The Malaysian government has employed 3 kinds of resettlement schemes: 1) resettlement of farmers under modern agricultural and land development programs to grow cash crops; 2) resettlement of rural population in well-guarded locations to isolate them from communist insurgents; and 3) resettlement and compensation of population displaced thorough resource exploitation such as construction of dams and mining. The Kinta Valley resettlement is examined in the example of 3 villages where tin mining encroached on their agricultural land. 98 households were included in the sample from Batu Bertudung, Tekka, and Jelutung that had been settled in the 1940s. The villagers were eventually evacuated and sustained technological, pecuniary, and psychological losses. The economic loses involved property, land, and crops, and social losses comprised social networks, neighborhood, and stability. 81.7% of the villagers who were left landless successfully insisted on complete relocation of their villagers in new villages in claims to the respective tin mining companies through their newly formed village action committees in the mid-1960s. The compensation consisted of 1) group compensation by planned resettlement, 2) cash payment, and 3) replacement of the former plot with another piece of land. Social needs were not included in the calculation and the compensation received reflected roughly their economic worth at the time. The villagers of Tekka and Jelutung had their houses rebuilt which were comparable to their old homes using new materials and stronger foundations. Those from Batu Bertudung were resettled in another village, and were compensated in cash to rebuild their homes themselves. Basic amenities were insufficient: new wells had to be dug, the public standpipe was overused, and only dirt roads were constructed. The government provided most basic amenities 5-6 years later under the rural development program.  相似文献

This study examines the relationship between trade and the quality of economic institutions under different political institutions. It uses panel data of 138 countries from 1984 to 2010 and employs instrumental variables and identification through heteroscedasticity to mitigate the problem of endogeneity. The findings suggest that the effect of trade on economic institutions reduces significantly in the presence of extractive political institutions. The findings indicate that ‘trade’ is not a sufficient tool for improving economic institutions; rather, trade policies need to be embedded in distinct political institutions to trigger the substantive improvement of economic institutions.  相似文献

Despite a wealth of expertise involving leading institutions over at least 15 years, a base of the pyramid (BoP) model resulting in scalability has yet to emerge. We posit that institutional gaps between BoP goals of developing human and social capital on one hand and a short‐term profit focus of business on the other contribute to the lack of scalability. We address this gap by proposing a social intermediary to link the BoP with firms involved in the BoP. The social intermediary will coordinate and interpret the informal market requirements of the BoP to the firm in a “bottoms up” approach. We illustrate the bottoms up approach through a case involving Deutsche Gesellschaft fur Internationale Zusammenarbeit, a German government agency, with the garment manufacturing industry in Pakistan. The case study involves implementation of labor standards and productivity in the Pakistan garment industry, resulting in improved productivity and labor standards enabling garment manufacturers to access global supply chains.  相似文献

This article documents the perceptions and judgments of youth about character of female as ‘good’ or ‘bad’, based on her visible personality characteristics. A qualitative study is carried out among the undergraduate students in two public sector universities. This study highlights contextual factors linked with the choice of clothing and quality of physical appearance among young girls. The judgments about a girl’s character are based on immediate, apparent personality characteristics. This study found that there are two contrasting categories of clothing and visible personality associated with positive and negative feminine morality. Certain expectations are also found to be associated with the attire of young women in Pakistani society which restricts their individual choices. Pakistani and Britain national boys judged girl’s character as immoral or bad based on cosmetics usage, fashion-ability, body exposedness, physical attractiveness, friendliness, bold temperament, and easiness while interaction with boys.  相似文献

It is often claimed that tax and welfare reforms that aim atenhancing efficiency may come at the cost of cyclical stabilisation.Reducing the generosity of welfare systems and lowering taxesmay boost efficiency and output, and improve market adjustmentto shocks. But, by reducing the size of automatic stabilisers,it may also imply less cyclical smoothing. This would be unwelcomein EMU given the loss of national monetary autonomy and thewell-known pitfalls of active fiscal management. This paperargues that the alleged trade-off between efficiency/flexibilityand stabilisation may not exist. We show that, if the initiallevel of the tax burden is high, reducing it may lead to higheroutput stabilisation in the event of a supply shock and higherinflation stabilisation in the event of a demand shock. The purpose of this research is to develop a model for the measurement of library service quality. 1629 students studying in different universities and degree awarding institutions responded to a survey. Confirmatory factor analysis developed a valid and reliable service quality measurement scale with 6 dimensions and 30 items. This research contributes to the measurement of service quality by developing a valid and reliable measurement scale in a previously neglected population. The model developed in this research can be used by librarians to measure, control and improve the service quality provided to students. This research also provides a framework for researchers to develop further library service quality scale development studies so that more concrete generalizations can be made.  相似文献

This study extended the concept of ‘pro-poor growth’ in terms of social expenditures that measure whether social expenditures are pro-poor or not pro-poor. Using the idea of pro-poor growth, this study examines as to what extent the poor benefited from the growth of social expenditures i.e., human development, rural development, safety nets and community services. The monotonicity axiom sets out a condition that the proportional reduction in poverty is a monotonically increasing function of the pro-poor growth. This study satisfies the monotonicity criterion relative with social expenditures and proposes a ‘poverty equivalent social expenditure rate’, which takes into account both the magnitude of social expenditures growth and how the benefits of these expenditures are distributed to the poors and the non-poors. This methodology is applied to Pakistan’s unit record household surveys during the periods of 1964–2011 (21 household surveys) and examines the interrelationship between social expenditures, inequality, and poverty. It is argued that the satisfaction of a monotonicity axiom is a key criterion for measuring pro-poor growth. The results found that the social expenditures in Pakistan are not intrinsically pro poor. Although it was strongly pro poor in the 1980s and pro poor in the 1990s, growth in the 1970s and 2000s was anti poor, if the poverty related social expenditures still remains anti-poor in the subsequent years as reflected in the years 2008–2011, there is a likelihood that these expenditures may not trickle down to the poor but instead to the non-poor. It is indicative that to achieve rapid poverty reduction, the poverty equivalent growth rate ought to be maximized rather than the actual growth rate of social expenditures in Pakistan.  相似文献

Two oil price shocks changed the pattern of cheap oil. The first was the Arab embargo on oil exports in 1973. Oil prices rose five fold. In 1978, the second was the fall of Shah Iran. Prices soared to $80–$100 a barrel in today’s prices. In 1960, OPEC was established and since then it has been a considerable political and economic force in the oil market. Two thirds of the world’s oil reserves belong to OPEC members. OPEC is accused of being responsible for most of the price increases due to their production cuts and market power. This paper provides a general framework to examine the role of OPEC in affecting oil prices through the extracted quantities. A mathematical model is developed to explore the objective function of OPEC, which includes economic and political considerations. The idea is that OPEC members consider both the political support of their citizens and profits when determining oil extraction rates. This support is represented by a “harm function” which was added to the objective function of OPEC. The solution of the model lends some support for inclusion of this harm function, through which OPEC benefits from the cuts in production aimed at harming the western countries. For this harm function to be meaningful empirically, OPEC members should have a high harm indicator, αt. With high harm indicator values, OPEC harms itself financially. The results suggest that OPEC appears to be accepting considerable monetary setbacks to appease its citizens’ taste for harming the West. At different discount rates, the monetary losses range from about 10–20%. Solving the mathematical model required estimation of the residual demand that OPEC faces plus the cost function that applies to OPEC production.
