as parties with politics. Using the data gathered from 222 qualitative questions, 10 interviews and 1 focus group, it explores the intertwining of music, feminist politics and temporality in understanding womyn's motivations in attending a separatist festival. Distinctively, it demonstrates how barriers to, and motivations for, attending festivals can be paradoxically mutually formative. In this way, it becomes possible both to question tick-box motivational frameworks and to explore festival times and spaces as (re)making tourist encounters. Thus, the article opens up considerations and theorisations of festival attendee' motivations looking to the complexities of experiences, motivations and time–space interactions.     

Ambiguous workarounds in policy piloting in the NHS: Tensions,trade‐offs and legacies of organisational change projects

Pilot projects are increasingly used as a mechanism to enact organisational change, particularly government policy. Information technology's centrality to organisations often makes it key to the introduction of new processes. However, it can give rise to workarounds as employees circumvent impediments it presents by rejecting its prescribed use. Workarounds tend to be conceptualised dichotomously, as either ‘good’ problem solving, or ‘bad’ subversion of the technology. In pilot projects, workarounds are more ambiguous because those that support projects' successful completion in the short‐term may undermine day to day operations longer term. We draw on interview data from a policy pilot in general practice in the National Health Service in England aimed at extending access to care. We problematise the dichotomous conceptualisation of workarounds, finding they can be simultaneously supportive and undermining of policy pilots. Workarounds thereby become political, as employees are required to trade‐off consequences for themselves and the wider organisation.

Union Revitalization: How Women and Men Officers See the Relationship Between Union Size and Union Tolerance for Sexual Harassment

Larger memberships resulting from union mergers and consolidations have heightened the issue of union responsiveness to economic and noneconomic needs of members. In this study, we focused on a gender-moderated relationship between union size and perceived union tolerance for sexual harassment, in which low perceived tolerance (a desirable outcome) was anticipated as a noneconomic need relevant to union women. Data were collected from women and men officers (N?=?120) in various unions. Officers were viewed as well-positioned informants on tolerance in relation to union policies and practices. As hypothesized, the data confirmed that women in larger unions rated tolerance significantly higher (an undesirable outcome) than women in smaller unions. No such tolerance variation was found for men in relation to smaller and larger unions. Implications for union revitalization and future research on union size are discussed.     

Fear of Reprisal for Disclosing Union Interest: Assessing the Effectiveness of Perceived Anti-Unionism

We modeled a macro-level relationship at a micro-level level to examine the effectiveness of anti-unionism in psychological terms. We reasoned that fear of reprisal for disclosing union interest in the work environment was an affective response to perceived anti-unionism and hypothesized that fear of reprisal would disrupt the prediction of expression of this interest among nonunion employees (N = 1,010). With financial strain as a predictor of interest and fear of reprisal as a moderator, disruption was found. The results of the model are discussed in terms of the unintended consequences of anti-unionism, which, we argue, can include stress effects among employees and healthcare cost effects among employers.     

Autonomy,accountability, and ambiguity in arm’s-length meta-governance: the case of NHS England

ABSTRACT

Meta-governance involves orchestrating the ‘rules of the game’ in public management. Arm’s-length bodies are particularly important vehicles for this. We consider the case of an arm’s-length body (NHS England) created to oversee the English NHS’ day-to-day operation, and remove ‘political interference’. Although mandated by the Department of Health it has increasingly operated as policy-maker, developing policies in tension with existing legislation, while Ministers have faded from public-facing accounts of service operation. This suggests NHS England operates as a meta-governor, insulating government whilst pursuing its own agenda, and raises crucial questions about governmental accountability whilst simultaneously making answers harder to obtain.

This article reports findings from a qualitative study of the implementation and outcomes of Practice-Based Commissioning (PBC) in the English National Health Service. Focusing on the local construction of ‘budgets’ and ‘savings’, it reports in detail the issues that arose in the study sites, and discusses the implications for the future development of PBC.     

Reforming the Private Rental Sector: Challenges in the 2020s and Beyond

Researchers, policy-makers and the media all highlight a crisis in the Australian private rental sector. Often, proposed rental reforms that centre tenants are claimed to cause property owner disinvestment and have a negative impact on the rental market. Recent research which we co-authored found these claims are not substantiated by evidence. In this article, we argue that further reforms are needed to improve the functioning of the rental market for tenants. We examine some of the most contentious issues in rental regulation and assess the evidence of their impacts, drawing from our own research as well as that of others.
