价格因素和生活费成本对各地区城镇居民实际收入水平的影响

本文以上海市为例分析了发达区域非贸易品和食品价格偏高的原因，运用实际收入指数的方法，对我国部分经济发达省市的名义收入和实际收入作了比较。本文认为，就工薪阶层而言，中国大多数地区城镇居民实际收入的差异并不大；上海等大城市居民家庭的恩格尔系数偏高的主要原因是食品价格偏高，食品的中间投入品的价格差别（如租金和劳务成本）是不同城市食品价格差异的主要原因；大都市区要把控制非贸易类产品价格、特别是房地产价格的过快上涨作为调控的重点，给予低收入阶层必要的补偿。     

Village Elections,Accountability and Income Distribution in Rural China

1. Introduction The village election was first envisioned by the late chairman of the National People’sCongress (NPC), Mr Peng Zhen, in the mid-1980s to enhance village governance after the commune system was dissolved in China in the early 1980s. 中国改革开放以后地方税制度的改革

改革开放以前，中国实行高度集中的经济、财政、税收管理体制，税收的归属随着财政、税收管理体制的变化频繁调整，没有形成完整的地方税制度。改革开放以后，中国开始解决经济、财政、税收管理体制过于集中的问题，逐步调整中央与地方的财政、税收分配关系，并从1994年起将上述分配关系初步纳入分税制的轨道，建立了由中央税、地方税、中央与地方共享税构成的分税制财政管理体制，比较完整的地方税制度由此初步形成。     

改革与完善高新技术产业税收政策的理性思考

针对我国现行高新技术产业税收政策与制度存在的问题，改革与完善的对策建议是：完善、健全与高新技术产业有关的税收法律体系；科技税收政策应对企业技术创新的全过程给予系统完整的扶持；调整完善现行的科技税收制度，适应高新技术产业发展的客观需要。     

Dynamic scoring: Alternative financing schemes

Neoclassical growth models predict that reductions in capital or labor income tax rates are expansionary when lump-sum transfers are used to balance the government budget. This paper explores the consequences of bond-financed tax reductions that bring forth a range of possible offsetting policies, including future government consumption, capital tax rates, or labor tax rates. Through the resulting intertemporal distortions, current tax cuts can be expansionary or contractionary. The paper also finds that more aggressive responses of offsetting policies to debt engender less debt accumulation and less costly tax cuts.

Asymmetric volatility in the foreign exchange markets

We examine the presence or absence of asymmetric volatility in the exchange rates of Australian dollar (AUD), Euro (EUR), British pound (GBP) and Japanese yen (JPY), all against US dollar. Our investigation is based on a variant of the heterogeneous autoregressive realized volatility model, using daily realized variance and return series from 1996 to 2004. We find that a depreciation against USD leads to significantly greater volatility than an appreciation for AUD and GBP, whereas the opposite is true for JPY. Relative to volatility on days following a positive one-standard-deviation return, volatility on days following a negative one-standard-deviation return is higher by 6.6% for AUD, 6.1% for GBP, and 21.2% for JPY. The realized volatility of EUR appears to be symmetric. These results are robust to the removal of jump component from realized volatility and the sub-samplings defined by structural-changes. The asymmetry in AUD, GBP and JPY appears to be embedded in the continuous component of realized volatility rather than the jump component.
