One of the seminal works in the development of British cultural studies was Richard Hoggart's The Uses of Literacy , in which he presents a vision of working class communities in the 40 years since the First World War. To do this he drew particularly on his experiences of Hunslet in South Leeds. In this paper we revisit South Leeds 40 years on to examine continuities and changes in the community as evidenced through people's leisure and compare this with Hoggart's analysis. To do this we have drawn on census and other official statistics and our own observation and interviews in the field. In order to interpret today's communities in South Leeds we make use of theoretical developments in the interim. We suggest that in what Bauman (1997) refers to as ‘two nations society mark two’ people try to reinvent community and it is through leisure in particular that this is evidenced. We therefore conclude that any attempt to understand ‘community’ at the millennium must place leisure centre stage.

The impact of microcredit on self‐employment profits in Vietnam

This study examines the impact of microcredit on household self‐employment profits in Vietnam. For two indicators of credit participation – a dichotomous participation dummy and the accumulated amount of microcredit received per household – the analysis reveals a positive effect on household profits. The analysis also reveals that an instrumental variable method within a fixed‐effects framework can control for the possible endogeneity of credit and thereby identify the true effect of credit.     

Should the Good and the Selfish be Taxed Differently?*

In this paper, we consider an environment where individual actions have externalities and two types of agents exist: agents with social preferences (the good) and selfish agents. Selfish agents have pay‐off functions that do not take into account social welfare. The pay‐off of an agent is a linear combination of social welfare and the pay‐off of a selfish agent. We demonstrate that the corrective tax rates that maximize social welfare do not depend on the degree of social preferences. Hence, the good and the selfish should not be taxed differently.     

油料装备产品族分类系统研究

油料装备分类是进行产品族分析和管理的基础,通过分析产品族中不同产品结构模块相似性评价指标,用集合与属性之间的关联关系,实现集合与属性相似性评估之间的映射,通过建立各相关属性的相似度矩阵,获取了产品综合相似度评价矩阵,通过聚类分析获得不同阈值下的分类结果,最后,对油料装备进行实例分析。     

论“公正”重于“关护”———对中国就业弱势群体税收支持政策的哲学反思

随着我国就业弱势群体的出现,财政部和国家税务总局陆续出台了一系列促进就业的税收政策,但由于这些税收政策在“公正”与“关护”两个基本原则运用上存在侧重点的偏差,导致这些政策的作用效果并不明显。“公正”与“关护”同属人类伦理学理论资源中的两个基本道德诉求。在就业弱势群体税收支持政策制定中,两者缺一不可、互相关联,但从国家宏观就业指导方针、道德原则的稳定性、持久性以及普遍性的角度看,应该坚持“公正”重于“关护”。

本文通过分析广东县域经济发展现状并与其他强省比较,提出了广东县域经济发展对策。其对策应是强县扩权,发展地方特色经济,调整和优化产业结构,大力发展民营经济,稳步推进小城镇建设。

赤道原则是国际项目融资的环境与社会的最低行业标准。它的制订与执行由国际金融公司主导,它的核心内容基本上援引了国际金融公司的政策和指南,国际金融公司环境与社会政策的评审结果关乎着赤道原则的命运。国际金融公司也帮助赤道银行培训赤道原则专家,国际金融公司的政策与实践直接影响赤道原则的性质。它把自己定位为开发性金融规则的提倡者,是由于现实因素的推动,客观上提高了银行的公众形象,也提高了国际金融公司自身的形象。
